{"id":21078,"date":"2018-12-11T17:15:14","date_gmt":"2018-12-11T17:15:14","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2018\/12\/11\/after-frustration-from-us-officials-google-says-it-will-not-open-search-engine-in-china\/"},"modified":"2026-08-08T18:04:33","modified_gmt":"2026-08-08T18:04:33","slug":"after-frustration-from-us-officials-google-says-it-will-not-open-search-engine-in-china","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2018\/12\/11\/after-frustration-from-us-officials-google-says-it-will-not-open-search-engine-in-china\/","title":{"rendered":"Google\u2019s \u2018internal effort\u2019 for a Chinese search engine"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Google is considering the launch of a search engine in China, the company\u2019s CEO told lawmakers Tuesday, but is refusing to answer if it has discussed the project with officials from Beijing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sundar Pichai told the House of Representatives during a hearing that he \u201cwill be transparent\u201d with the internet giant\u2019s plans to open up a search engine tailored to Chinese authorities&#8217; requirements, but evaded pointed questions from lawmakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pichai described the project, named Dragonfly, as an \u201cinternal effort\u201d and stressed there were no current plans to launch the product.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But when asked point blank by lawmakers, he refused to discount the possibility the search engine could be used as \u201ca tool for surveillance and censorship in China.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe think it is in our duty to explore possibilities to give users access to information,\u201d Pichai responded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Google pulled out of China in 2010 after hacking concerns and a fear that the company would be subject to government censorship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The New York Times first <a href=\"https:\/\/www.nytimes.com\/2018\/08\/01\/technology\/china-google-censored-search-engine.html\" target=_blank>reported<\/a> that the search giant is planning on building a censored search engine in a potential return to China, an idea that did not sit well with certain members of Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAt a moment of rising authoritarianism around the world when more leaders are using surveillance, censorship and repression against their own people, we are at a moment were we must reassert American leadership,\u201d said Rep. David Cicilline, D-R.I., during the hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cicilline was among a bipartisan group of lawmakers who wrote a letter to Pichai in September, <a href=\"https:\/\/twitter.com\/davidcicilline\/status\/1040273204189843457\" target=_blank>warning<\/a> him against creating a product that could crack down on free speech in China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs policymakers, we have a responsibility to ensure that American companies are not perpetuating human rights abuses abroad,\u201d the lawmakers wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not the first time Google\u2019s plans have sparked consternation among some U.S. officials, who feel spurned by the company\u2019s plans to end its partnership with the Pentagon\u2019s Project Maven but still work with China. The project uses artificial intelligence to sort through and refine drone imagery, and the company said it would not renew its contract with the Pentagon over fears the technology was used for lethal purposes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without explicitly naming Google, Director of National Intelligence Dan Coats took a<a href=\"https:\/\/www.fifthdomain.com\/international\/2018\/10\/19\/top-us-intelligence-official-takes-veiled-shot-at-google\/\" target=_blank> veiled shot <\/a>at the company during an Oct. 18 event hosted by Cyberscoop, saying that \u201csome companies are reluctant to partner with us because they believe that it could hurt their brand name.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you are a U.S. company that believes you should limit your partnership with the U.S. government on national security matters because it would hurt your brand, then perhaps you should think about the harm to our overarching national security interests of pursuing greater business opportunities in a country like China, where the private sector and the state often merge into the same,\u201d Coats said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>This article was updated at 12:56 p.m. to include additional testimony by
