These activities will be overseen by an appointee of the secretary of defense, the bill states.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/electronic-warfare\/2017\/09\/21\/electronic-camouflage-will-be-the-new-war-paint-says-marine-intel-official\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"150\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/MAR-Cover-option-2-925.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Electronic camouflage will be the new war paint, says Marine intel official<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">With advanced sensing equipment, physical camouflage is no longer sufficient against future threats, says an intel official.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">This appointee must:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Oversee the implementation of the electronic warfare strategy developed by the Pentagon\u2019s electronic warfare executive committee;<\/li><li>Provide recommendations to the executive committee on resource allocation to support the capability development and investment; and<\/li><li>Propose electronic warfare governance, management, organizational, and operational reforms to the secretary of defense.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, the secretary must establish a cross-functional team for electronic warfare that will identify gaps in electronic warfare and joint electromagnetic spectrum operations within the Department of Defense and then provide recommendations to the aforementioned senior official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress is also requiring a biennial update to the DoD\u2019s electronic warfare strategy to include, among others:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>An update on vulnerabilities identified in the May 2015 electronic warfare assessment by the Defense Science Board;<\/li><li>A determination of the capability of joint forces to conduct joint electromagnetic spectrum operations against near-peer adversaries and any pressing capability gaps; and<\/li><li>Analysis of any personnel, resourcing, capability, authority, or other gaps to be addressed such as development of an electromagnetic battle management capability for joint electromagnetic spectrum operations, establishment and operation of joint electromagnetic spectrum operations cells at combatant command locations and integration and synchronization of cyber and electromagnetic activities.<\/li><\/ul>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/electronic-warfare\/2017\/12\/06\/the-solution-to-more-jamming-may-be-another-battle-management-system\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3106266.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The solution to more jamming may be another battle management system<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">While the individual services have turned to battle management systems to operationalize the electromagnetic spectrum, the joint community has begun publicly discussing the need for its own electromagnetic battle management system.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The bill also requires a comprehensive assessment of the electronic warfare capabilities of Russia and China. This would include a review a vulnerabilities of electronic systems such as GPS and DoD abilities to conduct countermeasures in response to electronic warfare attacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Portions of the proposal stem from a bill introduced by Rep. Don Bacon, R-Neb., a retired Air Force general who specialized in electronic warfare during his service, which was later folded into the defense authorization
