{"id":17916,"date":"2017-10-27T19:17:06","date_gmt":"2017-10-27T19:17:06","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2017\/10\/27\/the-cyber-paradox-reliance-on-new-tech-can-quickly-become-a-weakness\/"},"modified":"2026-08-08T17:57:46","modified_gmt":"2026-08-08T17:57:46","slug":"the-cyber-paradox-reliance-on-new-tech-can-quickly-become-a-weakness","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2017\/10\/27\/the-cyber-paradox-reliance-on-new-tech-can-quickly-become-a-weakness\/","title":{"rendered":"The cyber paradox: Reliance on new tech can quickly become a weakness"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The cyber paradox: As connecting devices has created awareness and speed, denial to those processes can create chaos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The advent of networked systems and cyberwarfare has led military commands to begin training and planning for operations without them in the case an adversary denies them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe look to segment and protect in various defense in depth ways, that involves three things; people, processes and technology,\u201d Rear Adm. Danelle Barrett, Navy Cyber Security Division Director, said during an Oct. 27 panel hosted by AFCEA\u2019s DC chapter. \u201cIt\u2019s not all technology \u2026 You focus on the leadership first and foremost; how does a leader understand if I have to ask you to do without, what is my plan for execution.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Barrett noted that the Navy is trying to educate commanders to think about courses of action in the event their access to networks or infrastructure \u2015 such as supervisory control and data acquisition or industrial control systems \u2015 are denied by adversaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not talking do without for a couple hours in a power outage, I\u2019m talking Puerto Rico-level do without. What if you were without for a month, how are you going to execute your no-fail mission,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commanders, she added, need to understand that is possibility and have a plan ready to execute.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How can the Navy fight through the hurt, she said is their mantra.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou have to understand what are my no-fail missions \u2015 and I don\u2019t mean my cyber missions, it might be [ballistic missile defense] today, it may be humanitarian, disaster relief \u2026 tomorrow,\u201d she said. \u201cWhat is the critical cyber terrain that supports those missions that cannot fail. That includes the control systems and ICS.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA lot of times [commanders will] think about it in terms of I don\u2019t have my network for a couple of hours or I may have portions of it,\u201d Barrett told Fifth Domain following the panel. \u201cThe message I\u2019m trying to relay is you may have none of it and it may be for longer than you originally anticipated \u2026 If you haven\u2019t worked out those processes of what you\u2019re going to do what and if that happens, and think of Puerto Rico, no power for a month, think of that. That\u2019s not adversary driven but what if it was and what do you do about that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While some of the answers might not be ideal, such as paper spreadsheets, at least they\u2019ll have a plan and be prepared to execute their mission if denied. \u201cMission assurance is the key,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is true across the military as well as the private sector. As adversaries seek to jam and block U.S. signals, the military is trying to develop redundant systems in cyber- or GPS-degraded or denied environments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/2017\/06\/05\/no-gps-signal-no-problem-army-works-on-ops-in-denied-regions\/\"><i>No GPS signal, no problem: Army works on ops in denied regions<\/i><\/a>]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Famously, after Sony was sacked with a massive cyberattack in 2014 attributed to North Korea that created physical damage to their computing infrastructure, employees were forced to do business with pen and paper again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Naval Academy has even begun reteaching celestial navigation using tools like sextants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2015\/11\/01\/naval-academy-reinstates-celestial-navigation\/\"><i>Naval Academy reinstates celestial navigation<\/i><\/a>]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s a perfect example,\u201d Barrett said. \u201cThey took off celestial navigation as a training requirement for ROTC units and Naval Academy. It\u2019s back on now because you\u2019ve got to be able to shoot the sextant \u2026 and operate. Again it\u2019s mission assurance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat are those elements you can\u2019t fail on, whether it\u2019s navigation, launching weapons, medical, whatever it happens to be for your readiness and then figure out how you have to workaround,\u201d she told Fifth Domain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In terms of how this manifests itself, Barrett said the Navy is doing some educational trainings, noting she briefed new flag officers in a training on this on Oct. 26. They do it for people going to commanding officer school, as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not just the operations mission afloat, it\u2019s whatever your operational mission is; you may be medical, you maybe [Naval Facilities Engineering Command]. All of those contribute to our readiness so they\u2019re all equally critical,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The hope is that eventually, commanders will incorporate these contingencies into their campaign plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They\u2019re beginning with the commanders because they will implement orders down from the highest levels to the local ships and installations, but, Barrett added, \u201cbasic training for surface warfare officer, for Navy leaders, for everybody is starting to include more cyber elements.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>With the interconnected nature of the world, what happens if adversaries shut down networks?
