Robert Abrams told Army Times. &#8220;This is something we\u2019ve got to tackle.&#8221;<br\/><br\/> Demand for aviation units overseas remains high, and the Army\u2019s aviators are &#8220;doing tremendous work downrange,&#8221; Abrams said. But it also means they haven\u2019t had time to prepare for a potential fight against a near-peer competitor, he said.<br\/><br\/> &#8220;It manifests itself in poor operational readiness rates, it manifests itself in a lack of execution on our flying hour program,&#8221; he said. &#8220;We\u2019ve got to take some significant measures to create time and space to enable them to do some comprehensive training.&#8221;<br\/><br\/> The Army needs consistent funding to ensure it can continue to train and gain proficiency in its core warfighting skills, Abrams said.<br\/><br\/> &#8220;Last year, I talked about how rusty we are,&#8221; he said. &#8220;This year, we have been working our hardest and spending our time and resources knocking off the rust.&#8221;<br\/><br\/> As a result, the Army has made &#8220;significant progress along multiple measurable areas of readiness,&#8221; but &#8220;we\u2019ve got a lot of work to do to achieve what we call proficiency in our decisive action skills,&#8221; Abrams said.<br\/><br\/> <b>Making progress<\/b><br\/><br\/> Soldiers at every level, from platoon to company to battalion to brigade to division, have spent time sharpening their fundamental skills, Abrams said.<br\/><br\/> For example, the Army has seen a 20 percent increase in platoon live-fire exercises between fiscal years 2015 and 2016, he said.<br\/><br\/> Company-level combined live-fire exercises have increased by 50 percent, division warfighter exercises have jumped 100 percent, and battalion artillery live fires have gone up 20 percent, he said.<br\/><br\/><br\/><img decoding=\"async\" alt=\"Army Fort Polk\" data-alignment=\"center\" data-object-id=\"00000157-86b6-d68a-a9d7-d6ffa23d0000\" data-type=\"image\" src=\"http:\/\/snagfilms-a.akamaihd.net\/2e\/69\/ec62f99d4ac1838875564664bae3\/26860424610-00799afc7e-o.jpg\"\/><figcaption> <span>Soldiers assigned to 1st Battalion, 187th Infantry Regiment, 3rd Brigade Combat Team, 101st Airborne Division conduct live fire rehearsal at Peason Ridge Training Area at the Joint Readiness Training Center, Fort Polk., La.<\/span><\/figcaption><figcaption> <span>Photo Credit: Army<\/span><\/figcaption><br\/> But one training cycle is not enough, Abrams said.<br\/><br\/> &#8220;It\u2019s going to take time, because we need to get these units through multiple cycles of these training evolutions,&#8221; he said.&#8221; You can\u2019t just do it once and declare proficiency.&#8221;<br\/><br\/> Abrams estimates it\u2019ll be 2020 or 2022 before every type of unit in the Army has had the opportunity to get at least &#8220;two full turns of the training evolution and doing them well before we\u2019re ready to declare we\u2019ve regained our core warfighting skills proficiency.&#8221;<br\/><br\/> The work FORSCOM is doing ties in with Army Chief of Staff Gen. Mark Milley\u2019s top priority of readiness, Abrams said.<br\/><br\/> &#8220;Forces Command has been leading the charge to get our readiness to the next level,&#8221; he said.<br\/><br\/> The challenge lies in rebuilding key, core skills that have atrophied over 15 years of largely fighting two counterinsurgency wars.<br\/><br\/> But that also doesn\u2019t mean reverting back to Cold War-era training.<br\/><br\/> &#8220;When people think of the decisive action training environment and combined arms maneuver, people automatically want to go back to the \u201890s,&#8221; Abrams said. &#8220;The environment we\u2019re training in today is not that. We have a very robust training environment that reflects the capabilities of the near-peer competitors in the world.&#8221;<br\/><br\/> This includes training to take on a complex battlefield with conventional and unconventional forces, guerrilla fighters, displaced civilians, electronic warfare, cyber attacks and more, he said.<br\/><br\/> &#8220;A lot of people are doing this [type of training] for the very first time,&#8221; Abrams said. &#8220;We\u2019re headed in the right direction, but it\u2019s going to take time. It\u2019s also going to take predictable funding. That is essential.&#8221;<br\/><br\/> <b>In the Guard and Reserve <\/b><br\/><br\/> The effort to build readiness also extends to the reserve component.<br\/><br\/> The Army has made great strides in improving the relationship between the active component and the Army National Guard and Army Reserve, Abrams said.