{"id":22882,"date":"2016-07-18T16:50:07","date_gmt":"2016-07-18T16:50:07","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2016\/07\/18\/cyber-questions-a-first-strike-capability\/"},"modified":"2026-08-08T18:12:27","modified_gmt":"2026-08-08T18:12:27","slug":"cyber-questions-a-first-strike-capability","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/opinion\/the-compass\/net-defense-blogs\/2016\/07\/18\/cyber-questions-a-first-strike-capability\/","title":{"rendered":"Cyber questions \u2013 a first strike capability?"},"content":{"rendered":"\n<p>With the increased discussion about the growing threat from cyber weapons, the question of cyber as a first strike capability has resurfaced<span class=\"rte rte-comment\"> once again<\/span>.<\/p>\n\n\n\n<p>Could the U.S. launch a cyber first strike to disrupt or prevent a rogue nation-state or non-state actors from launching a nuclear weapon?\u00a0That question is quickly followed\u00a0up by whether the U.S. could launch a cyberattack and destroy or divert a nuclear weapon that has been launched.\u00a0Those are <span class=\"rte rte-comment\">very <\/span>interesting questions and highly desirable capabilities.\u00a0<\/p>\n\n\n\n<p>When considering those questions one has to wonder if an adversary could do that to the U.S. nuclear capabilities \u2013 virtually disarming the country when it comes to our nuclear capability.\u00a0The good news<span class=\"rte rte-comment\"> and bad news<\/span>:\u00a0Many of these weapons systems were built\u00a0decades ago well before cyberwarfare burst on to the scene. Who can forget the <a href=\"http:\/\/www.cnn.com\/2016\/05\/26\/us\/pentagon-floppy-disks-nuclear\/\">recent report<\/a> that many of our critical systems still use floppy disks\u00a0(and not the 3.5 to 5.25-inch disks you might be thinking about from the 1980s and 1990s)?\u00a0Most, if not all, are isolated from the internet.\u00a0The bad news: Perhaps it is time for an update.<\/p>\n\n\n\n<p>Cyber as a first strike to disrupt an adversaries\u2019 ability to sense kinetic methods of attack and physical activities would provide a strategic advantage<span class=\"rte rte-comment\"> for sure<\/span>. However, Adm. Mike Rogers,\u00a0chief of the National Security Agency and commander of\u00a0U.S. Cyber Command,\u00a0<a href=\"http:\/\/www.press.org\/news-multimedia\/news\/us-needs-broad-dialogue-use-cyber-says-nsa-chief-rogers\">points out<\/a>, &#8220;First strike is a policy question.&#8221; One has to wonder if this question<span class=\"rte rte-comment\">s<\/span> has been answered and what the answer is.<\/p>\n\n\n\n<p>If you missed his speech at the National Press Club on July 14<span class=\"rte rte-comment\">last week<\/span>, it is well worth your time.\u00a0<span class=\"rte rte-comment\">After a few of us viewed his speech I was asked if I had one questions for Adm. Rogers what would it be?<\/span>\u00a0After some thought here is the one question that I would like to hear Rogers&#8217; response to <span class=\"rte rte-comment\">ask that he could answer<\/span> in an open setting:\u00a0What <span class=\"rte rte-comment\">in your mind<\/span> can\/should the average computer, smartphone\u00a0or tablet business and personal user do to help national
