{"id":17348,"date":"2019-04-04T19:30:57","date_gmt":"2019-04-04T19:30:57","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2019\/04\/04\/how-a-merger-will-expand-the-air-forces-cyber-edge\/"},"modified":"2026-08-08T18:09:42","modified_gmt":"2026-08-08T18:09:42","slug":"how-a-merger-will-expand-the-air-forces-cyber-edge","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2019\/04\/04\/how-a-merger-will-expand-the-air-forces-cyber-edge\/","title":{"rendered":"How a merger will expand the Air Force\u2019s cyber edge"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Air Force is merging its main cyber and intelligence organizations after years of discussion and speculation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">24th Air Force, or Air Forces Cyber, will merge with 25th Air Force \u2014 responsible for global intelligence, surveillance and reconnaissance this summer \u2014 according to an <a href=\"https:\/\/www.acc.af.mil\/News\/Article-Display\/Article\/1805297\/air-combat-command-announces-24-and-25-af-merger\" target=_blank>April 4 press release<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials had been coy about the potential merger when asked directly about it, despite publicly referencing it as recently as mid-March.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The merger follows several initiatives within the Air Force to integrate cyber and ISR together.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2017\/09\/04\/changes-to-air-force-cyber-could-be-finalized-in-coming-months\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/cyber-cover-1.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force cyber could be reorganized in coming months<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Air Force is evaluating a variety of proposals in the way it organizes itself in the cyberspace domain.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Last summer, the Air Force reassigned 24th Air Force from Air Force Space Command to Air Combat Command. At the headquarters level, the service created a new deputy chief of staff for intelligence, surveillance, reconnaissance and cyber effects operations.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.fifthdomain.com\/dod\/2019\/02\/08\/the-air-orces-reorganized-cyber-office-gets-a-new-leader\/\" class=\"smg-interstitial-link__fallback-link\">Here\u2019s the leader of new combined intel and cyber office<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">\u201cThe synergy between cyber, ISR, [electronic warfare] and [information operations] will increase unity of effort across these capabilities, resulting in new and improved options for combatant commanders,\u201d the Air Force\u2019s press release said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe integration also better aligns these units with priorities outlined in the 2018 National Defense Strategy and delivers the first \u2018Information Warfare\u2019 [numbered Air Force] for the Air Force.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even before the recent moves, from the beginning AFCYBER always maintained a close link between the two numbered Air Forces with 24th supplying the cyber personnel and 25th supplying the intelligence personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe merger of 24th and 25th is the next step in leveraging and integrating new ideas and technologies to both improve the quality and speed of decision-making and deliver improved effects for commanders,\u201d Gen. Mike Holmes, commander of Air Combat Command, said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis formalizes the existing collaborations between cyber and ISR while expanding our competitive space in EW and IO, ultimately improving readiness and increasing lethality across the range of military operations \u2014 all vital to the success of multidomain war fighting in the 21st century.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The release also said the new information warfare numbered Air Force bolsters the Air Force\u2019s ability to \u201cpresent electromagnetic spectrum forces and capabilities to execute missions alongside joint and interagency partners.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/2019\/02\/28\/the-navys-vision-in-a-new-era-of-information-warfare\/\" target=\"_blank\">Other<\/a> <a href=\"https:\/\/www.fifthdomain.com\/dod\/army\/2019\/03\/18\/the-armys-next-frontier-demands-transformations\/\" target=\"_blank\">services<\/a> have <a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/2017\/12\/20\/how-the-marines-are-mobilizing-forces-for-information-warfare\/\" target=\"_blank\">integrated<\/a> these capabilities to form a more <a href=\"https:\/\/www.c4isrnet.com\/show-reporter\/afcea-west\/2019\/02\/15\/us-officials-sound-the-alarm-over-daily-conflicts\/\" target=\"_blank\">cohesive information warfare package<\/a> that includes cyber, electronic warfare, intelligence and information operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force also recently concluded a year-long study into how to better integrate electronic warfare with its forces.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a in-depth study on the future of electronic warfare and electromagnetic spectrum has not yet been briefed to the service\u2019s leadership, but is already leading to incremental improvements.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Air Force said the final organization structure has not been determined for the 24th and
