John \u201cJay\u201d Raymond.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve finalized the planning of that,\u201d Raymond said during a Dec. 15 media call. \u201cI just took a briefing within the last couple days and kind of did the table slap on what Space Systems Command is going to look like, at least initially as it comes out of the shoot.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/space\/2020\/11\/09\/gotta-go-fast-how-americas-space-development-agency-is-shaking-up-acquisitions\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"180\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Lockheed-Martin-Transport-Layer-Tranch-0.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Gotta go fast: How America\u2019s Space Development Agency is shaking up acquisitions<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Space Development Agency was established to approach space differently than legacy organizations. How has it done so far?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cBut we\u2019ve got the design down, and I\u2019m really pleased with how it turned out,\u201d the general added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Space Systems Command is <a href=\"https:\/\/www.defensenews.com\/space\/2020\/06\/30\/heres-how-the-space-force-will-be-organized\/\" target=_blank>one of three commands being set up under the new Space Force<\/a>, the other two being Space Operations Command and Space Training and Readiness Command. <a href=\"https:\/\/www.defensenews.com\/battlefield-tech\/space\/2020\/10\/21\/space-force-establishes-the-first-of-three-field-commands\/\" target=_blank>Space Operations Command<\/a> is the first of the three to be established, officially created during a ceremony in October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whereas Space Operations Command will operate the nation\u2019s military satellites, Space Systems Command will be in charge of developing, acquiring and sustaining those systems. The Space Training and Readiness Command will educate the service\u2019s space professionals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raymond said the new Space Systems Command will build off of reforms implemented in SMC 2.0, a plan that refocused the Space and Missile Systems Center around a more enterprise approach to acquisitions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to SMC, Space Systems Command will oversee the Space Rapid Capabilities Office and the Space Development Agency, the latter of which operates outside the purview of the Space Force but will move to the service in 2022. With these and potentially other organizations purchasing space systems within the Space Force, Space Systems Command will foster \u201ccompetition between disruptors, prototypers and more traditional acquisitions organizations,\u201d said Raymond.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, the Space Force has begun implementing some acquisitions reforms before the new command is set up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve designed it in a way to really enable the delegation of responsibilities down to the experts that do the job. We\u2019ve already started doing that. We took something called the head of contracting authority, which was an authority held here at the Pentagon, and we\u2019ve delegated that down to the experts out at the Space and Missile Systems Center,\u201d explained Raymond.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to let the program managers manage their programs and not have to manage a bureaucracy,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That was one of <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2020\/05\/21\/space-force-lays-out-acquisitions-reforms-in-new-report\/\" target=_blank>several acquisition reforms the Space Force proposed to Congress<\/a> earlier this year, some of which the new service was able to pursue without legislative action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Space Force plans to submit its proposal for Space Systems Command to the secretary of the Air Force in the coming weeks. With only two weeks left in the calendar year, Raymond said he expects to establish the new command in early 2021.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The U.S. Space Force plans to
