You\u2019d end up with a system that looks a lot like what we currently have, among <a href=\"https:\/\/www.washingtonpost.com\/opinions\/military-bases-are-our-most-exclusive-gated-communities--and-that-hurts-veterans\/2013\/11\/08\/27841b1e-47cb-11e3-a196-3544a03c2351_story.html\" target=\"_blank\">the most exclusive gated communities<\/a>. For all the real societal challenges that the military is experiencing with recruiting right now, some obstacles are self-imposed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Youth obesity and mental health challenges certainly constrain the pool of eligible recruits, and high national employment is <a href=\"https:\/\/www.nytimes.com\/2022\/07\/14\/us\/us-military-recruiting-enlistment.html\" target=\"_blank\">further constraining<\/a> accessions. But at the same time, policy decisions have made the military more insular and less appealing over time. In the military\u2019s <a href=\"https:\/\/www.ausa.org\/news\/army-declares-war-talent\" target=\"_blank\">war for talent<\/a>, current policies are a source of unintended friendly fire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As familial connections to the military <a href=\"https:\/\/www.pewresearch.org\/fact-tank\/2016\/11\/11\/profile-of-u-s-veterans-is-changing-dramatically-as-their-ranks-decline\/\" target=\"_blank\">decline<\/a>, the Army and other services need to broaden efforts to connect to the civilian population. Many recommendations have addressed <a href=\"https:\/\/taskandpurpose.com\/opinion\/why-no-one-wants-to-join-the-army\/\" target=\"_blank\">improving<\/a> or <a href=\"https:\/\/warontherocks.com\/2022\/07\/meeting-the-goal-three-recommendations-for-air-force-recruiting\/\" target=\"_blank\">adapting<\/a> the recruiting enterprise itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are three other policy areas, beyond the recruiting enterprise, where the military could reduce its self-imposed isolation from civilians and expand recruiting opportunities: change<b> <\/b>quality-of-life programs on military installations<b> <\/b>to push military communities to interact with civilians, expand military accessions of immigrants, and end<b> <\/b>veterans preference in defense civilian hiring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In seeking to improve military family life, the breadth and reach of quality-of-life, or QOL, programs has expanded. These programs may have the unintended effect of drawing military families and retirees into a bubble, reducing their contact with the civilian community. For example, commissaries now have <a href=\"https:\/\/www.commissaries.com\/Expanding-Access\" target=\"_blank\">expanded access<\/a> to more military-connected customers and even <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2022\/06\/01\/military-commissaries-launch-doorstep-deliveries-at-8-locations\/\" target=\"_blank\">provide delivery service<\/a> in some locations.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1157\" height=\"699\" src=\"\/wp-content\/uploads\/2026\/08\/Video4.jpg.jpg\" alt=\"\" class=\"wp-image-105618\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Video4.jpg.jpg 1157w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Video4.jpg.jpg?resize=300,181 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Video4.jpg.jpg?resize=768,464 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Video4.jpg.jpg?resize=1024,619 1024w\" sizes=\"auto, (max-width: 1157px) 100vw, 1157px\" \/><figcaption class=\"wp-element-caption\">Sailors participate in a video game tournament during a 2016 event hosted by Morale, Welfare and Recreation in the forward mess decks of the aircraft carrier Dwight D. (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Though just one example, those commissary customers are not shopping in the local economy where they would interact with their civilian neighbors. When service members shop, bowl, and socialize on installations that by design keep civilians out for security reasons, they lose opportunities to demonstrate the positive aspects of military life. To counter this, one observer has suggested that military communities <a href=\"https:\/\/www.cnas.org\/publications\/commentary\/the-all-volunteer-force-civil-military-relations-hit-home-and-abroad\" target=\"_blank\">include civilians<\/a>, but given security concerns, it may be more practical to get military families out into civilian communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consistent with <a href=\"https:\/\/www.gao.gov\/products\/gao-18-424\" target=\"_blank\">previous calls<\/a> to improve program evaluation, the Department of Defense should evaluate morale, welfare, and recreation, or MWR, and related programs for their contribution to readiness or retention, and consider reducing on-post offerings. A <a href=\"https:\/\/apps.dtic.mil\/sti\/pdfs\/ADA408873.pdf\" target=\"_blank\">past evaluation<\/a> of Navy programs found \u201cthe relationship between QOL programs and career intentions is, at best, small.\u201d Some activities are clearly necessary for the mission, such as physical fitness facilities and Child Development Centers. But funding for other activities may be better invested in vouchers or other means to support military family participation in civilian activities, where geography and local economies allow. Improving quality of life for service members and families should not further separate the military from civilian society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military accessions of immigrants is a second area where the need for new recruiting pipelines has become secondary to other priorities. A <a href=\"https:\/\/www.pewresearch.org\/fact-tank\/2017\/03\/08\/immigration-projected-to-drive-growth-in-u-s-working-age-population-through-at-least-2035\/\" target=\"_blank\">growing portion<\/a> of the U.S. labor force, immigrants are an important focus for recruiting. Unfortunately, security concerns have resulted in a <a href=\"https:\/\/thehill.com\/policy\/defense\/409227-pentagon-struggling-to-restart-immigrant-recruitment-program-report\/\" target=\"_blank\">lack of continuity<\/a> <a href=\"https:\/\/www.npr.org\/2018\/08\/21\/640716940\/army-has-reinstated-dozens-of-discharged-immigrant-recruits-and-reservists\" target=\"_blank\">in<\/a> the Military Accessions Vital to National Interest, or <a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/1342317\/dod-announces-policy-changes-to-lawful-permanent-residents-and-the-military-acc\/\" target=\"_blank\">MAVNI<\/a>, program, hindering accessions of fit, quality immigrant recruits.