{"id":75773,"date":"2023-03-23T22:30:00","date_gmt":"2023-03-23T22:30:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2023\/03\/23\/va-leaders-arent-worried-about-looming-budget-fights-yet\/"},"modified":"2026-08-08T15:10:14","modified_gmt":"2026-08-08T15:10:14","slug":"va-leaders-arent-worried-about-looming-budget-fights-yet","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/veterans\/2023\/03\/23\/va-leaders-arent-worried-about-looming-budget-fights-yet\/","title":{"rendered":"VA leaders aren\u2019t worried about looming budget fights &#8230; yet"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/03\/16\/va-to-change-its-motto-droppin-male-only-language\/\" target=\"_blank\">Veterans Affairs Secretary Denis McDonough<\/a> said he\u2019s confident his agency will get the funding it needs despite a barrage of tough questioning from GOP lawmakers concerned over the White House\u2019s proposed boost for the department next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe questions are natural and understandable,\u201d he told reporters on Thursday, in a press conference following three hours of testimony before the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/01\/27\/high-turnover-on-house-veterans-affairs-committee-again-this-session\/\" target=\"_blank\">House Veterans\u2019 Affairs Committee<\/a>. \u201cI\u2019m not going to pre-emptively worry about this. We\u2019re at the start of this process, and we\u2019re going to continue to answer questions forthrightly and completely.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration\u2019s $325 billion budget proposal for fiscal 2024 would represent a 5.4% increase for total department spending over last year, the latest in a long line of substantial boosts for VA programs. In fiscal 2014, the VA budget was $154 billion, less than half of the request for next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republican objections to increased funding for veterans \u2013 which usually garners staunch GOP support \u2013 foreshadows how nearly all aspects of White House\u2019s proposed federal budget will be raked over in the coming summer months, with partisanship rising just a year away from the 2024 U.S. presidential election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If lawmakers can\u2019t reach an agreement on a full government funding plan before Oct. 1, it could trigger a partial government shutdown this fall. Most \u2014 but not all \u2014VA operations would continue unaffected for several more months, even during such a funding lapse, because a large portion of the department\u2019s budget is approved a year in advance, shielding veterans from some of the fallout of the partisan fiscal fights.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2023\/03\/09\/white-house-plan-calls-for-small-boost-in-va-program-budget\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_261169613704.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">White House plan calls for small boost in VA program budget<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A proposed 2.2% increase in discretionary spending would be the lowest boost since 2016.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Biden White House\u2019s VA spending proposal,<b> <\/b>which is almost 30% higher than the last Trump administration request,<b> <\/b>was among several concerns voiced by lawmakers at the Thursday hearing, along with plans for dramatic growth in VA infrastructure spending and the department\u2019s toxic exposure fund, meant to cover the costs of new disability benefits approved by Congress last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis budget has far too many gimmicks,\u201d said committee chairman Rep. Mike Bost, R-Ill., pointing to shifts in some discretionary funding to mandatory spending accounts. \u201cAnd today\u2019s gimmicks are tomorrow\u2019s headaches.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans and Democrats also traded political barbs over potential appropriations plans, forecasting funding fights to come in the next few months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee ranking member Rep. Mark Takano, D-Calif., repeatedly decried rumored deals with Republican leaders \u201cstruck to appease extreme MAGA Republicans\u201d that would lock in total federal spending at fiscal 2022 levels. Bost and other GOP members accused him of fear mongering and derailing congressional budget talks from the start.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McDonough dismissed concerns that the administration and Congress may be looking into a radical overhaul of some benefits or health care options in order to help trim the federal deficit, in his comments to reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Wednesday, the Congressional Budget Office released a periodic review of some potential cost-saving measures for military and veterans programs, detailing \u2014 but not recommending \u2014 moves such as eliminating disability benefits for veterans with higher incomes and further limiting which veterans are eligible for free VA health care.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2023\/02\/14\/vets-groups-push-for-another-hefty-increase-to-vas-budget-next-year\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/veterans.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Vets groups push for another hefty increase to VA\u2019s budget next year<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Advocates are pushing a boost in VA discretionary funding to expand health care services for elderly vets and improve aging buildings.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Combined, the proposals could cut more than $500 billion over the next decade.
