{"id":76824,"date":"2022-10-28T14:50:34","date_gmt":"2022-10-28T14:50:34","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2022\/10\/28\/should-va-continue-its-popular-technology-training-program\/"},"modified":"2026-08-08T14:50:39","modified_gmt":"2026-08-08T14:50:39","slug":"should-va-continue-its-popular-technology-training-program","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/education-transition\/2022\/10\/28\/should-va-continue-its-popular-technology-training-program\/","title":{"rendered":"Should VA continue its popular technology training program?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Time is running out to evaluate whether Veterans Affairs officials should continue its <a href=\"https:\/\/www.militarytimes.com\/education-transition\/2021\/06\/02\/va-wants-more-money-to-expand-popular-tech-training-program-for-job-seeking-vets\/\" target=\"_blank\">promising pilot program<\/a> designed to <a href=\"https:\/\/www.militarytimes.com\/education-transition\/2022\/02\/03\/va-tech-training-program-needs-clear-goals-report-says\/\" target=\"_blank\">help veterans get high-tech skills<\/a>, a government watchdog warned this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.va.gov\/education\/about-gi-bill-benefits\/how-to-use-benefits\/vettec-high-tech-program\/\" target=\"_blank\">Veterans Employment Through Technology Education Courses<\/a> (VET TEC) program was launched in 2019 as a five-year pilot program. Originally planned as a $15 million effort, lawmakers added an additional $110 million to the program in recent years because of increased demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program is open to veterans with some GI Bill eligibility left who are looking for additional training in high-tech fields like computer programming and information science. Over the last three years, Veterans Affairs officials have said nearly 7,000 veterans have enrolled in the program, with about two-thirds finding jobs after completion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But a new <a href=\"https:\/\/www.gao.gov\/assets\/gao-23-105343.pdf\" target=\"_blank\">Government Accountability Office study<\/a> released this week found that those employment outcomes are unclear, since VA uses different methods to calculate employment than other federal standards. By that measure, only about 46% of participants have found jobs afterwards.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2022\/02\/04\/va-tech-training-program-needs-clear-goals-report-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"204\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6015749.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA tech training program needs clear goals, report says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The program was designed to equip veterans with technology skills by paying for veterans to get the training needed for in-demand, high-paying careers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cAs a result, VA lacks sufficient information to compare VET TEC to other programs or to assess the effectiveness of the program at getting veterans into jobs,\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GAO officials have lamented shortcomings in the department\u2019s VET TEC data collection in the past, including a similar report last spring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report this week says those issues need to be resolved quickly to determine whether Congress and VA should push to make the pilot program permanent. The five-year timeline for VET TEC is set to expire in 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GAO findings note multiple positive aspects of the program, including a high completion rate (less than 17% of enrollees have failed to complete their work) and high diversity rates among participants (63% were from non-white minority groups, and 84% had a service-connected disability).<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/education-transition\/2021\/08\/30\/va-eyes-more-focused-employment-help-with-future-education-benefits-efforts\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5857511.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA eyes more focused employment help with future education, benefits efforts<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The popularity of short-term, focused job training efforts are making officials reconsider ways to improve other veterans benefits programs.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But without better data on veterans employment rates, \u201cassessing and evaluating VET TEC by the end of the pilot will likely be difficult for VA,\u201d the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to the GAO report, VA officials said they agree in principle with the report\u2019s goals but are evaluating the best path forward on changes. They expect to release their own findings on program outcomes by the end of December.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, numerous lawmakers have already begun pushing to make the program permanent, even as some of those outcome questions remain unclear.
