{"id":19890,"date":"2019-06-26T16:24:48","date_gmt":"2019-06-26T16:24:48","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2019\/06\/26\/massive-pentagon-cloud-contract-could-be-awarded-soon\/"},"modified":"2026-08-08T04:50:16","modified_gmt":"2026-08-08T04:50:16","slug":"massive-pentagon-cloud-contract-could-be-awarded-soon","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2019\/06\/26\/massive-pentagon-cloud-contract-could-be-awarded-soon\/","title":{"rendered":"Massive Pentagon cloud contract could be awarded soon"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A controversial, potentially $10 billion, 10-year Pentagon contract for cloud computing services could be awarded by the close of summer, according to the Department of Defense\u2019s technology chief.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think right now, the [Joint Enterprise Defense Infrastructure] award will probably be sometime toward the end of August,\u201d said <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2019\/06\/25\/pentagons-top-it-official-formally-nominated-for-his-own-job\/\" target=_blank>Dana Deasy, the DoD\u2019s chief information officer<\/a>, speaking June 25 at a Defense Writers Group breakfast.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/cloud\/2019\/07\/10\/jedi-how-we-got-here\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19143020274486.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">JEDI: How we got here<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">After months of back-and-forth in court filings, oral arguments are finally here.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Defense Department has <a href=\"https:\/\/www.federaltimes.com\/acquisition\/2019\/04\/11\/despite-the-potential-ethical-violations-jedi-moves-forward\/\" target=_blank>narrowed down the finalists<\/a> for the sole-provider JEDI contract to Amazon Web Services and Microsoft. However, the selection process has prompted a <a href=\"https:\/\/www.federaltimes.com\/it-networks\/cloud\/2019\/02\/20\/judge-grants-stay-of-lawsuit-to-investigate-jedi-conflicts-of-interest\/\" target=_blank>lawsuit in the U.S. Court of Federal Claims<\/a> from Oracle, another cloud provider that was eliminated from consideration and whose challenge of the fairness of the bidding process threatens to prolong the JEDI decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Deasy explained that contract award and court decision are \u201ctwo disconnected events.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re not waiting for a decision [in] that it doesn\u2019t impact the source selection process,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, the department is moving forward with its preparation for JEDI as if the program won\u2019t be delayed further, Deasy said. In the last six months, \u201ccloud awareness sessions\u201d have been held with different combatant commands and other services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd I will tell you, there is a significant amount of pent-up demand just waiting to use the capability once it comes online,\u201d Deasy said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Further delays would impede already prepared plans to use the new technology to by various services in DoD, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe sufferers in all this are the war fighter because there is [sic] active sets of programs that several of the combatant commands right now are depending on when that contract gets released \u2014 they\u2019re going to start building out on,\u201d Deasy said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If there is any prolonged delay in awarding and implementing JEDI, it could force different components in the DoD to build their own solutions, Deasy said, adding that he felt that model would be \u201creally a sad outcome if that got to that point.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat does not serve the department\u2019s interests well; that does not serve the war fighter well,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a recent court filing in the Oracle case, Air Force Lt. Gen. Bradford Shwedo, director for Command, Control, Communications and Computer\/Cyber, said delaying JEDI would harm war fighters\u2019 in hot spots such as the Korean Peninsula and put the United States behind adversaries \u201cwho are also weaponizing the use of their data.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDelaying the implementation of the JEDI cloud will negatively impact our effort to plan, fight and win in communications compromised environments, and will negatively impact our efforts to improve force readiness and hamper our critical efforts in AI,\u201d Shwedo wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Oracle court decision, according to multiple reports, is expected to come sometime after July 10 oral arguments.<\/p>\n\n\n\n<p
