This year, the biggest legislative push on veterans issues could be making sure those veterans and others hurt on duty get <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2016\/12\/22\/ending-concurrent-receipt-of-retirement-and-disability-pays-would-save-billions-federal-agency-says\/\" target=\"_blank\">all the money they\u2019re owed<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans advocates are already pressing lawmakers on the issue of concurrent receipt and passage of the <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/02\/13\/disabled-veterans-advocate-richard-star-died-but-his-fight-for-concurrent-receipt-presses-on\/\" target=\"_blank\">Major Richard Star Act<\/a> to fix the payouts problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This week \u2014 even before the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/01\/10\/republicans-name-chairmen-for-armed-services-vet-affairs-committees\/\" target=\"_blank\">House and Senate Veterans\u2019 Affairs committees<\/a> have been officially formed for the new congressional session \u2014 a coalition of 21 veterans groups sent a letter to all members of Congress urging them to debate and pass a solution as soon as possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is an issue that has bipartisan support, so even in a split Congress this should be an easy thing to get done,\u201d said Jose Ramos, vice president of government and community relations for the Wounded Warrior Project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[Veterans Affairs] disability compensation and military retirement are two different things that a veteran receives based on their service,\u201d Ramos said. \u201cAnd right now, frankly, we\u2019re penalizing those veterans.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/02\/13\/disabled-veterans-advocate-richard-star-died-but-his-fight-for-concurrent-receipt-presses-on\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"198\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Maj-Richard-Star-and-Tonya.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Disabled veterans advocate Richard Star has died, but his fight for concurrent receipt presses on<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Retired Army Maj. Richard Star is remembered for his advocacy on behalf of medically separated veterans.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The debate isn\u2019t new. Advocates have been lobbying for changes for years, with limited success.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But leading veterans groups and several lawmakers say that after the passage of the Promise to Address Comprehensive Toxics Act (better known as the PACT Act) last year, they\u2019re optimistic about their chances for progress on the disability\/retirement pay problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At issue is how military retirement pay and veterans disability checks are handled by federal officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since 2004, veterans who have a disability rating of at least 50% have received their full military retirement pay and disability benefits, a combined total that can amount to several thousand dollars each month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But veterans who have a disability rating of less than 50% are subject to dollar-for-dollar offsets. That can mean a loss of several hundred dollars a month for some individuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wounded Warrior officials estimate that as many as 50,000 medical retirees nationwide are hurt by the current policy. Those veterans were forced out of the service early by a significant injury and may have limited job options in the civilian business sector as a result.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor someone who was injured and really hasn\u2019t had the ability to gain significant employment or financial income, that additional money is very significant for them and their family,\u201d Ramos said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Major Richard Star Act \u2014 named for an Army veteran who died in 2021 of cancer related to burn pit exposure in Iraq and Afghanistan \u2014 would allow combat-wounded veterans medically discharged before serving 20 years to receive both retirement and disability pay, without any offsets.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/03\/29\/what-are-military-burn-pits-and-why-are-veterans-worried-about-them\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/burn-pit-balad-air-base-dvids-march-2008-file-dvids.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What are military burn pits? And why are veterans worried about them?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The fires used in combat zones to dispose of waste may have caused serious illnesses in hundreds of thousands of U.S. service members.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Earlier this month, Senate Veterans\u2019 Affairs Committee Chairman Jon Tester, D-Mont., listed revival of the measure as one of his top priorities for the coming year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[The bill] would provide full VA disability and DOD retirement payments to tens of thousands of veterans who were forced to retire early with combat-related injuries,\u201d he said in a statement to Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThough it has garnered a lot of support from both sides of the aisle, it needs to be a higher priority in both chambers if we\u2019re going to get this bill across the finish line.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last session, the legislation garnered 335 cosponsors in the House and 66 in the Senate, but ultimately failed to get full congressional approval. Rep. Gus Bilirakis, R-Fla., has already introduced similar legislation on the benefits issue this session.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A number of major veterans advocacy groups have publicly supported the measure. This week, officials from the Veterans of Foreign Wars went a step further, asking for President Joe Biden to make the issue a top legislative priority for the White House in its fiscal 2024 budget proposal.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/03\/04\/proposed-law-would-eliminate-benefits-deduction-for-military-retirees-with-combat-related-injuries-or-illnesses\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"195\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/star_bilirakis.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Proposed law would eliminate benefits deduction for military retirees with combat-related injuries or illnesses<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Major Richard Star Act aims to eliminate a benefits &quot;offset&quot; which deducts military retiree pay by the amount of VA disability compensation.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThis policy is nothing more than a way to save money on the backs of veterans,\u201d wrote VFW Commander-in-Chief Timothy Borland in a Jan. 17 letter to Biden.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe VFW \u2014 and by extension the entire veteran community \u2014 is looking to you, President Biden, to lead from the front on this issue, as you did with toxic exposure legislation. \u2026 No veteran should question the value of their service to our country due to an unethical budget gimmick.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The holdup with the measure has been the cost. It\u2019s projected to increase federal spending by about $8 billion over the next decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s far less than the 10-year price tag of $280 billion under the PACT Act. But the cost of fixing concurrent receipt still presented issues for congressional appropriators, who ultimately sidelined the bill last session.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ramos said he is optimistic that can change this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think there is an appetite to get this done now,\u201d he said. \u201cIt\u2019s just a matter of how
