This is spearheaded by $7 billion in investments in four areas that leaders are calling the \u201cadvanced capability enablers.&#8221; These include hypersonics, artificial intelligence, 5G\/microelectroncs, and autonomous platforms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo put this in perspective, last year\u2019s budget was the largest RDT&amp;E request in 70 years, and this year\u2019s research request is even larger,\u201d said David Norquist, the deputy secretary of defense. \u201cWe have been investing in these emerging technologies and many are now being prototyped and tested, and as they are ready we are poised to move them into production. In short, this budget invests in bringing the capabilities of tomorrow to life.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/space\/2019\/12\/10\/this-is-who-congress-wants-in-charge-of-new-hypersonic-tracking-sensors\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/northrop-grumman-counter-hypersonics-defeating-invincible-v1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">This is who Congress wants in charge of new hypersonic-tracking sensors<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The issue of who to place in charge of the Hypersonic and Ballistic Tracking Space Sensor had been a sticking point between the House and the Senate.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While the Pentagon is emphasizing these investments, it is difficult to compare the budget requests to prior years since these four areas cover multiple programs and it\u2019s not immediately clear which programs are included in this funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first advanced capability enabler is microelectronics\/5G development, where the Pentagon wants to invest $1.5 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On 5G, the Pentagon claims its investments will hasten &#8220;adoption of \u2018ubiquitous connectivity,\u2019 sharing more data at greater network bandwidth.\u201d Pentagon officials see a variety of applications for 5G technologies, specifically highlighting its use for virtual\/augmented reality, smart warehouses and dynamic spectrum sharing. In October, the Pentagon announced it plans to begin <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/5g\/2019\/12\/03\/the-pentagon-wants-to-conduct-these-on-base-5g-experiments\/\" target=_blank>testing these applications at four U.S. military bases <\/a>this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that $1.5 billion isn\u2019t just for 5G development, it\u2019s also meant to address the Pentagon\u2019s concern over the trusted microelectronics supply chain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DOD leadership is concerned that <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2018\/06\/28\/a-senate-panel-wants-to-spend-an-extra-400-million-on-microelectronics\/\" target=\"_blank\">foreign-built microelectronics in American technologies<\/a> could be used to install malware or bugs in those products at the direction of foreign adversaries. Some have even warned of a doomsday scenario, where a hostile government could access a kill switch in those microelectronics during a conflict to kill any opposing weapons systems or make them entirely unreliable. To counter this potential threat, the DoD has invested in efforts to <a href=\"https:\/\/www.c4isrnet.com\/show-reporter\/ausa\/2019\/10\/15\/why-mercury-is-investing-15m-in-microelectronics-production\/\" target=\"_blank\">build out domestic supply chains for trusted microelectronics<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department is also requesting $841 million for the development of artificial intelligence, which Deputy Under Secretary of Defense Elaine McCusker said represents an 8 percent increase over the previous year. The Pentagon\u2019s AI investment will largely be focused around its two main pathfinders: the Joint Artificial Intelligence Center and Project Maven, a controversial program that uses AI to identify objects in drone video.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/artificial-intelligence\/2020\/01\/31\/pentagons-top-artificial-intelligence-official-to-retire\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/CommandConvo_Shanahan_2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon\u2019s top artificial intelligence official to retire<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Pentagon plans to announce Jan. 31 that Lt. Gen. Jack Shanahan, the Department of Defense\u2019s top artificial intelligence official, will retire from the Air Force this summer, C4ISRNET has learned.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the Pentagon\u2019s $1.7 billion investment in autonomy is intended to enhance the \u201cspeed of maneuver and lethality in contested environments.\u201d Development of human\/machine teaming capabilities will be a priority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The final focus is hypersonics, with the Pentagon requesting $3.2 billion for various hypersonics programs. The DoD claims that funding will be used to accelerate development of the Army\u2019s Long Range Hypersonic Weapon, and increases funding for the Navy\u2019s Conventional Prompt Strike and the Air Force\u2019s Advanced Rapid Response Weapon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have increased our investment in hypersonics by over 23 percent to $3.2 billion to support promising long range conventional and advanced rapid response strike in each military department,\u201d said McCusker.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vice Adm. Ron Boxall added that the budget request also includes funding to build <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2019\/08\/06\/the-small-sat-solution-to-hypersonic-weapons-explained\/\" target=_blank>a prototype Hypersonic and Ballistic Tracking Space Sensor<\/a>, a constellation of satellites in low earth orbit that will be able to detect and track the hypersonic weapons being developed in China and Russia that pose a number of problems to the current missile defense architecture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile any investment in innovation runs the risk of an uncertain outcome, these select efforts are necessary to increase our competitive advantage against near peer adversaries,\u201d Lord
