{"id":14278,"date":"2018-11-12T01:35:49","date_gmt":"2018-11-12T01:35:49","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2018\/11\/12\/what-happens-when-the-us-china-cyber-agreement-isnt-working\/"},"modified":"2026-08-08T17:51:47","modified_gmt":"2026-08-08T17:51:47","slug":"what-happens-when-the-us-china-cyber-agreement-isnt-working","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2018\/11\/12\/what-happens-when-the-us-china-cyber-agreement-isnt-working\/","title":{"rendered":"What happens when the US-China cyber agreement isn\u2019t working"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">After President Barack Obama and Chinese leader Xi Jinping agreed that their countries should not hack each other\u2019s private businesses in 2015, the deal appeared to work, for a short period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, U.S. officials are questioning the effectiveness of that armistice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s clear that they are well beyond the bounds today of the agreement that was forged between our two countries,\u201d senior advisor to the NSA Rob Joyce said during the Aspen Cybersecuirty Summit Nov. 8. \u201cWe have certainly seen their behavior erode over the past year and we are very concerned.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senior Trump administration officials and defense contractors have accused the Chinese government of breaking the Obama-Xi agreement and accuse Beijing of hacking private American companies. This, some experts say could, in turn, spur more U.S. cyberattacks and legal action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Chinese embassy in Washington did not respond to a request for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The accusation comes amid a rise in <a href=\"https:\/\/www.fifthdomain.com\/international\/2018\/08\/22\/how-the-defense-department-views-chinas-cyberthreat\/\" target=_blank>tension<\/a> between Beijing and Washington. Experts say the two events are related.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once a trade war began between China and the U.S., Beijing had a financial incentive to hack American businesses and ramp up its theft of intellectual property, Ross Rustici, the senior director for threat intelligence at Cybereason, a cybersecurity firm, told Fifth Domain. Rustici said that the Chinese were driven to the 2015 agreement out of a fear that they might face sanctions or tariffs on their products. But after President Donald Trump started a trade war with Beijing, China realized its companies were being penalized anyway and increased their private sector hacking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recent accusation China has been stealing American intellectual property \u201cis a little late to the game,\u201d Rustici, adding that advanced technology firms have been favorite targets of Chinese hackers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Greg Clark, the chief executive of Symantec, said during the Aspen event that his firm \u201chas seen evidence of nation-state actors up on the control side of power grids\u201d in the United States, while declining to name which country was conducting the operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Chinese government is targeting American defense contractors at the end of the supply chain and swiping their secrets, executives from Lockheed Martin, a defense contractor, <a href=\"https:\/\/www.fifthdomain.com\/dod\/2018\/10\/21\/pentagon-moves-to-secure-supply-chain-from-foreign-hackers\/\" target=_blank>told <\/a>reporters in October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump administration has responded to Chinese hacking by taking legal and economic measures. Since 2017, the federal government has charged three people with spying for China, and are prosecuting five other cases of theft or attempted theft, <a href=\"https:\/\/www.justice.gov\/opa\/speech\/attorney-general-jeff-sessions-announces-new-initiative-combat-chinese-economic-espionage\" target=_blank>according <\/a>to the Department of Justice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Joyce said that charging Chinese hackers and extraditing them to the U.S. \u201csends a strong message\u201d that there will be consequences for cyber crime. He added that the United States would focus on \u201ctaking away the infrastructure (nation-state hackers) are using\u201d and \u201cexposing their tools.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Experts predict that the U.S. and China will continue their current strategies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat is next is more Chinese hacking and more attempts to indict hackers,\u201d Adam Segal, director of the cyberspace program at the Council on Foreign Relations, a think tank, told Fifth Domain. Segal said an unanswered question is \u201cif the U.S. and China can still work together on cyber issues like cyber crime and cyber
