The Pentagon\u2019s weapon tester wants to know"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s top weapons tester said the Army needs to more clearly establish how it will use electronic warfare systems as it conducts a significant, years-long initiative to rebuild its jamming capabilities for the first time since the Cold War.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the <a href=\"http:\/\/www.dote.osd.mil\/pub\/reports\/FY2018\/pdf\/army\/2018ewpmt.pdf\" target=_blank>annual report from the director of operational test and evaluation<\/a>, the Army\u2019s current publications don\u2019t clearly help units refine their \u201ctactics, techniques, and procedures\u201d or for organizing and using electronic warfare on the battlefield.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, the report noted that \u201cprocedures for coordination between intelligence and EW are evolving.\u201d The report, released Jan. 31, added that \u201cas the Army refines doctrine, it will need to place emphasis on coordination between EW and intelligence to provide EW crews with the essential information required to discern between friendly and enemy signals.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weapons testers looked at a suite of tools delivered to U.S. Army Europe as the gap between Russian EW capabilities and the United States grows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those systems, which were a combination of program of record capabilities and rapidly developed systems, included:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; The <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2017\/12\/22\/russia-is-pushing-the-army-to-move-faster-on-electronic-warfare\/\" target=\"_blank\">Electronic Warfare Planning and Management Tool (EWPMT)<\/a>, which provides commanders with command and control of the electromagnetic spectrum;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2018\/12\/11\/heres-what-the-army-is-saying-about-its-new-electronic-warfare-solution\/\" target=\"_blank\">Raven Claw<\/a>, an add-on to EWPMT, which allows soldiers to conduct electronic warfare planning and management on the move and without a network connection. This is critical in Europe, where troops are rarely tethered to a static command post;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; The <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2017\/10\/02\/outmatched-army-begins-long-road-to-electronic-warfare-rollout\/\" target=\"_blank\">Versatile Radio Observation and Direction Finding Modular Adaptive Transmitter (VMAX)<\/a>, which provides a limited electronic attack and sensing capability,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; Sabre Fury, which is a vehicle-mounted system for direction finding and jamming.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The weapons testers observed the 173rd Airborne Brigade and 2nd Brigade\/1st Infantry Division during Joint Warfighting Assessment 18.1 at Hohenfels, Germany. That assessment is a multinational training event that focuses on joint and interoperability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army, in April 2017, <a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/2017\/04\/21\/army-releases-new-cyber-ew-field-manual\/\" target=_blank>published a field manual<\/a> for what it calls cyber and electromagnetic activities (CEMA), which encompasses the growing convergence of cyber and electronic warfare at the tactical edge. However, given the rapid pace of the cyber and electronic warfare space, combined with the rapid deployment of capabilities, some top leaders have said <a href=\"https:\/\/www.fifthdomain.com\/dod\/army\/2018\/07\/20\/the-army-probably-needs-to-update-its-cyber-doctrine-every-18-months\/\" target=_blank>the Army will have to update its doctrine every 18 months<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army also <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2018\/10\/29\/the-5-areas-of-emphasis-in-the-armys-new-electronic-warfare-strategy\/\" target=_blank>published an electronic warfare strategy<\/a> in August 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army leaders are also now <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2018\/05\/24\/how-redefining-army-intel-can-help-fight-high-end-adversaries\/\" target=\"_blank\">beginning to converge electronic warfare and signals intelligence<\/a>. Given the similarities between the two disciplines, the service is beginning to develop integrated EW-signals intelligence systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is also building new electronic warfare platoons beneath military intelligence companies.
