Gen. Robert Collins told reporters May 10 <a href=\"https:\/\/twitter.com\/demarest_colin\/status\/1523711631985090560\" target=\"_blank\">on the sidelines<\/a> of a technical forum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the program executive officer for command, control and communications-tactical, Collins helps oversee the rollout of what are known as capability sets, injections of hardware and software the Army needs for an intuitive, hardened and on-the-go network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.c4isrnet.com\/smr\/geoint\/2022\/05\/11\/us-and-allies-blame-russia-for-viasat-hack-ahead-of-ukraine-invasion\/\" target=\"_blank\">conflict in Eastern Europe<\/a> reaffirms the capability set process and its concepts by training the spotlight on the \u201cbasic blocking and tackling\u201d of transmission and communications security, Collins said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlso, when you have a living and breathing threat,\u201d he said, \u201cyou need to think about the things such as a contested and congested environment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russian forces in Ukraine have used simpler and less-secure communication devices \u2014 cellphones, for example \u2014 to relay information. They have also stumbled over critical methods of <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/03\/09\/how-jadc2-is-improving-nuclear-command-and-control\/\" target=\"_blank\">command and control<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re seeing them use a lot more unclassified communications because their classified communications capability is, well, for one reason or another, is not as strong as it should be,\u201d a senior defense official said during a Pentagon briefing March 21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lapses leave <a href=\"https:\/\/www.c4isrnet.com\/show-reporter\/c4isrnet-conference\/2022\/04\/21\/what-war-in-ukraine-reveals-about-information-age-conflict\/\" target=\"_blank\">Moscow\u2019s war machine<\/a> vulnerable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is another one of those logistic-sustainment issues that we\u2019ve seen them struggle with,\u201d the senior official said. \u201cThey just weren\u2019t fully prepared for operations of this intensity for this long on so many different multiple lines of attack.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. can\u2019t and won\u2019t let the same troubles befall its forces in future fights, said Brig. Gen. Jeth Rey, the director of the Army\u2019s <a href=\"https:\/\/www.c4isrnet.com\/smr\/conference\/2022\/04\/20\/us-army-working-closely-with-allies-amid-push-to-upgrade-networks\/\" target=\"_blank\">Network Cross-Functional Team<\/a>. So military officials are taking notes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s what we\u2019re learning from this,\u201d Rey said at the May 10 event. \u201cWe\u2019re going to be so distributed in the fight, and we\u2019re seeing how they\u2019re distributed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia battered <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/03\/14\/blue-yellow-and-gray-zone-the-cyber-factor-in-ukraine\/\" target=\"_blank\">Ukrainian lines of communication<\/a> ahead of its invasion in late February and continues to target them. The U.S. said last month it would send Ukraine secure, tactical communications equipment after providing the country upgraded radios to combat eavesdropping and jamming.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to now pay attention. Is it commercial applications, are they truly what we want to use on the battlefield?\u201d Rey told reporters. \u201cWe want to ensure that they have the security baked in early, so they\u2019re not compromised and could put our forces at risk.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The capability set initiative kicked off in fiscal year 2021. Compounding improvements, shaped by<a href=\"https:\/\/www.armytimes.com\/show-reporter\/c4isrnet-conference\/2022\/04\/25\/tremendous-momentum-seen-as-us-army-upgrades-network-tech\/?contentFeatureId=f0fmoahPVC2AbfL-2-1-8&#038;contentQuery=%7B%22section%22%3A%22%2Fhome%22%2C%22exclude%22%3A%22%2Fnews%22%2C%22from%22%3A5%2C%22size%22%3A10%7D\" target=\"_blank\"> industry and soldiers<\/a>, are expected every two years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Capability Set \u201821 focused on infantry brigades, increased connectivity and making communications kit smaller, faster and more resilient. Some seven brigade combat teams received the upgrades, with two more to go.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Capability Set \u201823 focuses on Stryker brigades and is meant to enhance data sharing and mobility while folding in electronic- and cyber-warfare considerations. The Army wrapped its <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/04\/28\/us-army-wraps-review-of-future-battlespace-network-tools\/\" target=\"_blank\">critical design review<\/a> for Capability Set \u201823 technologies in April, and will later this year send the systems to Europe, where continued testing and analysis will influence fielding decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn previous wars, the difference between a good decision and a bad decision may be minutes,\u201d Collins said during an April 26 demonstration at Fort Myer, Virginia. \u201cIn the future battlespace, that difference between a good decision and a bad decision may be seconds or milliseconds.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201cAlso, when you have a living and breathing threat,\u201d Army Maj.
