{"id":10232,"date":"2018-12-04T20:58:47","date_gmt":"2018-12-04T20:58:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2018\/12\/04\/london-turns-to-america-after-eu-excludes-britain-from-galileo-satellite-program\/"},"modified":"2026-08-07T21:31:00","modified_gmt":"2026-08-07T21:31:00","slug":"london-turns-to-america-after-eu-excludes-britain-from-galileo-satellite-program","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/c2-comms\/satellites\/2018\/12\/04\/london-turns-to-america-after-eu-excludes-britain-from-galileo-satellite-program\/","title":{"rendered":"London turns to America after EU excludes Britain from Galileo satellite program"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">LONDON and SIMI VALLEY, Calif. \u2014 The United Kingdom is open to working with U.S. industry to build a new global navigation satellite system, following London being frozen out of the Galileo spacecraft program by the European Union, the <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/reagan-defense-forum\/2018\/12\/03\/long-awaited-uk-defense-report-coming-before-christmas\/\" target=\"_blank\">British defense secretary<\/a> said this weekend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are very much open to&#8221; working with the U.S. on a new system, Gavin Williamson told reporters at the Dec. 2 <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/reagan-defense-forum\/\" target=_blank>Reagan National Defense Forum<\/a> in California. \u201cWe will be very happy to work with allies, like-minded friends in terms of development, and it will be something that I think will bring quite considerable benefits.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you look at this, it isn\u2019t something that necessarily will compete with the Global Positioning System,&#8221; Williamson added. &#8220;And, actually, no single country should wish to be completely reliant on one system, and the EU, through Galileo, never let the U.S. effectively be able to have the access to the system that it would need.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The remarks by Williamson came 48 hours after Britain hardened its negotiating position in the row with the European Union over being excluded from Galileo\u2019s military and security data post Brexit, with Prime Minister Theresa May announcing in a statement the country would be pulling out of the project.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/space\/2018\/05\/08\/uk-and-eu-spar-over-access-to-satellite-program\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/MOZGTQIZZRGRTD6WY2MGKWPR5E.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">UK and EU spar over access to satellite program<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Britain&#039;s defense secretary is threatening the EU over access to military data needed to accurately target missiles.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">It is in Britain\u2019s national interest to develop it\u2019s own alternative system, May said, stating: \u201cGiven the [European] Commission\u2019s decision to bar the UK from being fully involved in developing all aspects of Galileo it is only right that we find alternatives.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u00a39 billion (U.S. $11 billion) Galileo system will comprise 30 satellites, made up of 24 operating systems with six orbiting spares. The U.K. has invested approximately \u00a31.2 billion in the Galileo program to date, and British industry has provided key technologies, including much of the encrypted computed-based Public Regulated Service system, which is at the heart of payload elements providing data to military and security users for missile targeting and other requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGalileo has been built on our money, our technology, our research. So the idea that I\u2019m going to continue, or the British government is going to continue, to pump money into a project where we do not have military access or commercial access, frankly, is both naive and optimistic on behalf of the European Union,\u201d Williamson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe United Kingdom \u2014 we have the technology, the ideas, the people. And frankly we will do our own with other allies, and I believe it will be more successful and it will be more formidable than anything that Europe can produce.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/space\/2018\/08\/29\/uk-eyes-alternative-to-galileo-satellite-system-as-brexit-row-widens\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1005077282.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">UK eyes alternative to Galileo satellite system as Brexit row widens<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Brexit squabble has snared Britain\u2019s fast-growing space industry, which has been excluded by the EU from bidding for further Galileo-related contracts.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In August the British government set aside \u00a392 million to look at options to replace Galileo with a newer, more capable system, and Britain says it\u2019s confident it has the technical know-how to build a new satellite navigation network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Airbus CEO Tom Enders weighed into the row on Dec. 3, tweeting that the U.K.\u2019s departure from Galileo would be a \u201cserious blow to the EU\u2019s common security and defence ambitions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDon\u2019t those talking about a European army know that the UK is one of only two serious military powers in Europe?\u201d he said on Twitter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week it emerged Airbus had relocated 80 jobs from Britain to the continent to enable work on the project to be completed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As to partnering in the U.S., Williamson said the focus will be more working with industry stateside than coordinating directly with the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt will very much be working with U.S. defense companies, but also much more broadly in terms of allies. But it\u2019s a dialogue that needs to develop,&#8221; the defense secretary said. \u201cIf that is something that the Department of Defense looks at with interest in the future, it would be good to have that discussion [and get the] ducks in a row in order to be able to take forward a proper proposition.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Australia is another country that has been