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"4288\" height=\"2848\" src=\"\/wp-content\/uploads\/2026\/08\/1386622.jpg.jpg\" alt=\"\" class=\"wp-image-85602\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1386622.jpg.jpg 4288w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1386622.jpg.jpg?resize=300,199 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1386622.jpg.jpg?resize=768,510 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1386622.jpg.jpg?resize=1024,680 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1386622.jpg.jpg?resize=1536,1020 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1386622.jpg.jpg?resize=2048,1360 2048w\" sizes=\"auto, (max-width: 4288px) 100vw, 4288px\" \/><figcaption class=\"wp-element-caption\">Soldiers gather for a naturalization ceremony at Kandahar Airfield, Afghanistan, for five soldiers and two Marines from six different nations by officials from the United States Citizenship and Immigration Services. Houston\/Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">One spokesperson acknowledged that the accessions rate of MAVNI recruits was <a href=\"https:\/\/www.voanews.com\/a\/pentagon-two-of-three-immigrants-in-special-us-military-program-go-on-to-serve\/4480484.html\" target=\"_blank\">similar to<\/a> that of citizen recruits, suggesting that security clearances are less a barrier than anecdotal reports have suggested. DoD should weigh the cost of security investigations against the cost of higher recruiting bonuses. Immigrant recruits show <a href=\"https:\/\/apps.dtic.mil\/sti\/pdfs\/AD1052501.pdf\" target=\"_blank\">greater retention<\/a> compared with citizen recruits, suggesting that return on investment for noncitizen background checks is high. Recent <a href=\"https:\/\/federalnewsnetwork.com\/defense-news\/2022\/03\/omb-sees-2022-as-most-significant-year-for-security-clearance-reform\/\" target=\"_blank\">reforms<\/a> in security investigation processes may aid in immigrant recruiting and vetting. The Army\u2019s recent <a href=\"https:\/\/recruiting.army.mil\/News\/Article\/3061001\/us-army-provides-pathway-for-foreign-language-speaking-applicants\/\" target=\"_blank\">Foreign Language Recruitment Initiative<\/a> is a step in the right direction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lastly, it is time to end veterans\u2019 preference in civilian hiring. Over time, hiring authorities designed to improve veterans\u2019 post-service employment prospects have <a href=\"https:\/\/warontherocks.com\/2020\/06\/is-veterans-preference-bad-for-the-national-security-workforce\/\" target=\"_blank\">become an obstacle<\/a> to civil-military connection. Hiring veterans into DoD civilian positions is a missed opportunity to provide non-military affiliated civilians (and their families) with exposure to military career opportunities. Moreover, the high concentration of veterans in DoD\u2019s civilian workforce is the primary reason for <a href=\"https:\/\/www.rand.org\/pubs\/research_reports\/RR2458.html\" target=\"_blank\">women\u2019s low representation<\/a> in DoD relative to the civilian labor force, a gap that will currently take more than a generation to close. Though DoD civilians may never serve in uniform themselves, their military connection will reach others in their social networks. <a href=\"https:\/\/www.usnews.com\/news\/national-news\/articles\/2019-05-02\/a-photo-of-a-generals-family-highlights-civil-military-concerns\" target=\"_blank\">Direct family connections<\/a> are one important source of military exposure, but familiarity with military organizations in general helps shape <a href=\"https:\/\/bpspsychub.onlinelibrary.wiley.com\/doi\/abs\/10.1348\/09631790X26688\" target=\"_blank\">greater propensity<\/a> to serve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress may be reluctant to remove excepted hiring authorities for veterans that are currently used across the federal government. Nonetheless, these are <a href=\"https:\/\/www.mspb.gov\/studies\/studies\/Veteran_Hiring_in_the_Civil_Service_Practices_and_Perceptions_1072040.pdf\" target=\"_blank\">legacy authorities<\/a> no longer needed due to veterans\u2019 high employment relative to the <a href=\"https:\/\/data.bls.gov\/timeseries\/LNS14049526&#038;series_id=LNS14049601\" target=\"_blank\">non-veteran labor force<\/a>. Further, DoD is uniquely positioned to give up veterans\u2019 preference without harming veterans\u2019 employment prospects, as mandatory <a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/1975250\/changes-roll-out-for-transition-assistance-program\/\" target=\"_blank\">transition assistance<\/a> programs help service members plan for and find post-service employment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These policies are likely not the primary obstacle to recruiting, but addressing them could help relieve pressure on recruiting in the longer term. Critics have pointed to more recent challenges, suggesting <a href=\"https:\/\/www.politico.com\/news\/2022\/07\/27\/lawmakers-pentagon-military-recruiting-00048286\" target=\"_blank\">vaccine mandates and diversity efforts<\/a> as the problem. However, the Army\u2019s recruiting challenges <a href=\"https:\/\/www.nytimes.com\/2018\/09\/21\/us\/army-recruiting-shortage.html\" target=\"_blank\">pre-date<\/a> those shifts, and retention <a href=\"https:\/\/www.army.mil\/article\/258577\/secretary_of_the_army_and_chief_of_staff_of_the_army_memorandum_on_recruiting\" target=\"_blank\">remains high<\/a>. It\u2019s just recruiting that\u2019s the problem. Thus, the Army and other services should view recruiting shortfalls not just as an immediate crisis, but a generational challenge as the all-volunteer force ages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Defense has a broad set of internal levers to adjust. Removing barriers to civil-military connections will provide supporting fires, rather than friendly fire, in the military\u2019s war for talent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Allison Abbe is professor of organizational studies at the Army War College.
