{"id":17976,"date":"2019-10-29T15:54:51","date_gmt":"2019-10-29T15:54:51","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2019\/10\/29\/what-to-do-with-an-electronic-warfare-problem-like-syria\/"},"modified":"2026-08-08T17:57:39","modified_gmt":"2026-08-08T17:57:39","slug":"what-to-do-with-an-electronic-warfare-problem-like-syria","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/electronic-warfare\/2019\/10\/29\/what-to-do-with-an-electronic-warfare-problem-like-syria\/","title":{"rendered":"What to do with an electronic warfare problem like Syria?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Department of Defense doesn\u2019t have a way to visualize or plan attacks within the electromagnetic spectrum across entire theaters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pentagon officials had tried to look at tools that would help the U.S. better understand the electromagnetic spectrum using Syria as an example.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/electronic-warfare\/2018\/04\/24\/socom-chief-syria-most-aggressive-ew-environment-on-earth\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ac130.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why Syria may be the most aggressive electronic warfare environment on Earth<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The head of Special Operations Command shared how adversaries are using advanced electronic warfare capabilities to jam communications and even disrupt AC-130 aircraft.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cHow do we connect all this into a common operating picture,\u201d said Chris O\u2019Donnell, deputy assistant secretary of defense for platform and weapon portfolio management within the office of the undersecretary of defense for Acquisition and Sustainment. \u201cHow do we provide that just for what\u2019s going on in the EM spectrum in Syria right now and it\u2019s been quite a challenge for us.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O\u2019Donnell spoke Oct. 28 at the annual Association of Old Crows International Symposium in Washington.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gen. Raymond \u201cTony\u201d Thomas, the now retired former commander of Special Operations Command, once described Syria as the \u201cmost aggressive [electronic warfare] environment on the planet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s a problem national security leaders are still struggling with.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve had some very good systems from the folks at [Strategic Command] at the Joint Navigational Warfare Center, but it\u2019s been a challenge for the department to put together a good RF [common operating picture] for Syria,\u201d O\u2019Donnell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One solution may be the Army\u2019s <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2019\/10\/15\/a-new-electronic-warfare-system-for-the-army-is-getting-closer\/\" target=\"_blank\">Electronic Warfare Planning and Management Tool (EWPMT)<\/a>. With that tool, soldiers can plan and manage operations in the spectrum from the command post to the vehicle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O\u2019Donnell told C4ISRNET that while the Pentagon is leaning on the Army\u2019s electronic warfare management tool now, it has not been deployed in Syria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is a notional idea as a template,\u201d he said. \u201cThe Army went out and did a good job on that using rapid prototyping techniques so everybody is leaning on that right now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EWPMT\u2019s first increment has been broken into four software \u201ccapability drops.\u201d Currently, the Army\u2019s contractor Raytheon has completed the first three capability drops and is working on the fourth. Units in Europe will soon receive the system with the third capability drop. By 2021 units will receive the full system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">William Conley, <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2019\/09\/23\/pentagons-electronic-warfare-leader-heads-to-industry\/\">who until this fall<\/a> was the director of electronic warfare, in the office of the Under Secretary of Defense, <a href=\"https:\/\/www.c4isrnet.com\/video\/2019\/06\/07\/deciphering-elecromagnetic-spectrum-operations\/\">told C4ISRNET<\/a> that EWPMT was in the larger conversation for electromagnetic spectrum operations (EMSO) and electromagnetic spectrum battle management (EMBM).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom the battle management side, the Army Electronic Warfare Planning and Management Tool, EWPMT, for example, is a great example of how to do the battle management,\u201d he
