{"id":12196,"date":"2020-01-10T19:38:39","date_gmt":"2020-01-10T19:38:39","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2020\/01\/10\/the-leader-in-federal-work-environment-improvement\/"},"modified":"2026-08-08T04:32:06","modified_gmt":"2026-08-08T04:32:06","slug":"the-leader-in-federal-work-environment-improvement","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/intel-geoint\/2020\/01\/10\/the-leader-in-federal-work-environment-improvement\/","title":{"rendered":"The leader in federal work environment improvement"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The U.S. intelligence community won an award Jan. 10 for showing the biggest improvement in employee engagement among \u201clarge agencies\u201d in 2019, despite a tumultuous year in the IC\u2019s relationship with the White House.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The award from the Partnership for Public Service was given based on the IC\u2019s Federal Employee Viewpoint Survey score, which evaluated how agency employees feel about their work environment. A large agency was characterized as one with more than 15,000 employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IC, which includes 17 different organizations, improved its spot from fifth overall last year to third, helped by a 3.6 point bump in its FEVS score and decreases in the scores of the Departments of Commerce and Transportation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am extremely proud of, and impressed by, the intelligence professionals I get to lead. This award speaks to their dedication, determination and commitment to serving their country,\u201d Acting Director of National Intelligence Joseph Maguire said in a statement. \u201cThe intelligence community works to stay out of the news. Today we are happy to make an exception to highlight our unmatched mission and world-class workforce.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ODNI finished third behind NASA, which won for the eighth year in a row, and the Department of Health and Human Services. The IC finished second in 12 of 14 judged categories, four more than last year, according to the statement.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2019\/12\/17\/feds-maintain-resilient-engagement-despite-the-shutdown\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Cover-Story.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Feds maintain \u2018resilient\u2019 engagement despite the shutdown<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Federal employees remain committed to their mission, but dramatic upheavals at some agencies have caused drastic downturns in employee outlook.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Accepting the plaque for the intelligence community was Andrew Hallman, the IC\u2019s principal executive. Hallman <a href=\"https:\/\/www.c4isrnet.com\/intel-geoint\/2019\/11\/01\/the-intelligence-community-has-a-new-executive\/\" target=_blank>joined the ODNI\u2019s office in October <\/a>after decades in the CIA. Hallman said there are three main attributes of the ODNI that lead its employees to be satisfied: its people, mission and leaders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got a world-class workforce with unmatched expertise and dedication,\u201d Hallman said. \u201cOur leaders serve that workforce by creating a positive, inclusive and flexible workplace \u2014 a place where a diverse workforce can apply its skills to our mission. But our mission is really what makes us stand out.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s been a contentious year for the ODNI\u2019s office given the controversy surrounding a whistleblower complaint that ultimately led to President Donald Trump\u2019s impeachment by the House of Representatives. After the complaint was reported to exist, there was concern that the White House or Department of Justice <a href=\"https:\/\/www.washingtonpost.com\/national-security\/trumps-acting-intelligence-chief-told-to-turn-over-whistleblower-complaint-or-face-public-questioning-by-congress\/2019\/09\/16\/2c691f26-d893-11e9-bfb1-849887369476_story.html\" target=\"_blank\">was trying to block Maguire<\/a> from testifying to Congress about the complaint.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though Hallman wasn\u2019t referring specifically to any events of the past year specifically, he did joke that \u201cwe operate in the harshest of environments, including here in Washington, D.C.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also joked that it was tough for the IC to compete with NASA when \u201cthe intelligence community covers the world, but NASA spans the universe.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are
