{"id":74953,"date":"2022-09-21T16:45:22","date_gmt":"2022-09-21T16:45:22","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2022\/09\/21\/stress-over-vas-new-health-records-is-causing-staffers-to-leave\/"},"modified":"2026-08-08T14:33:20","modified_gmt":"2026-08-08T14:33:20","slug":"stress-over-vas-new-health-records-is-causing-staffers-to-leave","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/veterans\/2022\/09\/21\/stress-over-vas-new-health-records-is-causing-staffers-to-leave\/","title":{"rendered":"Stress over VA\u2019s new health records is causing staffers to leave"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Veterans Affairs\u2019 switchover to a <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/06\/23\/setbacks-with-new-health-records-system-have-shaken-va-secretary\/\" target=\"_blank\">new electronic health records system<\/a> may be demoralizing staff members and convincing some to quit, department leaders warned lawmakers on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was something I personally observed in my visit to Columbus,\u201d said <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/07\/21\/after-a-5-year-wait-va-gets-a-new-top-medical-leader\/\" target=\"_blank\">Dr. Shareef Elnahal<\/a>, VA\u2019s undersecretary for health, during testimony before the Senate Appropriations Committee. \u201cStaff told me that this system was stressful to use and leadership told me that folks are leaving, in part because of the difficulty of the workflows.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite that, VA officials said they are hopeful they can turn around the <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/07\/27\/vas-16-billion-health-records-overhaul-could-be-scrapped-if-fixes-arent-made\/\" target=\"_blank\">tumultuous rollout<\/a> of the new Oracle Cerner records system, a <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/06\/18\/va-to-delay-electronic-medical-records-deployment-to-additional-sites-until-2023\/\" target=\"_blank\">$16 billion project<\/a> that was once hailed as a way to provide seamless, improved medical care for troops and veterans.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/06\/23\/setbacks-with-new-health-records-system-have-shaken-va-secretary\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21027792851595.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Setbacks with new health records system have \u2018shaken\u2019 VA secretary<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The $16 billion project has faced numerous setbacks in recent years.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe couldn\u2019t be more frustrated,\u201d said VA Deputy Secretary Donald Remy at the hearing. \u201cThat\u2019s why we are holding [Oracle Cerner] and ourselves accountable. That\u2019s why we are applying lessons learned from every deployment to continue to improve. That\u2019s why we have pause on all future go-lives until 2023 to get this right.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMake no mistake, we will get this right.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA has already committed about $7 billion to the project, which began in early 2018 under President Donald Trump. The transition was originally predicted to take 10 years to complete.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But repeated delays have called that schedule into question. In June, VA officials delayed all future deployments of the records system to new medical sites after acknowledging numerous reports of patient harm at initial sites using the software.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It followed several stops and starts with the system over the past 18 months, with VA employees reporting poor training and frequent outages with the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elnahal was confirmed to his post in late July. In recent visits to medical sites using the new system, he said, he heard complaints from staff that they lack confidence the new software is recording their records updates, either because of flaws in the workflows or outages with the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He did not offer any specific numbers on staff turnover or frustration, but emphasized that \u201cright now, I see folks struggling with the system deeply.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mike Sicilia, executive vice president for Oracle, said that officials are making improvements to the system and are working closely on a new deployment schedule to get the project back on track.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ll be ready whenever VA wishes to resume,\u201d he told senators, noting that he feels the 2028 end date for the project is still a realistic goal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But VA leaders have already said they won\u2019t add any new sites until early 2023, and only if they have confidence that medical and technical staff are ready for the change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re looking closely at our schedule and realizing that there are issues that still need to be resolved,\u201d Remy said. \u201cThe schedule would have us go to the next installation in January or February. By the same token, we\u2019ve got an investment in a program that needs to start delivering at some time,\u201d said Sen. Jon Tester, D-Mont., chairman of the Senate Veterans\u2019 Affairs Committee and a member of the chamber\u2019s appropriations panel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s going to be five years in May, and we haven\u2019t done a damn thing.
