They will be back, and we are not ready,\u201d said Rep. USA!\u201d during the debate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump has made shifting statements on whether he agrees with the findings of U.S. intelligence agencies that Russia interfered in the 2016 election. When asked Wednesday if Russia is still targeting the United States and its midterm elections, Trump responded \u201cno,\u201d but White House spokeswoman Sarah Sanders later said Trump was saying \u201cno\u201d to answering more questions.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/home\/2018\/07\/19\/florida-oks-millions-of-dollars-for-election-security\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-621785356.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Florida OKs millions of dollars for election security<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Thursday\u2019s vote came a week after a federal indictment was released outlining Russian hacking during the 2016 election, including attempts targeting Florida county election offices.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Quigley\u2019s election security amendment would have extended funding for a state grant program overseen by the federal Election Assistance Commission. Congress approved $380 million in the current budget for the program, and Democrats want to approve a similar amount through 2019. Republicans say money from the current program is still available to states and new spending is not needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The amendment was defeated, 182-232, as the House debated a broader spending bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Lloyd Doggett, D-Texas, said Republicans&#8217; refusal to spend more money on election security \u201crepresents nothing less than unilateral disarmament\u201d against Russia, citing the U.S. intelligence community\u2019s finding that Russia intervened in the 2016 election and charges brought by the Justice Department against Russian officials for hacking Democratic groups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Steny Hoyer of Maryland, the No. 2 Democrat, depicted the vote on election security grants as nothing less than a defense of U.S. democracy, citing a comment by National Intelligence Director Dan Coats that warning lights about cyber threats to the U.S. are \u201cblinking red\u201d in a manner similar to those before the 9\/11 attacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe flashing red light calls us to action,\u201d Hoyer thundered, prompting Democrats to break out in chants of \u201cUSA! USA!\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House approved the overall spending bill, 217-199. It includes nearly $59 billion for the Interior Department, Environmental Protection Agency and Treasury Department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Appropriations Committee Chairman Rodney Frelinghuysen, R-N.J., said the bill funds vital programs that make Americans safer, protect environmental resources and create jobs, especially in small businesses. The bill also provides money to fight the opioid epidemic, stop cyber-attacks and fight devastating wildfires, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Environmental groups said the bill cuts funding for the EPA, the Land and Water Conservation Fund and the Endangered Species Act, while limiting federal action on climate change and thwarting EPA efforts to clean up the Chesapeake Bay
