{"id":12753,"date":"2015-03-13T20:33:24","date_gmt":"2015-03-13T20:33:24","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2015\/03\/13\/disa-cancels-1-6b-vmware-contract\/"},"modified":"2026-08-08T17:56:28","modified_gmt":"2026-08-08T17:56:28","slug":"disa-cancels-1-6b-vmware-contract","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2015\/03\/13\/disa-cancels-1-6b-vmware-contract\/","title":{"rendered":"DISA cancels $1.6B VMWare contract"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Amid protests from the defense IT contracting community, the Defense Information Systems Agency on March 12 <a href=\"https:\/\/www.fbo.gov\/index?s=opportunity&amp;mode=form&amp;tab=core&amp;id=61bcde048239e7f871a310eacc3763a7&amp;_cview=0\" title=\"https:\/\/www.fbo.gov\/index?s=opportunity&amp;mode=form&amp;tab=core&amp;id=61bcde048239e7f871a310eacc3763a7&amp;_cview=0\">canceled<\/a> a $1.6 billion <a href=\"https:\/\/www.fbo.gov\/index?s=opportunity&amp;mode=form&amp;id=9509f47e1b8f4ffdf4bf09f8b38fcad9&amp;tab=core&amp;tabmode=list&amp;\" title=\"https:\/\/www.fbo.gov\/index?s=opportunity&amp;mode=form&amp;id=9509f47e1b8f4ffdf4bf09f8b38fcad9&amp;tab=core&amp;tabmode=list&amp;\">request for proposals<\/a> between the agency and virtualization giant VMWare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cancelation occurred the same day that the Government Accountability Office <a href=\"http:\/\/www.gao.gov\/legal\/bids\/docket.html?openclosed=All&amp;agency=All&amp;snumber=HC1028-15-R-0005&amp;protestor=&amp;filenum=&amp;o=0&amp;rows=10&amp;searched=1&amp;now_sort=docdate+desc%2Cissue_date_dt+desc&amp;Submit=Search\" title=\"http:\/\/www.gao.gov\/legal\/bids\/docket.html?openclosed=All&amp;agency=All&amp;snumber=HC1028-15-R-0005&amp;protestor=&amp;filenum=&amp;o=0&amp;rows=10&amp;searched=1&amp;now_sort=docdate+desc%2Cissue_date_dt+desc&amp;Submit=Search\">dismissed<\/a> four formal protests to the RFP. DISA had earlier <a href=\"http:\/\/www.c4isrnet.com\/story\/military-tech\/disa\/2015\/02\/23\/disa-suspends-vmware-rfp-amid-protests\/23895373\/\" title=\"http:\/\/www.c4isrnet.com\/story\/military-tech\/disa\/2015\/02\/23\/disa-suspends-vmware-rfp-amid-protests\/23895373\/\">suspended the solicitation deadline indefinitely<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed joint enterprise licensing agreement (JELA) called for software and maintenance services from VMWare. The brand-name procurement aimed to consolidate under a single agreement Defense Department-wide support for more than 2 million VMWare licenses and &#8220;reduce administration of over 9,270 separate VMWare procurement transactions which have occurred in the past five years,&#8221; according to DISA&#8217;s documents justifying the sole-source agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>Register Now! <\/b>DISA Director Ronnie Hawkins will join DOD CIO Terry Halvorsen and other top defense leaders at the C4ISR &amp; Networks Conference, April 7 in Crystal City, Virginia. <a href=\"http:\/\/hub.c4isrnet.com\/home-0PR-5127JB.html\" title=\"http:\/\/hub.c4isrnet.com\/home-0PR-5127JB.html\">Click here for more information and to register.<\/a><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the Feb. 9 request from proposals drew fire from the contracting community. The JELA agreement goes beyond just the server-virtualization business VMWare dominates, calling for VMWare software for desktop-as-a-service, desktop virtualization, virtual storage and more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Potential competitors said the agreement would restrict competition and give VMWare an unfair advantage, and that the tight timelines between the solicitation&#8217;s release and proposal deadline discouraged questions from vendors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Four companies launched four GAO protests, including Amazon Web Services, Citrix Systems, Minburn Technology Group and Nutanix.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Large portions of the justification document were heavily redacted by DISA, including market research, determination of fair and reasonable cost, listing of interested sources, and actions the agency may take to remove or overcome barriers that led to the exception to full and open competition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;VMWare software is fully implemented and integrated into the DoD&#8217;s architecture and has been for more than 11 years. VMWare has become the architectural standard,&#8221; the documents state, redacting the percentage of DoD virtualized environments involved. &#8220;The continued brand-name software support is required in order to maintain uniformity, common troubleshooting and service techniques. Given the proprietary nature of software code, it would not be possible for another brand of software to provide software support for the current VMWare license inventory.&#8221;<\/p>\n\n\n\n<p
