The Air Force is in the middle of implementing a host of technology-focused efforts that are moving the service forward in cybersecurity and joint information operations, according to CIO Lt.<\/span> Gen.<\/span> William Bender.<\/p>\n\n\n\n

March will mark one year since Air Force Chief of Staff Gen.<\/span> Mark Welsh signed a memo launching the branch’s Task Force Cyber Secure, a service-wide effort to synchronize Air Force operations, governance and understanding of the cyber domain. Since then, Bender said, cyber has become pervasive in how the Air Force carries out its missions and business.<\/p>\n\n\n\n

“It has been a tremendous success just by taking action and doing it. It was conspicuous, the absence and lack of discussion around cybersecurity,” Bender said Dec. 2 at the AFCEA Nova Air Force IT Day in Vienna, Virginia. “Now we have an ongoing dialogue at highest levels, with the secretary, the chief, all of the [functional components]. We’re putting money against this and we have really changed the game for Air Force going forward.”<\/p>\n\n\n\n\n\n

Bender declined to elaborate on specific efforts his office has carried out under the task force, but he did emphasize the Air Force’s expansive work on enterprise IT initiatives and an “all-in” mindset.<\/p>\n\n\n\n

“Everybody’s playing in this. We’re focused on enterprise-level problems \u2013 [budgets], change, culture, policy changes to address enterprise Air Force-level issues,” he said. “Today we’re putting a tremendous amount of effort through the leadership at Air Force Materiel Command, Air Force Space Command and others to address not just networks, [but] weapons systems security.”<\/p>\n\n\n\n

Just a day earlier, Air Force Space Command’s chief at an event in Washington highlighted the fact that his organization spends exactly zero dollars<\/a> of its $3 billion cyber budget on defending weapons systems. Gen. John Hyten said that $2.7 billion of that goes to network operations and the rest to offensive and defensive cyber capabilities.<\/p>\n\n\n\n

“It’s critically important to think about defending weapons systems in the domains we’re operating in,” Hyten said Dec. 1 at an event held by the Association of Old Crows. “Every mission in the military \u2013 ground, sea, air space \u2013 it’s all interlinked, all connected, and the power is when it works in the multi-domain environment to create the effects in the battlefield we need it in.”<\/p>\n\n\n\n

Bender acknowledged the critical gap, noting that it’s a top priority to protect weapons systems, but he said Air Force leaders have to think differently about how to do so under constrained resources.<\/p>\n\n\n\n

“We’re trying to address it, and that’s been topic of discussions and decisions in the works to be made,” Bender said when asked about Hyten’s comments.<\/p>\n\n\n\n

Bender said that previously, the Air Force Materiel Command’s lifecycle management center submitted a proposal for tackling weapons systems defense, but he indicated that the proposal was too expensive and required too much manpower.<\/p>\n\n\n\n

“We have to think differently to do this\u2026we’re trying to shift,” Bender said. “It’s standing up things like Task Force Cyber Secure and trying to identify\u2026how we deliver an enduring framework of Air Force understanding, a concept that cyber is fully fleshed out domain. [We’ll have] a have laundry list of prioritized investments.”<\/p>\n\n\n\n

Besides cyber, Bender also highlighted his office’s work in advancing the Air Force toward the Joint Information Environment, noting that his branch is the only one that has submitted Program Objective Memorandum requests for future funding specifically for JIE.<\/p>\n\n\n\n

“We’re in the middle of implementing the joint regional security stacks\u2026there’s a whole spate of efforts related to enterprise IT and I would submit that we as the Air have really advanced the ball and taken leadership in a lot of ways,” he said.<\/p>\n\n\n\n

He also pointed to a dozen pathfinder efforts aimed at protected access also are targeting JIE-focused progress. He said those programs include identity and access management, the JRSS lower stack where there’s work to be done at installation-level networking and communications, secure hosting, cloud, data centers and “everything as a service.”<\/p>\n\n\n\n

“There’s great potential in network as a service if we get to a point where that’s provided at the installation level,” Bender said. “Ultimately this is the way of our effort for success in the IT space and in JIE.”<\/p>\n\n\n\n
