The British government announced<\/a> in late January it will allow the Chinese company Huawei to supply part of the United Kingdom\u2019s next-generation 5G data network \u2013 despite the government\u2019s own assessment that the company is a \u201chigh risk vendor.\u201d Unless the United Kingdom reverses this penny-wise, pound-foolish decision<\/a>, one of America\u2019s closest and most militarily capable democratic allies will deliver a victory to the Chinese Communist Party and damage transatlantic security.<\/p>\n\n\n\n

Britain\u2019s decision<\/a> allows high risk Huawei to supply up to 35 percent of non-core components of the U.K.\u2019s 5G network. By limiting Huawei to \u201cperiphery\u201d as opposed to \u201ccore\u201d elements of the 5G network, U.K. officials believe they can limit security risks. <\/p>\n\n\n\n

But that argument is suspect<\/a>. Some experts warn<\/a> that peripheral components are also \u201cvulnerable to hard-to-detect attacks that could exfiltrate, reroute, or duplicate sensitive data.\u201d Wherever Huawei\u2019s technology is embedded, the company may have the ability to disrupt<\/a> 5G functionality at a time of the CCP\u2019s choosing.<\/p>\n\n\n\n

Trump administration officials<\/a> and a bipartisan<\/a> chorus on Capitol Hill<\/a> have raised the alarm. Secretary of State Mike Pompeo cautioned<\/a> last year that allowing Huawei into 5G networks would provide the CCP with \u201caccess to steal private or proprietary information, or use \u2018kill switches\u2019 to disrupt critical future applications.\u201d<\/p>\n\n\n\n

Downing Street evidently finds such arguments from Washington unpersuasive. Notably, however, the United Kingdom is also brushing aside concerns from its own technical experts. An annual oversight report<\/a> on Britain\u2019s critical national infrastructure noted that the \u201csignificant technical issues,\u201d \u201cserious vulnerabilities,\u201d and \u201cengineering defects\u201d in Huawei\u2019s products can be exploited by attackers. <\/p>\n\n\n\n

In guidance<\/a> accompanying the new decision<\/a>, Britain\u2019s National Cyber Security Centre (NCSC) makes clear that Huawei continues to earn its high risk designation. And these concerns go well beyond Huawei\u2019s poor \u201ccybersecurity and engineering quality.\u201d The NCSC assesses, for example, that the CCP \u201cwill continue to carry out cyber attacks against the UK and our interests\u201d and could order Huawei to \u201cact in a way that is harmful to the UK.\u201d <\/p>\n\n\n\n

Huawei of course rejects<\/a> any notion that it is a tool of the party, but the National Cyber Security Centre is correct to worry. <\/p>\n\n\n\n

\u201cNo company can object \u2026 they have to follow the dictates of that government,\u201d explained<\/a> Robert Strayer, the State Department\u2019s cyber chief. Any assertion of an independent private Chinese company that could stand up to Beijing is absurd and clearly inconsistent with China\u2019s state capitalist model<\/a>. Indeed, Beijing\u2019s national strategy of \u201cmilitary-civil fusion\u201d<\/a> makes the idea of a Chinese private sector a dangerous fiction.<\/p>\n\n\n\n

But the most serious concern is how Beijing might use its Huawei beachhead in Britain to undermine<\/a> security and drive a wedge into the U.S.-U.K. special relationship. Defense Secretary Mark Esper warned<\/a> NATO allies in September that partnering with Chinese technology companies \u201conly jeopardizes military interoperability and intelligence sharing.\u201d<\/p>\n\n\n\n

On Wednesday, Pompeo labeled<\/a> Huawei \u201ca real risk\u201d and \u201can extension\u201d of the CCP. Pompeo\u2019s diplomatic damage control the next day does not diminish that fact. It is true that the United States and United Kingdom enjoy<\/a> a \u201cstrong\u201d and \u201cdeep\u201d partnership, but Beijing undoubtedly relishes the fact that some ardent American advocates for the \u201cspecial relationship\u201d are now wondering out loud whether the feeling is mutual.<\/p>\n\n\n\n

Given all of these risks, why would London knowingly welcome a high risk company into such a sensitive sector of its economy?<\/p>\n\n\n\n

London\u2019s decision appears designed to avoid additional costs and delays associated with Huawei alternatives. Because Huawei already provides 3G and 4G networks and because of the lack of interoperability<\/a> between different providers, it could be more expensive and time-consuming to exclude all Huawei equipment from 5G. <\/p>\n\n\n\n

London may also be concerned about retribution from Beijing and losing access to the enormous Chinese market. China has threatened<\/a> European countries<\/a> with economic<\/a> penalties if they exclude Huawei. And the desire to retain or gain access to the enormous market in China certainly serves as a powerful motivator.<\/p>\n\n\n\n

Recognizing a similar motivation nearly a decade ago, the British Parliament criticized<\/a> a comparable decision to allow Huawei to build critical national infrastructure, noting, \u201cThe Government\u2019s duty to protect the safety and security of its citizens should not be compromised by fears of financial consequences.\u201d <\/p>\n\n\n\n

Beijing uses Huawei\u2019s technologies to oppress and control<\/a> its own people. It is unwise and unsafe to invite the world\u2019s leading authoritarian power to deploy those same technologies in democracies.<\/p>\n\n\n\n

Suggesting Huawei represents a Chinese Trojan horse may be unfair to the Trojans. After all, the Trojans were unwitting victims of Greek subterfuge. In this case, however, the U.K. knows Beijing\u2019s \u201cgift\u201d is riddled with threats and dangers \u2013 and London appears poised to wheel the gift inside its gates anyway.<\/p>\n\n\n\n
