{"id":20714,"date":"2018-06-01T18:19:23","date_gmt":"2018-06-01T18:19:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2018\/06\/01\/trump-visa-limits-could-hurt-american-tech\/"},"modified":"2026-08-08T18:10:06","modified_gmt":"2026-08-08T18:10:06","slug":"trump-visa-limits-could-hurt-american-tech","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2018\/06\/01\/trump-visa-limits-could-hurt-american-tech\/","title":{"rendered":"Trump visa limits could hurt American tech"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2013 The Trump administration is preparing to announce new restrictions on Chinese science and technology students, in a move experts warn may end up backfiring and harming America\u2019s ability to develop <a href=\"https:\/\/www.defensenews.com\/intel-geoint\/2018\/04\/18\/pentagon-developing-artificial-intelligence-center\/\" title=\"\" class=\"\" target=\"_blank\">key new technologies<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new limitations, first reported <a href=\"https:\/\/apnews.com\/82a98fecee074bfb83731760bfbce515\" title=\"\" class=\"\" target=\"_blank\">by the AP<\/a> May 29 and later confirmed by various media outlets, are planned to go into effect June 11. They would create one-year limits on visas for Chinese students coming to America to study high-tech sectors such as robotics and aviation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s clearly a decision the administration has been weighing for some time, one previewed by the <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/12\/18\/trumps-national-security-strategy-unveiled-with-focus-on-economics\/\" title=\"\" class=\"\" target=\"_blank\">National Security Strategy<\/a> released in December.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe United States will review visa procedures to reduce economic theft by non-traditional intelligence collectors,\u201d the document reads. \u201cWe will consider restrictions on foreign STEM students from designated countries to ensure that <a href=\"https:\/\/www.defensenews.com\/smr\/equipping-the-warfighter\/2017\/09\/11\/as-china-quietly-invests-in-american-tech-startups-us-struggles-to-respond\/\" title=\"\" class=\"\" target=\"_blank\">intellectual property is not transferred<\/a> to our competitors, while acknowledging the importance of recruiting the most <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/05\/22\/americas-industrial-base-is-at-risk-and-the-military-may-feel-the-consequences\/\" title=\"\" class=\"\" target=\"_blank\">advanced technical workforce<\/a> to the United States.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But analysts aren\u2019t confident the visa limits will help keep U.S.-born technology safe \u2014 and worry that doing so could actually harm American innovation, particularly in the realm of artificial intelligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December, a RAND study suggested that rather than limiting the number of foreign born experts, the U.S. should be expanding immigration policy in order to lure skilled technologists to America.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/intel-geoint\/2017\/12\/29\/how-can-the-us-keep-up-in-artificial-intelligence-immigration\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1410966196000-091714frontlines-06jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How can the US keep up in artificial intelligence? Immigration<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A RAND report cites immigration policy as a potential boon to helping the United States compete with other nations in AI.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">As part of that report, the researchers found that a high percentage of U.S.-resident AI experts are foreign born or first-generation immigrants, that the American educational pipeline is not supplying enough AI expertise, and that it would benefit the U.S. to monopolize the global AI talent by encouraging immigration rather than blocking it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those argument appear to be shared by one of the most influential voices in the tech community: Eric Schmidt, who until recently led Alphabet, the parent company of Google.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In November, Schmidt warned against limiting the ability of foreign experts to come into the U.S., even as he noted China is gaining significant ground in the artificial intelligence race.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2017\/11\/02\/china-on-path-to-eclipse-us-with-ai-warns-google-head\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"212\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-135656888.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Google\u2019s Schmidt: US losing edge in AI to China<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">One of America&#039;s leading technologists says China is eroding the U.S. artificial intelligence edge.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWould you rather have them building AI somewhere else, or would you rather have them building here?\u201d Schmidt said then, echoing long-standing complaints from the tech community over immigration issues \u2014 complaints that have only gotten louder under the Trump administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIran produces some of the smartest and top computer scientists in the world,\u201d Schmidt added. \u201cI want them here! I want them <a href=\"https:\/\/www.defensenews.com\/unmanned\/2018\/01\/04\/alexa-how-does-the-us-lead-in-military-ai\/\" title=\"\" class=\"\" target=\"_blank\">working for Alphabet and Google<\/a>. I\u2019m very clear on this. It\u2019s crazy not to let these people in.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amir Husain, the founder and CEO of Austin-based SparkCognition and <span class=\"js-paste-start-YMTYNY5T6RHWRAV4TU6JXK6BOE\"> author of the AI-focused book \u201cThe Sentient Machine,\u201d<span class=\"js-paste-end-YMTYNY5T6RHWRAV4TU6JXK6BOE\"> also warned against blocking expertise from coming into America during a March event launching a new AI task force at the Center for a New American Security. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur universities can be responsible. So what does the U.S. need to do to compete?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Whether this is the best way to go about doing that, however, isn\u2019t clear for Scharre, the head of the <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/21\/new-bill-would-prepare-us-for-artificial-intelligence-threat\/\" title=\"\" class=\"\" target=\"_blank\">CNAS AI task force<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe should be siphoning off the top talent in the world and recruiting them to stay in the United States, not pushing them away,\u201d he said. \u201cHaving said that, China is arguably a special case. To the extent that this decision regarding Chinese visas is a bargaining chip to give the U.S. greater leverage to compel China to compete more fairly on high-technology issues, then I see the merit.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And industry is certainly looking for ways to secure its intellectual property, which has been victimized by <a href=\"https:\/\/www.defensenews.com\/global\/2016\/06\/10\/chinese-national-convicted-of-export-violations\/\" title=\"\" class=\"\" target=\"_blank\">Chinese theft<\/a> over the last decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a part of the fair trade aspect of this, the technology transfer,\u201d said Eric Fanning, CEO of the Aerospace Industries Association, when asked about the potential visa change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AIA members are \u201cconcerned about the loss of IP and technology transfer that frankly is a national security issue in addition to an economics security issue.
