He provided six bullet points in the stripped-down synopsis of the NDS.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/home\/2018\/01\/19\/mattis-dod-reorganizing-in-cyber\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/DJ2GKNHODBBPFHNKEBBWH5A3RQ.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">In speech, Mattis explains his cyber concerns<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Secretary of Defense James Mattis discussed a reorganization within the department in a speech at Johns Hopkins University.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The first is \u201clong-term strategic competitions with China and Russia.\u201d He noted they circled strategic and competition. On the strategic front, \u201cwe really tasked people to take a hard look at their calendar. If they\u2019re spending an hour a month on strategy, they\u2019re irrelevant,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On competition, he said the NDS is about strengthening DoD\u2019s competitiveness. \u201cIt\u2019s not about China, it\u2019s not about Russia, it\u2019s about competing. And there are no such things as fair competition; there is just competition,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The real message to take from the second bullet, \u201ccombat-credible, forward-presence in Asia and Europe,\u201d is \u201clet\u2019s not just acknowledge that we will operate in a contested environment; let\u2019s embrace the fact that we\u2019ll operate in a contested environment,\u201d Shanahan said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shanahan\u2019s third bullet surrounds sustainable missions in the Middle East and Central Asia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The biggest change in the NDS, Shanahan said, stems from his fourth bullet: \u201cdynamic force posture and employment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s really about how we\u2019ll be faster and how we\u2019ll make decisions about distributing resources differently than we do today,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shanahan said the last two bullets \u2014 \u201clethal, resilient and agile Joint Force\u201d and \u201cdelivers performance at affordability and speed\u201d \u2014 go together.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The big focus here is defining lethality, resilience and agility beyond putting them on PowerPoint charts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bridging the two together, Shanahan said development modernization and providing new capability is not the enemy of cost. \u201cWe must make our systems and products affordable,\u201d he said, adding that in the commercial world cost is much more dominant in decision-making and the design criteria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would offer that our biggest opportunity is to be smarter and faster when it comes to the development of these programs and their affordability,\u201d he
