{"id":18216,"date":"2018-04-25T21:47:20","date_gmt":"2018-04-25T21:47:20","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2018\/04\/25\/house-lawmakers-propose-moving-cyber-defense-from-cybercom-to-cybercom\/"},"modified":"2026-08-08T18:03:09","modified_gmt":"2026-08-08T18:03:09","slug":"house-lawmakers-propose-moving-cyber-defense-from-cybercom-to-cybercom","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2018\/04\/25\/house-lawmakers-propose-moving-cyber-defense-from-cybercom-to-cybercom\/","title":{"rendered":"House lawmakers propose moving cyber defense from CYBERCOM to CYBERCOM"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The House Armed Services Committee is seeking to transfer global defense of the Department of Defense\u2019s network from Cyber Command to &#8230; Cyber Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal, from the Emerging Threats and Capabilities subcommittee\u2019s part of the 2019 annual defense policy bill released Wednesday, seeks to transition all the \u201croles, missions, and responsibilities\u201d from the commander of Joint Force Headquarters-Department of Defense Information Networks from the Defense Information Support Agency to the commander of Cyber Command by Sept. 30, 2019.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2017\/11\/14\/4-priorities-for-dods-cyber-defense-arm\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"211\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635562406362008859-isr-endpoint-1jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">4 priorities for DoD\u2019s cyber defense arm<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A look at JFHQ-DoDIN&#039;s cyber priorities for the coming year.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">JFHQ-DoDIN\u2019s commander is \u201cdual-hatted\u201d as the director of DISA as well, an agency HASC Chairman Mac Thornberry, R-Tex., <a href=\"https:\/\/www.c4isrnet.com\/disa\/2018\/04\/17\/will-mac-thornberry-close-disas-doors\/\" title=\"\" class=\"selected-link\">has proposed axing<\/a> as part of his marquee contribution to the 2019 defense policy bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thornberry is proposing broader cuts to DoD agencies, dubbed \u201cthe fourth estate\u201d for their ancillary status relative to war fighting. That includes moving DISA\u2019s information technology functions and JFHQ-DoDIN to Cyber Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At present, JFHQ-DoDIN is one of three headquarters elements already subordinate to U.S. Cyber Command, and thus it already answers to Cyber Command\u2019s commander, who himself is dual-hatted as the director of NSA. DISA\u2019s role is to build the network and JFHQ-DoDIN\u2019s role is to defend it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So why propose the move? A HASC aide told reporters on Wednesday the intent was to simplify the command and control structure, particularly in light of U.S. Cyber Command\u2019s <a href=\"https:\/\/www.fifthdomain.com\/dod\/cybercom\/2018\/02\/28\/cyber-command-granted-new-and-expanded-authorities\/\">elevation<\/a> to a unified combatant command, and to dovetail with Thornberry\u2019s plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> As Cyber Command embraces the ability to conduct defensive operations, it made sense to elevate the job, placing it under a four-star commander, the aide said, adding: \u201cThis is a longstanding part of the dialogue as Cyber Command stands up, it matures, as you develop and thicken cyber forces\u2014whether they\u2019re defensive or offensive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These provisions still have a long way to go before becoming law, including HASC subcommittee and full committee markups where members have a chance to amend the bill. From there, the bill moves onto debate by the House, and afterward will enter into \u201cconference,\u201d in which both chambers of Congress settle on one version of the defense bill. That bill would have to be passed by both chambers and signed by the president into law.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conversation comes as JFHQ-DoDIN <a href=\"https:\/\/www.fifthdomain.com\/dod\/cybercom\/2018\/01\/31\/countering-significant-cyber-threats-check\/\" title=\"\" class=\"selected-link\" target=\"_blank\">reached a major milestone recently<\/a>, achieving what is known as full operational capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJFHQ-DoDIN is well on its way to operationalizing itself as a warfighting organization,\u201d Lt. Gen. William Mayville, deputy commander for operations at Cyber Command said at the Joint Service Academy Cybersecurity Summit March 20 at the Naval Academy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mayville added operationalizing JFHQ-DoDIN was the right decision because \u201cyou don\u2019t have an offensive unless you can account for your defense.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What the creation of JFHQ-DoDIN in 2015 did \u201cwas really provide a unity of effort and a unity under U.S. Cyber Command for the defense of the DoDIN,\u201d Vice Adm. Nancy Norton, the organization\u2019s new commander said at the Joint Service Academy Cybersecurity Summit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For all the disparate agencies, services and commands doing network defense, \u201cnow have a place where all of that is actually synchronized \u2013 all those efforts are synchronized \u2013 so we can be better prepared for rapid responses in