<br\/><br\/> &#8220;We have come a long way because, as Gen. Milley said, to meet our defense strategic guidance requirement as an Army, it will require all 980,000 soldiers over time,&#8221; he said. &#8220;The Guard is critical. They\u2019re vital.&#8221;<br\/><br\/> This means the Guard also must be trained to a higher level of readiness so, if called to respond, units don\u2019t spend as much time at a post-mobilization station.<br\/><br\/> &#8220;It can\u2019t take 100 days once we give them the call to mobilize,&#8221; Abrams said. &#8220;We\u2019ve got to do it in much less time.&#8221;<br\/><br\/><br\/><img decoding=\"async\" data-alignment=\"center\" data-object-id=\"00000157-86b8-dfd7-a377-9efcca720000\" data-type=\"image\" src=\"http:\/\/snagfilms-a.akamaihd.net\/71\/8a\/45ab0f004a8582aebadbfb9fc948\/forscom-2.jpg\"\/><figcaption> <span>The Army&#8217;s brigade combat teams are renewing their focus on their core warfighting skills as they prepare to face an evolving, complex battlefield. A key part of their training involves Decisive Action rotations at the Army&#8217;s combat training centers.<\/span><\/figcaption><figcaption> <span>Photo Credit: U.S. Army<\/span><\/figcaption><br\/> The Associated Units pilot program, rolled out this past spring, pairs active-duty units with those in the Guard and Reserve.<br\/><br\/> The pilot pairs units from the different components so that they can train together and build partnerships along the way.<br\/><br\/> For example, the 3rd Infantry Division is associated with the 48th Brigade Combat Team from the Georgia Guard. At the same time, the 3rd Infantry Division\u2019s battalion task force at Fort Benning, Task Force 1st Battalion, 28th Infantry Regiment, is associated with the 48th BCT.<br\/><br\/> On Sept. 16, soldiers from the 48th BCT donned the patch of the 3rd Infantry Division during a patch-over ceremony.<br\/><br\/> &#8220;It is bittersweet,&#8221; said Col. Reginald Neal, commander of the 48th BCT, according to a news article on the ceremony by the Georgia Guard. &#8220;I\u2019ve worn a lightning bolt patch for over 20 years, but putting on the 3rd ID patch means we are part of the team. There is no distinction between a 48th soldier and a 3rd ID soldier. It is a very significant day for the National Guard.&#8221;<br\/><br\/> Soldiers in the two units will now train and work together with the intent of possibly deploying together in the future if needed.<br\/><br\/> Another pairing is between 3rd BCT, 10th Mountain Division, at Fort Polk, Louisiana, with the Texas Guard\u2019s 36th Infantry Division.<br\/><br\/> Next summer, the Army will start assigning active Army officers and noncommissioned officers into their associated Guard units, and vice versa, he said.<br\/><br\/> &#8220;We\u2019ll have a National Guard captain, we\u2019ll bring him on active duty for a couple of years, and he\u2019s going to command a regular Army rifle company,&#8221; Abrams said. &#8220;We\u2019re going to send a regular Army captain to Georgia to command a Guard rifle company. This is all about increasing readiness.&#8221;<br\/><br\/> Plans call for the current pilot to run for 18 to 24 months, Abrams said. The intent is to expand the pilot eventually, he said.<br\/><br\/><br\/><img decoding=\"async\" data-alignment=\"center\" data-object-id=\"00000157-86bb-d991-abff-a7bb5c390000\" data-type=\"image\" src=\"http:\/\/snagfilms-a.akamaihd.net\/07\/7f\/f89fa12849a1881ea1c49f523a95\/forscom-1.jpg\"\/><figcaption> <span>Maj. We\u2019ve got work to do, but we\u2019re heading in the right direction.&#8221;<br\/><br\/> Also in the works is the Guard\u2019s enhanced readiness posture, designed to increase training for the Guard\u2019s armored and Stryker brigade combat teams.<br\/><br\/> &#8220;This is about increasing their readiness and driving down their post-mobilization time,&#8221; Abrams said. &#8220;We\u2019re very excited about that, and we look forward to implementing that in [fiscal year] 2018.&#8221;<br\/><br\/> Overall, Abrams said, the Army is headed in the right direction.<br\/><br\/> &#8220;We have the right leaders, we\u2019ve got the right strategy, and we\u2019re going to continue to work on and improve upon the gains that we\u2019ve made this year,&#8221; he said. &#8220;And all the while, we\u2019re sustaining operations across the world, with forward rotational presence and what we\u2019re doing in Iraq and Afghanistan still. This is a tremendous credit to those in uniform and their families.
