Mac Thornberry, R-Texas, to protect the Defense Department\u2019s Test Resource Management Center, which oversees weapons testing and evaluation. Thornberry is spearheading <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/04\/17\/major-bill-aims-to-slash-pentagon-bureaucracy\/\" title=\"\" class=\"\" target=\"_blank\">plans<\/a> to enact deep cuts to Pentagon support agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">California Republican Rep. Steve Knight prevailed in a mostly party-line 33-28 vote to protect the agency, where two Democrats and eight Democrats crossed sides.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The panel, where Republicans hold a 34-28 majority, voted on party lines to reject an amendment blocking the draft bill\u2019s plan to <a href=\"https:\/\/www.c4isrnet.com\/disa\/2018\/04\/18\/under-proposed-dod-cuts-disas-future-gets-murky-fast\/\" title=\"\" class=\"\" style=\"\" target=\"_blank\">dismantle the Defense Information Systems Agency<\/a>, or DISA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democratic Rep. (Doug Berenson\/Avascent)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Brown also offered an amendment to protect Washington Headquarters Services, but Thornberry and the Republican majority defeated that, too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overall, Thornberry was two for three on defeating <a href=\"https:\/\/www.c4isrnet.com\/congress\/2018\/04\/18\/key-democrat-fighting-plan-to-slash-pentagon-agencies\/\" title=\"\" class=\"\" target=\"_blank\">attempts to roll back<\/a> portions of his bureaucracy-targeting plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even before the hearing, Thornberry eased controversial plans that initially called for a more far-reaching, 25 percent cut to more Pentagon support agencies, targeted for their ancillary relationship to core war-fighting functions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rather than shuttering agencies and otherwise prescribing cuts as initially suggested, the bill gives more deference to the Pentagon. It would charge the newly created Defense Department chief management officer to find efficiencies and reduce by 25 percent the budget of certain departmentwide activities, including logistics, human resources, services contracting and real-property management, by 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Armed Services Committee overwhelmingly approved plans for a sprawling $716 billion <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/05\/10\/house-panel-adopts-716-billion-defense-authorization-plan\/\" title=\"\" class=\"\" style=\"\" target=\"_blank\">National Defense Authorization Act<\/a> for fiscal 2019.
