Ruppersberger\u2019s 7 steps for better cyber oversight"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Increasing threats from cyberspace mean that Congress needs to rethink how it oversees the Department of Homeland Security\u2019s cybersecurity efforts, <a href=\"https:\/\/ruppersberger.house.gov\/sites\/ruppersberger.house.gov\/files\/documents\/REPORT%20-%20CADR%20FY19%20DHS%20Cyber%20Priorities%20-%20Final.pdf\" title=\"\" class=\"\" target=\"_blank\">according to a report<\/a> sent to the House Appropriations Homeland Security Subcommittee by Rep. Dutch Ruppersberger, D-Md., on April 30, 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe all agree the digital threat is one of the most dangerous and prolific of modern times, and I think it needs to be made a higher priority,\u201d Ruppersberger said in a news release on the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are spending billions of dollars a year on the Department of Homeland Security\u2019s cybersecurity mission and the threat is only getting worse. From finally having our first-ever, cyber-specific budget hearing to considering a wholesale reorganization of the government\u2019s cyber efforts, I hope these recommendations better position us to protect ourselves and American companies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report offers seven actions the committee should take to ensure a better cyber posture in the federal government:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Hold a cyber-specific FY19 budget hearing;<\/li><li>Focus on threats posed by leaked cyber capabilities;<br><\/li><li>Focus on DHS efforts to protect against threats to industrial control systems;<br><\/li><li>Evaluate the merits of shifting cyber research and development from the Science and Technology Directorate to the National Protection and Programs Directorate<br><\/li><li>Focus on DHS efforts to improve information sharing;<br><\/li><li>Explore alternative government organizational structures for cybersecurity; and<br><\/li><li>Evaluate DHS\u2019s implementation of National Infrastructure Advisory Council recommendations.<br><\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Ruppersberger wrote that the Committee on Appropriations and the Committee on Homeland Security should also evaluate whether the current structural model of the Executive Branch is even structured to carry out national cybersecurity. He cited former NSA Director and founding Commander of U.S. Cyber Command <a href=\"https:\/\/www.fifthdomain.com\/home\/2017\/01\/10\/architecting-the-nation-for-cyber-defense-commentary\/\" title=\"\" class=\"\" target=\"_blank\">Gen. Keith Alexander\u2019s January 2017 op-ed for Fifth Domain<\/a>, which called for a rethinking of how private and public sectors interact in cyberspace, as evidence of the committees\u2019 increased need for oversight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe men and women tasked with executing the Department of Homeland Security\u2019s many and critical missions are hard-working patriots.
