Often, the conditions are smooth. Sometimes, the conditions are significantly less so and aircraft carriers are met with armed speedboats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is an institutional memory to these incidents \u2014 word passed among sailors, logs recorded and archived, incident reports kept on file. But what if there was a way to make that information more immediately relevant, more functional? Rear Admiral Danelle Barrett, speaking at C4ISRNET\u2019s Cloud 2020 event Oct. 18, wants the cloud to be the answer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf I\u2019m going through the Straits of Hormuz, that\u2019s a dodgy transit for aircraft carrier,&#8221; said Barrett. &#8220;Pretty dicey situation. There\u2019s a lot of adversaries in that area. We\u2019re always very concerned. Everyone\u2019s on high alert.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Barrett continued, highlighting the ways in which sailors throughout the ship would need to know the same piece of information, course and speed. That information is collected by sensors on the vessel itself, but it would be the ship\u2019s own cloud that distributes it throughout the vessel to the people who need to know. And when bandwidth can be high again, like when docked in a port, that data can be uploaded and stored in the Navy\u2019s cloud, ready to be accessed at any moment by another ship encountering the same problems. That\u2019s where Barrett\u2019s example comes back into play.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe battle watch captain needs to know at that course in speed combined with some intelligence data presented to me,\u201d she said. \u201cIt\u2019s presented to me and it says at that course and speed, the last time an aircraft carrier came through the Strait of Hormuz within 20 nautical miles of where you are, Iranian gunboats or UAV started harassing the ship. So have your force protection on the starboard side beefed up. I want information to do that for me to present it in the context that I need it to me to make an operational decision. I can\u2019t do that today.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much of the rest of Barrett\u2019s keynotes addressed the risks and hurdles to getting the Navy, and all its disparate computer systems, to work together and store information on the cloud. This is not an insignificant task. But at the heart of that is the Navy making the same trade that business have made for decades: the usefulness of storing shared information the same way, in a shared place, outweighs the risk, is worth the added security and is maybe the only way to operate today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An aircraft carrier that can access and intuitively call up information from every prior recorded passage through a narrow and fraught area is a carrier that can better handle surprises. It\u2019s a carrier that\u2019s less likely to be surprised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Work toward this future is already underway. The Navy\u2019s \u201cCompile-to-Combat\u201d modernization plan aims to transform data collection and integration, while maintaining security. The program rolled out in the <a href=\"https:\/\/www.c4isrnet.com\/show-reporter\/afcea-west\/2018\/02\/09\/navy-to-begin-afloat-network-pilot-using-mini-clouds-at-sea\/\" target=\"_blank\">spring of 2018<\/a>, and promises to give ships the ability to <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2018\/08\/31\/the-rising-importance-of-data-as-a-weapon-of-war\/\" target=\"_blank\">install<\/a> and start using new software within <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2018\/06\/25\/how-the-navy-can-lean-in-to-software-superiority\/\" target=\"_blank\">24 hours<\/a> of requesting it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To keep the enterprise speed for adoption, Barrett cited existing industry standards and widespread use as a reason to follow certain protocols. Working with code used widely outside the Navy, like xml, means that the Navy can recruit civilians who are already experienced with the format, and can use tools already built to the standard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou know, in Beta versus VHF, we picked Beta,\u201d said Barrett, referencing the home video format war of the \u201980s with a laugh. \u201cSometimes the best technology doesn\u2019t win, but if it\u2019s the most prolific and used more people will build tools to it so that you can use it and we want to stay on par with that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, the goal for Barrett is avoiding stovepiping and being locked into proprietary tools that don\u2019t come with flexibility. The cloud is already coming to ships, and it\u2019s already a major part of the lives of most incoming sailors.
