{"id":20232,"date":"2017-10-20T18:34:19","date_gmt":"2017-10-20T18:34:19","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2017\/10\/20\/challenge-of-rapid-equipping-in-a-technology-centric-world\/"},"modified":"2026-08-08T18:11:53","modified_gmt":"2026-08-08T18:11:53","slug":"challenge-of-rapid-equipping-in-a-technology-centric-world","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/unmanned\/uas\/2017\/10\/20\/challenge-of-rapid-equipping-in-a-technology-centric-world\/","title":{"rendered":"Challenge of rapid equipping in a technology-centric world"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Officials have claimed that <a href=\"https:\/\/www.c4isrnet.com\/unmanned\/uas\/2017\/03\/21\/counter-drone-is-the-new-counter-ied\/\">counter-drone is the new counter-IED<\/a>, making it top priority to thwart these low-cost devices used by insurgents to conduct reconnaissance and drop bombs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<a href=\"https:\/\/www.c4isrnet.com\/unmanned\/uas\/2017\/03\/21\/counter-drone-is-the-new-counter-ied\/\"><i>Counter-drone is the new counter-IED<\/i><\/a>]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As leaders assert there is \u201c<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2017\/10\/20\/no-silver-bullet-pentagon-struggles-to-defeat-drones-in-cat-and-mouse-game\/\">no silver bullet<\/a>,\u201d the problem is indicative of the challenges associated with rapidly equipping forces against highly adaptive enemies in the age of commercial technological revolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[\u2018<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2017\/10\/20\/no-silver-bullet-pentagon-struggles-to-defeat-drones-in-cat-and-mouse-game\/\"><i>No silver bullet\u2019: Pentagon struggles to defeat drones in cat-and-mouse game<\/i><\/a>]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith ready availability of these commercial drones, ISIS and other groups have taken advantage of that\u2026and have adapted it for everything from the intended purpose of some of these drones to conduct reconnaissance because they\u2019re camera-equipped,\u201d said Tim Clauss, an intelligence analyst with the Joint Improvised-Threat Defeat Organization, during an event at Fort Belvoir, Virginia, on Oct. 17. \u201cBut in some instances\u2026they\u2019ve adapted them and dropped some small munitions,\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These advancements in commercial technology have allowed groups like <a href=\"https:\/\/www.c4isrnet.com\/digital-show-dailies\/modern-day-marine\/2017\/09\/21\/in-drones-isis-has-its-own-tactical-air-force\/\">ISIS to mount their own tactical air force<\/a> \u2013 something previously only afforded to nation-states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<a href=\"https:\/\/www.c4isrnet.com\/digital-show-dailies\/modern-day-marine\/2017\/09\/21\/in-drones-isis-has-its-own-tactical-air-force\/\"><i>In drones, ISIS has its own tactical air force<\/i><\/a>]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe problem with these drones that we\u2019ve discovered is not that the bad guys are developing them so fast, it\u2019s that industry is,\u201d Hatcher Tynes, a contractor supporting force structure within JIDO \u2013 or the J8 directorate \u2013 told reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commercial industry has tried to make their drones \u201cidiot proof,\u201d he said, to keep them from easily being crashed by everyday, novice users. \u201cThat\u2019s unintentionally made our jobs a lot harder because these drones are getting better and better at what they do [and] the bad guys get better with practice,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">JIDO, as a rapid equipping force with unique acquisition and quick-reaction authorities, tries to tackle these problems for the combatant commands that issue certain urgent operational needs statements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe exist to help the warfighters adapt. So that means we have to be able to turn pretty quickly\u2026our sweet spot is to be able to turn something in two years,\u201d Lisa Swan, director for mission support at JIDO, told reporters. \u201cWe don\u2019t own programs of record. We\u2019re trying to respond quickly, get capability out there. If the need exists long-term, it will inform those programs of record\u2026we\u2019re pushing to get something out that might not be the 100 percent solution. If that need continues to exist or if that need exists for large quantities for things, that\u2019s not us. We\u2019re kind of filling the gap and learning from that to then transition, and the services will pick up the program of record.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With enemies that can rapidly adapt their tactics techniques and procedures, leveraging rapidly proliferating commercial technology, rapid equipping organizations like JIDO have their hands full delivering solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re up against an adversary who doesn\u2019t care about programs of record or program mangers or POM cycles. We have to be able to move quickly and maintain agility,\u201d Lt. Gen. Michael Shields, JIDO director, told reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe adversary is going to adapt so we\u2019re never finding the solution,\u201d Swan said. \u201cWe adapt, they adapt, we adapt, they adapt and\u2026 sometimes we put things out there and it isn\u2019t a long-term need because they have adapted and we must move on to the next thing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome of the things we deploy into theater might actually be prototypes,\u201d Shields said. \u201cThey may or may not be integrated into a program of record. They may have a temporal aspect, they\u2019re good for a period of time, but the threat adversary adapts as well.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shields added that JIDO was able to deliver two counter-UAS capabilities to theater in less than 60 days from a requirement being issued, given the flexibility current authorities allow. <br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While declining to offer many specifics regarding what types of counter-UAS systems JIDO is looking at, he said they\u2019re looking at a number of different systems and several could be grouped under the banner of <a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/2017\/04\/27\/us-coalition-battles-isis-with-ew-counter-drone-ops\/\">electronic warfare<\/a>. <br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<a><i>US coalition battles ISIS with EW, counter-drone ops<\/i><\/a>]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem isn\u2019t just resident with non-state groups leveraging technology; advancements in software and software defined radios have presented complex problems in the electronic warfare realm. The Army\u2019 Rapid Capabilities Office is issuing limited quantity electronic warfare systems to the European theater to help get at operational needs statements in theater, given the service is outmatched by Russian electronic warfare capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2017\/10\/02\/outmatched-army-begins-long-road-to-electronic-warfare-rollout\/\"><i>Outmatched, Army begins long road to electronic warfare rollout<\/i><\/a>]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, these solutions in many cases are prototypes that might inform future programs of record, but are good enough for the time being to bring parity against the threat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Getting at threat-informed solutions<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While JIDO has a presence will all the geographic combatant commands \u2013 despite the main focus being Central Command \u2013 which provide the requirements for capabilities through operational needs statements, JIDO has intelligence analysts that help inform its materiel developers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is our job: Keep up with the changes of how the threat uses those technologies,\u201d John Tingle, another intelligence analyst with JIDO, told reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom a J2 perspective of identifying a threat\u2026J2 identifies these things on the battlefield, observes how they\u2019ve actually employed them, what\u2019s involved with them and then passes that information to the J8 so the J8 can take that information and then start developing technology to counter that,\u201d Clauss said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shields noted that JIDO\u2019s intelligence personnel aren\u2019t just looking at TTPs, but also looking for patterns from all source fusion and running analytics to derive insight from that data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo develop technology against a threat, you have to know what the threat is,\u201d Tynes said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Getting ahead of the threat has been a challenge JIDO\u2019s had for its entire existence, he added. \u201cWe try to think ahead. We get information from [intelligence personnel] they say what they\u2019re seeing; we think, OK, where\u2019s the technology right now?\u201d he said. \u201cThat\u2019s an extremely hard thing to track because of the internet. We sometimes guess; we look at the system, get a breakdown of what they\u2019re seeing and we say, \u2018is there technology that exists that can counter this somehow, be it hijacking it or shooting it down or what have you?\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The other complicating factor is that there\u2019s no commercial counter-drone market yet, meaning the Defense Department has to drive it. This is done, Tynes said, through communication with industry, attending conferences, establishing dialogue and issuing broad agency announcements.<\/p>\n\n\n\n<p
