{"id":88381,"date":"2024-08-02T20:36:19","date_gmt":"2024-08-02T20:36:19","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2024\/08\/02\/armys-long-range-tiltrotor-aircraft-moves-to-next-development-phase\/"},"modified":"2026-08-08T01:11:13","modified_gmt":"2026-08-08T01:11:13","slug":"armys-long-range-tiltrotor-aircraft-moves-to-next-development-phase","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2024\/08\/02\/armys-long-range-tiltrotor-aircraft-moves-to-next-development-phase\/","title":{"rendered":"Army\u2019s long-range tiltrotor aircraft moves to next development phase"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The U.S. Army\u2019s <a href=\"https:\/\/www.defensenews.com\/industry\/2022\/12\/05\/us-army-makes-largest-helicopter-award-in-40-years\/\" target=\"_blank\">future long-range aircraft<\/a> is moving out of technology development and into the critical engineering and manufacturing development phase, the service announced Friday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Future Long-Range Assault Aircraft program, or FLRAA, is estimated to be worth approximately $70 billion across its lifespan, including foreign military sales, and is set to replace roughly 2,000 Black Hawk utility helicopters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FLRAA will not serve as a one-for-one replacement for existing aircraft, but it is expected around 2030 to take over the roles of the Black Hawk, long the workhorse of the Army for getting troops to and around the battlefield.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/12\/18\/v-280-valor-flies\/\" target=\"_blank\">Textron Bell-designed FLRAA<\/a> went through a successful preliminary design review in April and an Army Systems Acquisition Review Council in June.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter reviewing FLRAA affordability, technological viability, threat projections and security, engineering, manufacturing, sustainment and cost risks, the [Army Systems Acquisition Review Council] confirmed that all sources of program risk have been adequately addressed for this phase of the program,\u201d the Army statement reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service will now be able to issue a contract option to Bell as it enters the engineering and manufacturing development phase, which, combined with the low-rate production phases, could be worth roughly $7 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Textron Bell won the Army\u2019s bid to build the FLRAA in late 2022 following a competition in which it and a Sikorsky-Boeing team flew technology demonstrators for several years to evaluate aircraft capabilities and drive out risk to a future program of record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FLRAA program\u2019s <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2024\/04\/25\/us-army-to-field-long-range-combat-aircraft-to-first-unit-in-fy31\/\" target=\"_blank\">initial unit has already been delayed by one year<\/a> due to protests by Sikorsky\u2019s parent company, Lockheed Martin, over<a href=\"https:\/\/www.defensenews.com\/industry\/2022\/12\/28\/lockheed-challenges-us-armys-helicopter-award\/\" target=\"_blank\"> the service\u2019s choice of Textron Bell\u2019s advanced tiltrotor design. <\/a>Sikorsky and Boeing\u2019s design featured coaxial rotor blades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.defensenews.com\/land\/2023\/04\/06\/lockheed-unit-loses-protest-of-army-tiltrotor-award-to-textrons-bell\/\" target=\"_blank\">Government Accountability Office rejected Lockheed\u2019s protest<\/a> in April 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army will now equip the first unit with the capability in fiscal 2031. A limited user test is expected sometime in FY27 to FY28.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reaching the engineering and manufacturing development phase is \u201can important step for FLRAA and demonstrates the Army\u2019s commitment to our highest aviation modernization priority,\u201d Doug Bush, the Army acquisition executive, said in the statement. \u201cFLRAA will provide assault and MEDEVAC capabilities for the future Army, adding significantly increased speed, range, and endurance.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s current fleet of helicopters will be incapable of meeting future distance requirements in places like the Indo-Pacific theater. The service wants the FLRAA to be capable of traveling roughly 2,440 nautical miles \u2014 or 2,810 miles \u2014 without refueling, but also be agile enough to maneuver troops into dangerous hot spots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFuture battlefields require expanded [maneuvers], the ability to sustain and provide command and control across vast distances, and of course, evacuate our wounded,\u201d Maj. Gen. Mac McCurry, the Army Aviation Center of Excellence commander, said in the statement. \u201cAll of these apply to both conventional and Special Operations Forces. With roughly twice the range and twice the speed, FLRAA brings unmatched combat capability to the Joint Force.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The contract award in 2022 includes nine options \u2014 entering the engineering and manufacturing development phase means the Army will exercise the first option, under which Bell will deliver detailed aircraft design and build six prototypes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first aircraft in this phase is expected to fly in 2026, with low-rate initial production slated to begin in 2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army will continue to review and refine the schedule as necessary based on the contract award and the latest program activities,\u201d the statement notes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FLRAA program has set the standard for digital engineering from the beginning and has allowed for more rapid technology development and design.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUsing digital engineering as a key part of our \u2018go slow to go fast\u2019 approach has helped to accelerate the program by investing in requirements development up front,\u201d said Col.
