{"id":13933,"date":"2022-06-02T18:15:26","date_gmt":"2022-06-02T18:15:26","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2022\/06\/02\/government-watchdog-finds-major-flaws-in-us-space-command-basing-process\/"},"modified":"2026-08-08T17:56:41","modified_gmt":"2026-08-08T17:56:41","slug":"government-watchdog-finds-major-flaws-in-us-space-command-basing-process","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2022\/06\/02\/government-watchdog-finds-major-flaws-in-us-space-command-basing-process\/","title":{"rendered":"Government watchdog finds major flaws in US Space Command basing process"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Air Force\u2019s process for selecting U.S. Space Command\u2019s headquarters had \u201csignificant shortfalls,\u201d according to a government watchdog.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government Accountability Office on Thursday <a href=\"https:\/\/www.gao.gov\/assets\/gao-22-106055.pdf\" target=\"_blank\">published its review<\/a> of the service\u2019s selection process, which has drawn criticism from Colorado lawmakers, whose state was a finalist to host the combatant command\u2019s headquarters. Colorado\u2019s Peterson Space Force Base, which is serving as a provisional SPACECOM headquarters, ultimately lost out to Redstone Arsenal in Huntsville, Alabama, the Army\u2019s hub for space and missile defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the new assessment, the public version of a sensitive report released in May, GAO measured the Air Force\u2019s selection process against 21 best practices for analyzing alternatives, grouping those practices into four categories. The agency ultimately found the service\u2019s methods did not follow best practice in three of the four areas, damaging the credibility of the selection process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile the January 2021 selection of Redstone Arsenal as the preferred location for U.S. Space Command headquarters was consistent with the Air Force\u2019s analysis, our assessment of the Air Force\u2019s revised selection process and attendant analysis against our [analysis of alternatives] best practices identified significant shortfalls in its transparency and credibility,\u201d GAO said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, GAO recommends the Air Force develop guidance for future basing decisions aligned with the agency\u2019s best practices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report is one of two required by Congress in response to concerns about how the Air Force chose SPACECOM\u2019s headquarters location. The <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2022\/05\/11\/no-foul-play-in-moving-space-command-to-alabama-pentagon-watchdog-says\/\" target=\"_blank\">DoD Inspector General\u2019s assessment<\/a>, released May 10, found that the service followed all relevant policies, but questioned the rules themselves and whether the selection process led to the right decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SPACECOM was established in August 2019 as the department\u2019s 11th combatant command and is charged with overseeing military space operations. The command is distinct from the Space Force but draws from the service\u2019s resources and personnel to conduct operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the Air Force manages most of the Pentagon\u2019s military space systems, the service was tasked in 2018 with selecting the headquarters location for SPACECOM. Late that year, the Air Force announced six candidate installations: four in Colorado, one in California and one in Alabama. In January 2019, the service validated those preferred locations and, in the spring, began site visits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, a year later, the Pentagon announced it would reopen nominations under a <a href=\"https:\/\/www.defensenews.com\/space\/2020\/03\/05\/the-pentagon-has-relaunched-its-space-command-location-search-heres-why\/\" target=\"_blank\">revised basing process<\/a> over transparency concerns. The new approach resulted in an updated list of preferred locations, with one site each in New Mexico, Texas, Nebraska, Florida, Colorado and Alabama.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to GAO, by January 2021, the service considered Redstone Arsenal and Peterson Space Force Base its top two candidates. After a high-level meeting at the White House with then-President Donald Trump, the service announced Redstone Arsenal as its selection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GAO found that while the Air Force\u2019s revised basing process was comprehensive, it was also biased, not credible and not sufficiently documented. The agency took issue with the service\u2019s lack of documented ground rules, assumptions and constraints and found it failed to conduct key sensitive analysis and independent reviews.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the report notes the service didn\u2019t apply consistent weighting criteria when it chose between the six finalists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAn unjustified weighting method can oversimplify the results and lead to an uninformed and biased decision,\u201d the report states. \u201cClear and complete documentation of the weighting the Air Force employed across all stages of analysis, combined with the rationale for weighting decisions, would help assure the customer and external stakeholders that the selection of a preferred location stemmed from an informed, unbiased process.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a joint statement released Thursday, four Colorado lawmakers said the findings from GAO and the DoD Inspector General confirm the flawed SPACECOM basing process, saying it \u201clacked integrity and neglected key national considerations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith the investigations now complete, the shortcomings of the Space Command basing process are fully available to the Biden administration,\u201d the lawmakers said in a statement. \u201cWe urge them to review the reports\u2019 findings and make a decision in consultation with the Joint Chiefs of Staff that prioritizes our national security and mission in space.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether the reports results in a change to the Air Force\u2019s decision is unclear. Air Force Secretary Frank Kendall said during a May 14 House Appropriations defense subcommittee hearing he would finalize the basing decision after reviewing the
