As such, it was time to take a bit of a pause to say what were our operational lessons learned as we\u2019ve conducted defensive cyber operations, offensive cyber operations,\u201d Brig. Gen. Paul Stanton, deputy director of current operations, J3 at Cyber Command, said May 16 during a panel in Baltimore, Maryland, hosted by AFCEA. \u201cWhen we designed our force, did we get it right? Are we organized appropriately?\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2018\/09\/12\/what-changes-could-be-ahead-for-cyberwarriors\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4259933.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What changes could be ahead for cyberwarriors?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">After several years of operations, many officials believe the time is ripe for training and team structures to be re-evaluated.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">It has long been acknowledged that the team structure of the 133 cyber mission force teams \u2014 which <a href=\"https:\/\/www.fifthdomain.com\/dod\/cybercom\/2018\/05\/17\/cyber-commands-cyber-warriors-hit-key-milestone\/\" target=_blank>hit full operational capability in May 2018<\/a> \u2014 would be reevaluated after all the teams were in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, Stanton explained, the command is trying to evaluate and define what \u201cunits of action\u201d within teams look like.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat\u2019s the small unit of combined individuals with the right skill sets in order to achieve objectives? We\u2019re taking a hard look at what a \u2018unit of action\u2019 means and how to adjust within the team construct, but at a smaller level to the element that will actually deploy out to conduct a meaningful mission,\u201d he told Fifth Domain, following his participation in the panel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, he said, in defensive operations, they need a network engineer, a host-based analyst, an intel analyst and somebody in charge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRecognizing that informs the nucleus of the unit of action that can then go forward and do something meaningful,\u201d Stanton said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2017\/06\/19\/cyber-protection-teams-need-more-intelligence-say-officials\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/snagfilms-a.akamaihd.netblack-demon-bfdf4045132f0b606bb410bcbf31e6ea189dfbbe-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Cyber protection teams need more intelligence, say officials<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">There currently is no plan to change the structure of these teams to marry intelligence-oriented teams or intelligence cells within them, which CYBERCOM calls cyber support teams.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Stanton added that there haven\u2019t been any formal, concrete changes to the teams, but the command is working to define them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the Marine Corps has discussed organizing some of its teams along the concept of something like a cyber fire team, similar to teams within rifle squads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs we\u2019ve recalibrated, we\u2019ve looked at, ok, how do you have this planner with the intelligence analyst, with the capability developer, with the operator \u2014 kind of like a Marine Corps fire team mindset,\u201d Gregg Kendrick, executive director of Marine Corps Forces Cyberspace Command, said during the same panel. \u201cYou\u2019ve got to have the breadth and depth of understanding from a planner, intelligence, capability developer and operator perspective that heretofore we haven\u2019t had.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Teams have always been able to task organize as best they see fit to achieve missions. The cyber fire team is one such example, absent formal guidance to organize that way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Ensuring readiness<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recalibration of teams is just one aspect Cyber Command is examining to create a more sustainable readiness model for the force.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2018\/11\/14\/new-readiness-metrics-for-dod-cyber-force\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"158\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/mil-keyboard.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">New readiness metrics for DoD cyber force<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">As cyber forces and threats mature, DoD is looking at how to ensure forces can meet mission objectives.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Recalibration falls under defining how the force fights and thinks about fighting, which is the first step, Stanton explained. Once they understand how to fight, the next step is organizing and prioritizing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy definition, if I change the unit of aggregation of my individuals, I then have to redefine my mission-essential tasks,\u201d he said. \u201cWhat is it that I want that unit of action to be able to accomplish?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Next, the teams have to be properly equipped. And lastly, the teams need to be trained appropriately.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2019\/03\/08\/can-dods-cyber-teams-overcome-readiness-issues\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635882937672934897-2245155jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Can DoD\u2019s cyber teams overcome readiness issues?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A Government Accountability Office report assesses that Cyber Command&#039;s cyber mission force teams need to improve aspects of training.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Stanton explained this process is not new within the military. But with a new cyber force, DoD has to figure out how to apply it in a dynamic domain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAt U.S. Cyber Command, we spent the last several months really working hard to define all the standards,\u201d Stanton said. \u201cWe\u2019ve got a lot of work to do \u2026 Fortunately, we\u2019re not starting from scratch \u2026 we didn\u2019t get it wrong when we initially built the force, but we\u2019re refining it according to our operational lessons learned.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Assessment cell<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In keeping with ensuring forces are truly successful and making a difference, Cyber Command created a cell to determine the measures of effectiveness and performance of conducting operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This assessment branch is a byproduct of Cyber Command\u2019s elevation to a full unified combatant command last May, Stanton said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re looking at how do we actually assess if we\u2019re achieving those objectives,\u201d he explained. \u201cI\u2019ll offer that we\u2019re relatively nascent in our approach; however, we\u2019re making significant progress to determining from an objective view whether or not we\u2019re truly meeting what [Cyber Command Commander] Gen. [Paul] Nakasone is asking us to do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s unclear when evaluations or assessments will
