{"id":21266,"date":"2022-02-15T15:19:02","date_gmt":"2022-02-15T15:19:02","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2022\/02\/15\/dod-needs-to-improve-how-it-tests-cyber-weapons-architecture-weapons-tester-says\/"},"modified":"2026-08-08T18:06:51","modified_gmt":"2026-08-08T18:06:51","slug":"dod-needs-to-improve-how-it-tests-cyber-weapons-architecture-weapons-tester-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2022\/02\/15\/dod-needs-to-improve-how-it-tests-cyber-weapons-architecture-weapons-tester-says\/","title":{"rendered":"DoD needs to improve how it tests cyber weapons architecture, weapons tester says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The way U.S. Cyber Command procures and tests new capabilities for cyber operations lacks a test and evaluation strategy as well the proper authority and resources to manage new tools, which the Pentagon\u2019s weapons tester has said could result in fielding capabilities without demonstrating or understanding their effectiveness, suitability or survivability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cyber Command created the Joint Cyber Warfighting Architecture, or JCWA, in 2019 as a means of guiding capability development. When the command was initially created, it lacked resources and capabilities, thus having to rely upon systems used by the National Security Agency. Given the two have distinctly different missions \u2014 intelligence collection versus warfighting \u2014 Cyber Command needed to build its own tools and infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fiscal 2021 annual report of the Office of the Director, Operational Test and Evaluation assessed this architecture lacked governance, <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2020\/11\/19\/us-cyber-commands-capability-efforts-lack-clarity-says-government-watchdog\/\" target=\"_blank\">the latest in a series of government watchdog assertions alleging as much<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[A] lack of governance has led to an ad-hoc alignment of [test and evaluation] efforts for the systems JCWA encompasses. This will result in fielding capabilities without demonstrating or understanding their contribution to JCWA operational effectiveness, suitability, or survivability,\u201d the report said. \u201cUSCYBERCOM has not designated an Operational Test Agency to define and develop metrics needed to conduct integrated JCWA\u2011level OT&amp;E. T&amp;E strategies and processes are maturing, but not fast enough to support initial delivery of capability and features.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following criticism from government agencies and Congress, <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2021\/03\/12\/cyber-command-works-to-address-criticism-over-how-it-integrates-tools-challenges-remain\/\" target=\"_blank\">Cyber Command created<\/a> a JCWA integration office and a JCWA capabilities management office. Moreover, to address interoperability concerns, Cyber Command <a href=\"https:\/\/www.c4isrnet.com\/smr\/cybercon\/2021\/11\/10\/us-cyber-command-publishes-concept-for-integrating-new-capabilities\/\" target=\"_blank\">created a concept of operations<\/a> that defines a vision for employing and integrating various capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite these efforts, DOT&amp;E said both the integration office and the capabilities management office lack authority or resources to effectively manage JCWA activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEach program has different release and deployment schedules and there are no validated JCWA\u2011level mission thread requirements or plans for an integrated JCWA-level operational test,\u201d the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cyber Command declined to comment on the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Cyber Command does possess some level of acquisition authority, it continues to rely on the services as executive agents to procure major tools, systems and infrastructure that will be used by all cyberwarriors across the Department of Defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials have acknowledged ongoing integration challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are evolving and we are beginning some initial direct integration across the different programs,\u201d Col. Ben Ring, director of the JCWA, said in November. \u201cYou\u2019re integrating across multiple services, multiple programs, and each of the services \u2014 they have different personnel systems, different training systems, and trying to bring that together is working, we\u2019re evolving. But it\u2019s, as you can imagine, it\u2019s taking some time to bring that together. We\u2019re continuously gathering feedback from the force and continuing to evolve, as we are one team to try to achieve unified mission.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the effort overall is rapidly evolving with constant improvements and iterations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DOT&amp;E did note that in fiscal 2020, the JCWA integration office initiated the development of a test and evaluation strategy establishing multiple working groups to inform test infrastructure requirements and develop test scenarios based on mission threads. However, that strategy is still maturing and needs greater support from Cyber Command and the services, DOT&amp;E said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What\u2019s more, the report asserted that each of the programs are developing test and evaluation strategies independent of the JCWA\u2019s, which could lead to inefficiencies and test inadequacies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DOT&amp;E recommended the Pentagon identify, resource and empower a JCWA acquisition management organization to coordinate the integration of
