{"id":86767,"date":"2019-04-02T18:20:37","date_gmt":"2019-04-02T18:20:37","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2019\/04\/02\/house-dems-offer-733b-for-defense-in-2020-in-two-year-budget-caps-deal\/"},"modified":"2026-08-08T00:07:49","modified_gmt":"2026-08-08T00:07:49","slug":"house-dems-offer-733b-for-defense-in-2020-in-two-year-budget-caps-deal","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/pentagon-congress\/2019\/04\/02\/house-dems-offer-733b-for-defense-in-2020-in-two-year-budget-caps-deal\/","title":{"rendered":"House Dems offer $733B for defense in 2020 in two-year budget caps deal"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Lead congressional Democrats have proposed a bill to raise statutory budget caps for two years, with $733 billion for defense in fiscal 2020 \u2014 but it\u2019s likely to spark a fight with the <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/03\/11\/heres-trump-fy20-budget-its-about-to-get-shredded\/\" target=_blank>White House<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill released Tuesday reset spending limits to $664 billion for fiscal 2020 and $680 billion in fiscal 2021, with $69 billion in cap-exempt overseas contingency operations, or OCO, funding in each year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The totals \u2014 $733 billion for fiscal 2020 and $749 billion for fiscal 2021 \u2014 would fall between the $716 billion enacted fiscal 2019 and the $750 billion the president proposed for fiscal 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The nondefense side of the budget would rise 5.7 percent from fiscal 2019 to $631 billion in fiscal 2020, and to $646 billion in 2021. Democrats still haven\u2019t written a budget and are already talking about busting the bipartisan spending restrictions they agreed to previously,\u201d a senior administration official <a href=\"https:\/\/www.rollcall.com\/news\/trump-refuses-raise-budget-caps-complicating-re-election-fight\" target=\"_blank\">told Roll Call <\/a>on Monday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Majority Leader Steny Hoyer, D-Md., said last week that he has spoken with both Senate Majority Leader Mitch McConnell, R-Ky., and Senate Appropriations Committee Chairman Richard Shelby, R-Ala., who both want a deal to ease budget caps. But not the White House\u2019s acting chief of staff, Mick Mulvaney.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUnfortunately, I don\u2019t think Mr. Mulvaney wants to reach a caps deal, he wants it as leverage,\u201d Hoyer said. \u201cI\u2019ve been trying for the last two months to get meaningful negotiations [to reach a two-year] deal.
