{"id":12207,"date":"2019-11-01T20:06:30","date_gmt":"2019-11-01T20:06:30","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2019\/11\/01\/census-is-falling-behind-in-two-key-areas-of-prep-for-its-massive-2020-headcount\/"},"modified":"2026-08-08T04:36:34","modified_gmt":"2026-08-08T04:36:34","slug":"census-is-falling-behind-in-two-key-areas-of-prep-for-its-massive-2020-headcount","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/home\/2019\/11\/01\/census-is-falling-behind-in-two-key-areas-of-prep-for-its-massive-2020-headcount\/","title":{"rendered":"Census is falling behind in two key areas of prep for its massive 2020 headcount"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">With the 2020 headcount of all U.S. residents only five months away, a government watchdog agency pointed to both technology and workforce issues that could impact whether or not the U.S. Census Bureau will be ready.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government Accountability <a href=\"https:\/\/www.gao.gov\/products\/GAO-20-111R\" target=_blank>released a report Oct. 31<\/a> assessing the bureau\u2019s preparation for the 2020 Census, calling progress \u201cgenerally on track to meet key deadlines.\u201d However, two key requirements for success are behind schedule, which could grow into a significant problem if not addressed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>IT progress a mixed bag<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Census Bureau \u2014 charged with administering the decennial count \u2014 has 15 systems potentially following behind development and testing milestones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The systems, which play various roles in six of 16 operational deliveries designated for census completion, add \u201cuncertainty to a highly compressed time frame for completing system development and testing work over the next 7 months,&#8221; the GAO wrote.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/2019\/07\/17\/will-the-most-innovative-census-yet-create-more-risks\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"203\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19015638094153.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will the most innovative census yet create more risks?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Census Bureau plans to implement never-before-used technologies and processes for counting U.S. residents, which comes with both risks and advantages.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The systems considered at risk perform various functions, including customer support during \u201cself-response,\u201d or responding to the census online. Other functions include data collection, business and support automation, customer support and field operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GAO also found that the Census Bureau had progressed on <a href=\"https:\/\/www.fifthdomain.com\/civilian\/2019\/04\/15\/census-bureau-counts-on-new-cybersecurity-concerns\/\" target=_blank>IT security assessments<\/a>, with 48 of its 52 total systems authorized to operate through the count. Three systems either need to be reauthorized or do not currently have ATOs. One system doesn\u2019t need an ATO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGoing forward, it will be important that the bureau effectively manages these system risks to better ensure that it meets near-term milestones for system development and testing, and is ready for the major operations of the 2020 Census,\u201d the GAO wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Workforce shortfalls<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Census Bureau has also struggled to hire and keep the number of temporary employees it needs, despite <a href=\"https:\/\/www.federaltimes.com\/management\/2019\/07\/19\/why-the-2020-census-will-have-fewer-personnel-and-offices\/\" target=_blank>plans for fewer of such personnel<\/a> in the 2020 count.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe bureau is experiencing delays in hiring for early operations, citing delays in processing background clearances and greater than expected attrition,\u201d GAO wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bureau anticipated that 60 percent of those applicants that accepted a job offer would complete the fingerprinting, background investigation and training process. In reality that number was only 32 percent.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/hr\/2019\/08\/20\/part-time-census-workers-hired-online-for-the-first-time\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Census-photo-Cropped.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Part-time census workers hired online for the first time<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Census Bureau has moved to integrate technology into many components of the 2020 census.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">For example, the agency expected to have 40,300 listers \u2013 those employees that canvass houses to confirm addresses \u2013 by September 2019, but only managed to onboard 31,151 by that time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThough address canvassing productivity was higher than expected, based on our observations, in some parts of the country the operation was at risk of falling behind because of a shortage of listers. The Bureau told us it had to fill the gap with listers who lived well outside of the area they were supposed to work\u2014in some cases from a different state,\u201d GAO wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Background investigation wait times have <a href=\"https:\/\/www.federaltimes.com\/management\/2019\/02\/04\/nbib-cuts-down-clearance-backlog-as-dod-transfer-nears\/\" target=_blank>dogged many agency hiring efforts<\/a>, as potential employees may choose to back out of a job that they are unable to start right away because of the time it takes to process a clearance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Census Bureau\u2019s case, the background investigation problem is due to another staffing shortage as the agency reported that it did not have enough personnel early on to review clearances, particularly those applications that had been incorrectly filled out.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/10\/28\/trolls-could-turn-to-cyber-to-disrupt-the-2020-census\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"187\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19046034543464.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trolls could turn to cyber to disrupt the 2020 census<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Already, false and inaccurate social media posts about the census have begun to appear online, where they have been viewed thousands of times. Foremost on everyone&#039;s mind are the misinformation wars waged during the last presidential election to confuse U.S. voters.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The agency then began to bring on 130 temporary staff in February 2019 to expedite the application review process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Bureau plans to address these challenges by adapting its hiring and onboarding process for peak operations in May 2020, including recruiting more applicants, expanding the number of locations for selected applicants to get fingerprinted and providing additional training for replacement hires,\u201d GAO wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the challenges, an overall checkmark for progress by GAO is good news for the bureau, after being placed on the GAO\u2019s high risk list in 2017 for \u201csignificant concerns\u201d about its development and acquisition
