{"id":14934,"date":"2022-04-26T17:28:29","date_gmt":"2022-04-26T17:28:29","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2022\/04\/26\/norads-vanherck-says-artificial-intelligence-capabilities-lacking\/"},"modified":"2026-08-08T17:42:31","modified_gmt":"2026-08-08T17:42:31","slug":"norads-vanherck-says-artificial-intelligence-capabilities-lacking","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/artificial-intelligence\/2022\/04\/26\/norads-vanherck-says-artificial-intelligence-capabilities-lacking\/","title":{"rendered":"NORAD\u2019s VanHerck says artificial intelligence capabilities lacking"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 U.S. Northern Command and North American Aerospace Defense Command lack the artificial intelligence capabilities needed to do their jobs to the fullest and maintain an edge over rival nations, according to the leader of both organizations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy assessment today is I don\u2019t have what I need, as far as artificial intelligence and machine learning, to give the decision space to the president, secretary of defense, the chief of defense staff in Canada, the minister of defense and the prime minister in Canada,\u201d <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/04\/25\/norad-boss-wants-to-get-creative-on-defeating-cruise-missiles\/\" target=\"_blank\">Air Force Gen. Glen VanHerck<\/a> said at a Defense Writers Group event April 25.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VanHerck is the commander of NORTHCOM and NORAD. The former is responsible for guarding the continental U.S. and its surroundings. The latter combines U.S. and Canadian efforts to monitor and protect North American airspace, among other things.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NORTHCOM recently <a href=\"https:\/\/www.defensenews.com\/artificial-intelligence\/2022\/04\/11\/northcom-wants-millions-more-for-ai-and-data-handling\/\" target=\"_blank\">asked Congress for an additional $29.8 million<\/a> to buy information technology equipment and to optimize infrastructure for AI and machine learning at its joint operations center with NORAD. The upgrades would bolster efforts to ingest, process and share data across the Department of Defense, also known as the \u201cinformation dominance enabling capability,\u201d according to a fiscal year 2023 unfunded priority list obtained by Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/04\/05\/us-northcom-again-asks-for-homeland-cruise-missile-defense-funding-in-wish-list\/\" target=\"_blank\">this year\u2019s budget<\/a> moves \u201cthe ball down the field with regards to domain awareness,\u201d VanHerck said, more is needed to meet new challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ll be able to, hopefully, field over-the-horizon capabilities, which will give us more standoff distance than what we currently have today,\u201d he said. \u201cBut we also need to take that domain awareness \u2014 the sensors that we have today and any potential new sensors \u2014 and share that data and information and utilize artificial intelligence and machine learning to make that data and information available sooner than we have in the past, and to decision makers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress in fiscal 2022 pitched a <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/2022\/03\/16\/congress-wants-new-200-million-program-to-strengthen-ai-at-combatant-commands\/\" target=\"_blank\">$200 million program<\/a> to boost adoption of AI across combatant commands, dovetailing with the Pentagon\u2019s AI and Data Acceleration, or ADA, initiative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VanHerck told lawmakers last month that advanced capabilities will help give the U.S. an advantage over complex competitors, such as <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/2022\/04\/15\/us-and-india-launch-talks-about-military-ai\/\" target=\"_blank\">Russia or China<\/a>. Both have invested in AI for military use.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIncorporating artificial intelligence and machine learning into existing capabilities will allow users to pull needed information from existing data sets and share that data with leaders at all levels to expand their decision space and options necessary to achieve desirable outcomes,\u201d VanHerck said in testimony submitted to the Senate Armed Services Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VanHerck\u2019s team already has what\u2019s known as <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/2021\/03\/01\/norad-is-using-artificial-intelligence-to-see-the-threats-it-used-to-miss\/\" target=\"_blank\">the \u201cPathfinder\u201d program<\/a>, which melds data from a bevy of sensors to create a common and more-informed picture that can be used to detect threats. The data was previously siloed, leading to blindspots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt essentially takes and ingests, aggregates, data from multiple systems, data that would in the past have been &#8230; left on the cutting room floor and not analyzed or assessed in a timely manner,\u201d VanHerck said at the virtual Air Warfare Symposium last year. \u201cThe Pathfinder program uses machine learning to help us analyze that data from multiple systems, not only military systems, but commercial systems, other government agency systems.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite those gains, Pathfinder is not enough, according to<a href=\"https:\/\/www.af.mil\/About-Us\/Biographies\/Display\/Article\/467046\/general-glen-d-vanherck\/\" target=\"_blank\"> the general<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat I\u2019m focusing on is a global look, across all domains, infusing data and information,\u201d VanHerck
