{"id":20971,"date":"2019-03-07T19:45:05","date_gmt":"2019-03-07T19:45:05","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2019\/03\/07\/a-lack-of-urgency-is-creating-a-federal-cyber-problem\/"},"modified":"2026-08-08T18:04:37","modified_gmt":"2026-08-08T18:04:37","slug":"a-lack-of-urgency-is-creating-a-federal-cyber-problem","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2019\/03\/07\/a-lack-of-urgency-is-creating-a-federal-cyber-problem\/","title":{"rendered":"A lack of urgency is creating a federal cyber problem"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The federal government\u2019s failure to follow recommended cybersecurity oversight practices has created a national security threat and may harm agencies, including the Department of Defense, according to a biannual report from the Government Accountability Office on high-risk behaviors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The watchdog agency noted in a March 6 report that of the GAO\u2019s 35 \u201cpriority\u201d recommendations to improve cybersecurity oversight, 26 have \u201cnot been fully implemented.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the issues that need to be addressed are: a shortage of skilled workers, clearly defined roles and responsibilities for key agencies and officials, and an audit of the National Cybersecurity and Communications Integration Center, a hub for cyber expertise, to measure its effectiveness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Defense Department is not mentioned specifically in the report, Joseph W. Kirschbaum, GAO\u2019s director of defense capabilities and management, said the Pentagon treats cyber as its own entity but leaders must incorporate digital security into overall responsibilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is not just a technical cyber matter; it\u2019s a matter of those things that cut across doctrinal bounds, that cut across culture,\u201d Kirschbaum said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the major obstacles for DoD innovation is the need to establish timelines for weapons developments, said Michael Sullivan, director of acquisition and sourcing issues at GAO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey take on very risky requirements for these weapon systems \u2014 probably start them too soon before they have mature technologies and try to build them while they\u2019re still designing them,\u201d Sullivan said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When it comes to supply-chain concerns, such vulnerabilities may create problems in using new technologies in military contracts. \u201cSoftware development is very, very risky the way they do it,\u201d he said. \u201cThey try to do it very quickly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, GAO suggested the Defense Department share information across disciplines with cyber and physical security, such as the people who handle weapons, soldiers on the ground and those involved in deployment operations and \u201cmaking sure they\u2019re talking to each other,\u201d Kirschbaum said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat they\u2019re trying to do is bridge the gap between making sure that those businesses, especially those that are trying to contract with DoD, can have access to those expertise,\u201d Kirschbaum said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GAO has warned about the DoD\u2019s lack of skilled cybersecurity workers several times. In a <a href=\"https:\/\/www.gao.gov\/assets\/700\/692498.pdf\"><u>report<\/u><\/a>, the agency wrote that DoD \u201chad not fully addressed cybersecurity workforce management requirements\u201d set forth in the Federal Cybersecurity Workforce Assessment Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In August 2018, GAO reported DoD \u201chad only partially addressed roles and responsibilities associated with its information technology (IT) workforce, such as (1) annually assessing the extent to which DoD personnel meet IT management knowledge and skill requirements, and (2) developing strategies for hiring and training to rectify any knowledge and skill deficiencies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But another GAO <a href=\"https:\/\/www.gao.gov\/products\/GAO-19-362\"><u>report<\/u><\/a> released March 6 explains a June 2018 agreement between U.S. Cyber Command and U.S. Strategic Command for new cyber military training, which is scheduled to be fully operational by Sept. 30, 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe assessed Cyber Mission Force training because the House Armed Services Committee, in particular, has been concerned about the DoD\u2019s organization, development, and readiness of defense cyber forces,\u201d Kirschbaum said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This training includes four phases and the first step is similar to \u201cinitial training performed by the military services that is delivered to any new recruit so that he or she may be assigned a military specialty.\u201d The added positions will be intelligence analysts, linguists, and cyber operators and specialists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat it is absolutely not is a situation where, \u2018Oh it\u2019s a cyber issue, the cyber guys will take care of it,\u2019\u201d Kirschbaum said. \u201cThat\u2019s
