{"id":20306,"date":"2018-02-07T18:39:45","date_gmt":"2018-02-07T18:39:45","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2018\/02\/07\/does-the-army-need-a-counter-artificial-intelligence-strategy-three-star-asks\/"},"modified":"2026-08-08T18:03:38","modified_gmt":"2026-08-08T18:03:38","slug":"does-the-army-need-a-counter-artificial-intelligence-strategy-three-star-asks","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/intel-geoint\/2018\/02\/07\/does-the-army-need-a-counter-artificial-intelligence-strategy-three-star-asks\/","title":{"rendered":"Does the US Army need a strategy to counter AI?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 U.S. military leadership has hammered home, particularly in recent months, that <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2018\/01\/30\/selva-fy19-budget-sees-increasing-investments-in-ai-machine-teaming\/\" title=\"\" class=\"\" target=\"_blank\">artificial intelligence<\/a> will play an important part in future offensive and defensive operations. But as the armed forces <a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/2017\/09\/08\/heres-the-technology-in-which-dods-innovation-hubs-will-be-investing\/\" title=\"\" class=\"\" target=\"_blank\">develop AI<\/a>, it\u2019s important to think about how to counter AI as well, said Lt. Gen. Edward Cardon, the director of the Army\u2019s Office of Business Transformation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDo we need a counter-AI strategy?\u201d he asked as food for thought at an Association of Unmanned Vehicle Systems International conference on Feb. 7.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cardon told reporters following his speech that \u201cwe shouldn\u2019t be naive to think that something we build is not going to be in some way countered, and we should start thinking about that as we are building [artificial intelligence capability], not as an afterthought.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AI is already present in Army- and Defense Department-wide capabilities, from processing information and data into digestible ways for analysts, to autonomously detecting incoming threats and responding to them without a human considering the next move.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As an example, Cardon pointed to <a href=\"https:\/\/www.defensenews.com\/land\/2017\/04\/06\/army-speeds-up-future-modular-active-protection-system-for-combat-vehicles\/\" title=\"\" class=\"\">active protection systems<\/a> that the Army is preparing to rapidly field on combat vehicles in the near future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For APS to deflect an incoming munition, it needs \u201cnear-instantaneous reaction\u201d and can\u2019t rely on a human brain to make the decision to act quickly enough. And microprocessors in APS are now fast \u2014 faster than bullets flying toward a target \u2014 making it possible to counter threats aimed at combat vehicles, Cardon said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2018\/01\/29\/active-protection-systems-for-stryker-bradley-delayed-due-to-software-hardware-issues\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"198\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/StrykerIronCurtain.jpg_7f41f8.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Systems to protect Stryker, Bradley vehicles from missile attacks delayed<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A variety of issues have caused six to eight month schedule slippages in two out of three of the Army&#039;s efforts to qualify active protection systems on combat vehicles.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">And AI technology could be taken even further, becoming a defense system embedded in APS that could track exactly where the bullet was coming from and inform a weapon that can automatically slew onto the target, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But AI can be tricked, he said, so how can it be trusted to interpret data correctly and act accordingly?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you understand how the technology works, then you are putting great trust in the program and the validity of the data,\u201d he said. \u201cIf you don\u2019t have that kind of trust, how do you know it\u2019s good,\u201d he asked, given the technologies that can trick AI through cyber or electronic warfare?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For instance, it\u2019s been shown that AI can be tricked by changing a pixel in an image. A system programmed to identify the subject of the photo be unable to do that just through a small tweak.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey only changed a few pixels, so if we are starting to build systems that are identifying targets this way, you can start to trick the AI using the very technology that gives us the power,\u201d Cardon said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/01\/19\/national-defense-strategy-released-with-clear-priority-stay-ahead-of-russia-and-china\/\" title=\"\" class=\"\" target=\"_blank\">stiff competition in the world<\/a> when it comes to developing AI. Cardon said China has made AI a national priority, not just a defense priority, and Russian innovation in Ukraine has shown its capability \u201cacross the whole spectrum of warfare.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Army and the other services have made investments in AI, Cardon said he expects investments will grow and the service will harness work done in academia and the commercial world to advance the technology and capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But transforming AI into a capability suitable for defense is not as easy as it looks. \u201cOne of the challenges with the use of AI,\u201d Cardon said, is that \u201cwar fighting doesn\u2019t translate\u201d from the work being done in the private sector. There is work to be done to design a system to identify targets in a military context, for example.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe question is: Who does that?\u201d he said. \u201cThat will take significant investment. Right now there is more investment moving in this area.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But \u201cI don\u2019t think DoD has to do this all on their own,\u201d he
