Can it top it for FY19?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Pentagon\u2019s hunt for efficiencies found $4.372 billion in savings during fiscal 2018, and has already found nearly $2 billion in savings for FY19, according to new figures revealed Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lisa Hershman, acting chief management officer for the Defense Department, told reporters that the FY18 savings were the result of 114 potential projects identified by the CMO\u2019s office as areas where <a href=\"https:\/\/www.defensenews.com\/interviews\/2018\/05\/22\/how-the-dods-first-ever-chief-management-officer-plans-to-turn-cash-into-military-capabilities\/\" target=_blank>work could net fiscal savings<\/a>. While those figures are still being vetted officially by the comptroller\u2019s office, Hershman expressed confidence they would be confirmed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon has been charged by the Office of Management and Budget to find $46 billion in savings between FY19 and FY23; the department had previously tacked on the more specific goals of finding $4 billion in savings in FY18 and $6 billion in FY19.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/05\/16\/the-pentagons-cmo-has-a-plan-to-get-more-money-for-warfighters\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4312381.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s the Pentagon\u2019s CMO plan to get a lot more money for war fighters<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">If there are dollar savings to be found inside the Pentagon, expect those to be reinvested directly to warfighting needs, the department&#039;s chief management office says.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In many cases, the money came from small projects able to collectively provide big savings, Hershman said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe were purchasing things like batteries and light bulbs that we would buy and we would store. So we looked at: Do we really need to do that, is there something we can move to the open market and not have to worry about inventory levels because things are readily available?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ending the storage of those kind of items, along with a large collection of maps, freed up inventory space five times the size of the Pentagon\u2019s central courtyard, which led directly to savings, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those savings are then handed over to the Office of Cost Assessment and Program Evaluation as well as the comptroller\u2019s office, and then redistributed to the department as part of Defense Secretary Jim Mattis\u2019 drive to increase funds for the Pentagon\u2019s war-fighting mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That the department was able to hit its FY18 target meant Hershman\u2019s team was \u201cjumping up and high-fiving,\u201d she said, before adding that she hopes \u201cto exceed\u201d the $6 billion target for FY19, thanks to having hit $1.7 billion in savings through just the first eight weeks of the fiscal year.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/11\/16\/heres-what-the-pentagons-first-ever-audit-found\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4378735.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s what the Pentagon\u2019s first-ever audit found<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">1,150 auditors worked over the last year digging through the department, but what did they find?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Those early FY19 savings come in part from initiatives started in FY18, such as a look at the defense business systems \u2014 IT operations, essentially \u2014 that exist within the department. Of the 300 or so systems that exist, Hershman said, a recent review found that 45 are redundant and could be eliminated for $900 million in savings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her office is broadly focused on four key areas for FY19: information technology, health care, the supply chain and the \u201cfourth estate,\u201d a term covering the headquarters staff in the department. Helping on that front are the findings of the Pentagon\u2019s first-ever audit, which has laid out some areas to target in the coming year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The savings were initially the project of Jay Gibson, who came in as the Pentagon\u2019s chief management officer in February 2018.
