{"id":20423,"date":"2021-05-04T21:07:06","date_gmt":"2021-05-04T21:07:06","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2021\/05\/04\/new-army-agency-turns-to-industry-for-data-management-cloud-migration\/"},"modified":"2026-08-08T18:10:46","modified_gmt":"2026-08-08T18:10:46","slug":"new-army-agency-turns-to-industry-for-data-management-cloud-migration","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/cloud\/2021\/05\/04\/new-army-agency-turns-to-industry-for-data-management-cloud-migration\/","title":{"rendered":"New Army agency turns to industry for data management, cloud migration"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014The U.S. Army\u2019s new Enterprise Cloud Management Agency released two requests for information in the last few weeks that signal a focus on <a href=\"https:\/\/www.c4isrnet.com\/smr\/cloud\/2021\/04\/22\/top-general-access-provided-by-enterprise-cloud-needed-for-jadc2\/\" target=_blank>cloud-based services<\/a> for <a href=\"https:\/\/www.c4isrnet.com\/smr\/cloud\/2021\/04\/15\/pentagon-ai-office-wants-to-match-software-projects-with-best-cloud-environment\/\" target=_blank>data management<\/a> and modernization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through the solicitations, the Army\u2019s cloud agency, established in March, is looking to standardize the treatment of data across the service\u2019s components, as well as migrate applications and systems to commercial cloud in an effort to prepare the Army for data-driven wars of the future. The service recognizes that cloud will play a key role in the storage, access and transport of data, as well as the <a href=\"https:\/\/www.c4isrnet.com\/smr\/cloud\/2021\/04\/29\/cloud-computing-speeds-up-new-military-software\/\" target=_blank>development of artificial intelligence<\/a> tools on future battlefields.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the most recent RFI posted April 30, the cloud agency asks for a contractor to manage its future Enterprise Data Management Platform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army lacks an enterprise, cloud-native platform with integrated data standards, harmonized data governance and common services across the complete Data Lifecycle to support Army Readiness, tactical and operational needs, and to enable advanced analytics, Artificial Intelligence\/ Machine Learning (AI\/ML) and data-driven decision-making across all mission areas,\u201d the RFI stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Right now, the Army \u2014 along with the rest of DoD \u2014 faces a data governance challenge because each component has different ways of approaching data governance, such as storing and cataloging data. That makes it \u201cextraordinarily difficult\u201d to find operationalized data across different missions, such as intelligence or logistics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe pace of the evolving threat landscape mandates a change in the culture and operational construct for how the Army manages data across all mission areas given their natural convergence,\u201d the RFI states. \u201cTherefore, the Army must fundamentally transform its approach to data governance and data management, which requires a standardized, secure, trusted, agile and resilient set of data management services and a data platform to serve all common data governance needs across all data domains.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RFI also said that the enterprise data platform is the Army\u2019s contribution to the Pentagon\u2019s data strategy, which pinpointed data as the <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2020\/10\/08\/how-the-pentagons-data-strategy-enables-joint-all-domain-operations\/\" target=_blank>central enabler of joint war fighting<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The platform will provide a common location where data can be stored, tagged, cataloged and further prepared for activities, such as advanced analytics, AI\/ML, visualization and data enhancements. The data platform will also provide a \u201ccommon data fabric\u201d across different levels of classification and coalition networks, as well as connect to the Army\u2019s enterprise cloud.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RFI includes two potential use cases. In the first, Army users would take data from service applications and authoritative data sources to store in the platform. In the second scenario, users would use the platform to collaborate on data discovery and analysis in order to share it \u201cwithin Army data analytics communities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The data management solicitation follows just two weeks after a previous Enterprise Cloud Management Agency RFI outlined the Army\u2019s need for an enterprisewide contract vehicle to modernize and migrate service applications and systems to commercial cloud. The Army\u2019s request said that the contractor should expect that the service will migrate 50 to 150 applications each year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the solicitation, the \u201cpreponderance\u201d of Army applications will migrate to cArmy, its enterprise cloud. The solicitation recognizes the importance of cloud to future wars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army\u2019s ability to master the application of cloud computing is a critical enabler in the pursuit to operationalizing data,\u201d the RFI said. \u201cAs such, the Army requires an Enterprise scale capability to modernize and migrate applications and data into commercial
