Abigail Spanberger confirmed the shooting victim was Lt. Col. Brandon Shah, who enlisted in the Army in 2003 and received his Army commission in 2007 after graduating from ODU. Shah led the ROTC program at the Norfolk, Virginia, university <a href=\"https:\/\/www.odu.edu\/article\/army-rotc-leader-sees-enrollment-gains\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.odu.edu\/article\/army-rotc-leader-sees-enrollment-gains\">since 2022<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA devoted ROTC instructor, Lt. Col. Shah didn\u2019t just lead a life of service to our country, he taught and led others to follow that path,\u201d Spanberger said in a post on X. \u201cI am grateful for his example, deeply saddened by his death, and praying for his family.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dominique Evans, special agent in charge of the FBI\u2019s Norfolk field office, identified the suspect as Mohamed Bailor Jalloh. He yelled \u201cAllahu Akbar\u201d before opening fire, killing Shah and wounding two others, according to the FBI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jalloh had been in the Army National Guard and pleaded guilty in 2016 to <a href=\"https:\/\/apnews.com\/national-national-general-news-2d132f4eaab94628a71332c442d01f62\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/apnews.com\/national-national-general-news-2d132f4eaab94628a71332c442d01f62\">attempting to aid<\/a> the Islamic State. He was sentenced to 11 years in prison and was released from federal custody in December 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ROTC students subdued and killed Jollah, according to the FBI. They \u201crendered him no longer alive,\u201d Evans said. \u201cI don\u2019t know how else to say it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She didn\u2019t provide further details except to confirm the gunman wasn\u2019t shot. She praised the students for their \u201cextreme bravery and courage,\u201d saying they prevented further loss of life.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"340\" height=\"366\" src=\"\/wp-content\/uploads\/2026\/08\/ltc-brandon-shah.jpg.jpg\" alt=\"\" class=\"wp-image-110322\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ltc-brandon-shah.jpg.jpg 340w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ltc-brandon-shah.jpg.jpg?resize=279,300 279w\" sizes=\"auto, (max-width: 340px) 100vw, 340px\" \/><figcaption class=\"wp-element-caption\">Army Lt. Brandon Shah (Old Dominion University)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">According to his <a href=\"https:\/\/www.odu.edu\/armyrotc\/about\/cadre\/professor-chair\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.odu.edu\/armyrotc\/about\/cadre\/professor-chair\">university profile<\/a>, Shah had earned a bachelor\u2019s degree from ODU, an MBA from the University of Georgia and a master\u2019s in engineering management from the University of Kansas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He deployed in support of Operation Iraqi Freedom and Operation Enduring Freedom, as well as on a rotation to Atlantic Resolve. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shah logged more than 1,200 hours flying three different aircraft, 600 of those hours in combat missions. One of his past assignments was overseeing modernization efforts for attack helicopters as part of the 3rd Squadron, 17th Cavalry Regiment. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shah also held commands in the A\/1-3 Attack Reconnaissance Battalion, A\/3-17 Air Cavalry Squadron and B\/603 Aviation Support Battalion. His service assignments included the 101st Airborne Division, 82nd Airborne Division, XVII Airborne Corps, United States Forces-Iraq and 3rd Infantry Division.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shah earned the Senior Army Aviator Badge, Combat Action Badge, Parachutist Badge, Air Assault Badge, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal, Air Medal with Valor, Joint Service Commendation Medal, Army Commendation Medal, Joint Service Achievement Medal, Army Achievement Medal and numerous campaign and unit awards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a 2023 <a href=\"https:\/\/www.odu.edu\/article\/army-rotc-leader-sees-enrollment-gains\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.odu.edu\/article\/army-rotc-leader-sees-enrollment-gains\">article on the ODU website<\/a>, Shah is quoted as saying the military \u201chas given me a lot of opportunities. I\u2019ve lived on four continents, been on five. I love flying and being around people who like to work.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The campus shooting is being investigated as an act of terrorism, FBI Director Kash Patel said in a social media post. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The gun Jollah used had an obliterated serial number, potentially complicating investigators\u2019 efforts to determine how a man with a previous felony conviction obtained a firearm, according to a law enforcement official.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Lt.
