Karl Schultz<\/a> warned Thursday during his annual <a href=\"https:\/\/content.govdelivery.com\/accounts\/USDHSCG\/bulletins\/27c67b6\" target=_blank>State of the Coast Guard<\/a> address in Charleston, South Carolina.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 1990s-era hardware, software and analytics require massive and immediate upgrades, Schultz said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJust this past summer, over 95 vital systems went offline for several days due to a single server malfunction, impacting our ability to save U.S. citizens, thwart criminals, defend our nation, and yes, even to simply check our email,\u201d said Schultz, who placed the service\u2019s annual IT funding shortfall at $300 million. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur people will never fail our country, but our technology is failing our people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the commandant lauded lawmakers for increasing funding for new Coast Guard ships, including much-needed polar <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/06\/18\/coast-guard-picks-homeport-for-new-icebreaker-fleet\/\" target=_blank>icebreakers<\/a>, he also checked off other areas where his sea service is suffering, including shore infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDue to years of flat-line budgets forcing trade-offs, the facilities that our men and women deploy from and return to are crumbling around them,\u201d Schultz said, adding that 40 percent of his service\u2019s structures are more than 50 years old. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMold, leaky roofs, flooding, outdated building standards,\u201d Schultz said. \u201cThese have all culminated in a $2 billion backlog of facility repairs. Every day that we continue to operate with antiquated infrastructure, it gets harder to protect our modern maritime economy, harder to save those in peril, harder to attract talented men and women into our ranks and ultimately harder to defend our nation.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/02\/19\/how-the-navy-wants-to-fix-its-woefully-antiquated-computer-systems\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"171\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4799184.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How the Navy wants to fix its woefully antiquated computer systems<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The sea service also wants to boost cyber security.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">At <a href=\"https:\/\/www.atlanticarea.uscg.mil\/Our-Organization\/District-9\/Ninth-District-Units\/Sector-Buffalo\/Units\/Niagara\/\" target=_blank>Coast Guard Station Niagara<\/a>, New York, where the Niagara River meets Lake Ontario, record-breaking flooding inundated the base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe crew pumped out 200,000 gallons of water daily and worked around the clock to keep their station operational,\u201d Schultz said. \u201cDespite such challenges, these dedicated Coasties still rescued 45 people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By contrast, \u201cmodern and resilient\u201d facilities stand in Houston and they withstood the Category 4 <a href=\"https:\/\/www.worldvision.org\/disaster-relief-news-stories\/2017-hurricane-harvey-facts\" target=_blank>Hurricane Harvey<\/a> in 2017, allowing the Coasties to save nearly 12,000 lives, Schulz said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is the value proposition of fully addressing the Coast Guard\u2019s massive and untenable shore infrastructure backlog,\u201d he added.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/04\/18\/why-do-so-many-women-leave-the-coast-guard\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/fem-costie-2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why do so many women leave the Coast Guard?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A new study recommends reforms to keep more women in the service.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While noting the struggle to keep talented Coasties in uniform, Schultz showcased reforms to the service\u2019s childcare subsidy program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The transition to a new program that partners with the Navy triggered an enrollment backlog that slowed reimbursements to service members, but that problem is being fixed and more than 1,600 Coast Guard kids have entered the initiative \u2014 nearly 500 more than under previous programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schultz highlighted ongoing efforts to make the Coast Guard more diverse and inclusive and said a study looking at underrepresented minorities in the force will be released this summer.
