On Monday, Texas Republican Gov. Greg Abbott posted a picture on social media showing National Guard members from his state boarding a plane, but he didn\u2019t specify where they were going.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was no immediate comment from the office of Illinois Gov. JB Pritzker. But the Democrat had predicted that Illinois National Guard troops would be activated, along with 400 from Texas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pritzker has accused Trump of using troops as \u201cpolitical props\u201d and \u201cpawns.\u201d Chicago Mayor Brandon Johnson told reporters that the administration isn\u2019t sharing much information with the city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is what is so difficult about this moment: You have an administration that is refusing to cooperate with a local authority,\u201d Johnson said Tuesday.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2025\/10\/06\/texas-national-guard-deploying-to-chicago-monday\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Immigration_Chicago_26718.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Texas National Guard deploying to Chicago on Monday<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">About 200 Texas National Guard troops are set to deploy to Chicago Monday night unless a judge blocks the order, a Pentagon official told Military Times.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A federal judge gave the Trump administration two days to respond to a lawsuit filed Monday by Illinois and Chicago challenging the plan. A hearing is scheduled for Thursday. The lawsuit says, \u201cthese advances in President Trump\u2019s long-declared \u2018War\u2019 on Chicago and Illinois are unlawful and dangerous.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump\u2019s bid to deploy the military on U.S. soil over local opposition has triggered a conflict with blue state governors. In Oregon, a judge over the weekend blocked the Guard\u2019s deployment to Portland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump administration has portrayed the cities as war-ravaged and lawless amid its crackdown on illegal immigration. Officials in Illinois and Oregon, however, say military intervention isn\u2019t needed and that federal involvement is inflaming the situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump has said he would be willing to invoke the Insurrection Act if necessary. It allows the president to dispatch active duty military in states that are unable to put down an insurrection or are defying federal law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf I had to enact it \u2014 I\u2019d do that,\u201d Trump said Monday. \u201cIf people were being killed, and courts were holding us up, or governors or mayors were holding us up.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sight of armed Border Patrol agents making arrests near famous landmarks has amplified concerns from Chicagoans already uneasy after an immigration crackdown that began last month. (Erin Hooley\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Department of Homeland Security spokesperson Tricia McLaughlin said in response to the lawsuit that the First Amendment doesn\u2019t protect \u201crioting.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Oregon, the Portland ICE facility has been the site of nightly protests for months, peaking in June when local police declared a riot, with smaller clashes occurring since then. In recent weeks, the protests typically drew a couple dozen people \u2014 until the deployment was announced. Over the weekend, larger crowds gathered outside the facility, and federal agents fired tear gas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most violent crime around the U.S. has declined in recent years. In Portland, homicides from January through June decreased by 51% to 17 this year compared with the same period in 2024, data shows. In Chicago, homicides were down 31% to 278 through August, police data shows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since starting his second term, Trump has sent or talked about sending troops to 10 cities, including Baltimore; Memphis, Tennessee; the District of Columbia; New Orleans; and the California cities of Oakland, San Francisco and Los Angeles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A federal judge in September said the administration \u201cwillfully\u201d broke federal law by deploying guard troops to Los Angeles over protests about immigration raids.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Fernando reported from Chicago.
