{"id":23410,"date":"2018-10-18T20:02:22","date_gmt":"2018-10-18T20:02:22","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2018\/10\/18\/navy-publishes-part-two-of-major-it-project\/"},"modified":"2026-08-08T18:16:00","modified_gmt":"2026-08-08T18:16:00","slug":"navy-publishes-part-two-of-major-it-project","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2018\/10\/18\/navy-publishes-part-two-of-major-it-project\/","title":{"rendered":"Navy publishes part two of major IT project"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Following the September part-one release of one of the most-anticipated IT programs in the military, the Navy issued part two of the request for proposals on the Next Generation Enterprise Network Re-Complete (NGEN-R) Service Management, Integration and Transport (SMIT) Oct. 18.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2018\/09\/19\/ngen-r-what-is-the-navy-thinking\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"216\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/636005774276651360-cyber1jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">NGEN-R: What is the Navy thinking?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy&#039;s breaking the network with  its Next Generation Enterprise Network contract re-compete.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">NGEN-R, as it\u2019s known, will provide IT and support services to the Navy Marine Corps Intranet, the Marine Corps Enterprise Network and the Outside of the Continental United States Navy Enterprise Network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SMIT is one of two NGEN-R contracts, which will provide network services to include print services, service integration, software core build services, service desk and computer network defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy released the first portion of the contract, End User Hardware (EUHW) contract, in mid-September, which will provide end user hardware-as-a-service and hardware for purchase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cToday\u2019s successful release of the NGEN-R SMIT RFP is a major achievement in implementing the Navy\u2019s IT acquisition strategy to segment network services for the Navy Marine Corps Intranet and the Marine Corps Enterprise Network into multiple contracts,\u201d said Capt. Ben McNeal, Naval Enterprise Networks program manager. \u201cSeparating IT services into multiple contract segments makes management, financial and competitive sense for the Navy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As C4ISRNET sister publication <a href=\"https:\/\/www.c4isrnet.com\/acquisition\/2018\/09\/19\/ngen-r-what-is-the-navy-thinking\/\" target=_blank>Federal Times previously reported<\/a>, splitting the contract in two was intentional and aimed to provide the Navy with greater flexibility as technology and solutions evolve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the current contract, it was directed, \u2018Here are the things we want you to achieve.\u2019 In the new contract that we\u2019ve written for SMIT, it is very much a, \u2018Here are the eight or ten big-ticket objective outcomes that we\u2019re looking for from the network,\u2019&#8221; Capt. Don Harder, deputy program executive officer for Navy Enterprise Information Systems, told Federal Times. &#8220;We recognize that the network infrastructure today will not allow for those capabilities to be met without any kind of drastic decrease in efficiency or effectiveness of the network.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy is seeking to incorporate the best-in-breed solutions industry has to offer, Harder said, noting that the big drivers are achieving faster solutions and utilizing technically acceptable solutions to modern network problems.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2018\/08\/31\/inside-the-navys-novel-network-acquisition-strategy\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/160622-N-UN340-023.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Inside the Navy\u2019s novel network acquisition strategy<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Capt. Don Harder \u2014 deputy program executive officer for Navy Enterprise Information Systems \u2014 spoke on the Navy&#039;s program designed to meet changing network requirements.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThis will be a continuous process that allows the government to come in and ask the vendor questions. \u2018There\u2019s a new capability government wants to implement. We\u2019re in a budget-constrained environment. So, what are the options available to us?\u2019 Let\u2019s sit down and have that conversation,\u201d he said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Harder also noted that the SMIT portion of NGEN-R will incorporate flexible options for hybrid cloud solutions that eventually could be peeled away from NGEN-R to a separate contract vehicle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe inclusion of hybrid cloud solutions to ensure that we\u2019re achieving the objectives that we want to achieve, that is definitely a part of the contract. In fact, that\u2019s one of the things that we\u2019re asking definitely be incorporated in their planning process,\u201d Harder said. \u201cWe don\u2019t know what\u2019s going to happen three years from now. &#8230; We\u2019re building in that flexibility that allows the government the ability in the future to find components of services that can be done in a more effective or efficient way for the government, and either sever them or modify them separately, as opposed to having to break apart the entire contract to do something.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proposals for EUHW are due Nov. 19, 2018, while proposals for SMIT are due Jan. 10, 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Amber Corrin contributed to this
