Dave Goldfein.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force, in its fiscal year 2019 budget request, <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/02\/10\/air-force-to-kill-jstars-recap-program-for-new-battlefield-management-plane\/\" title=\"\" class=\"\" target=\"_blank\">canceled its replacement effort<\/a> for the E-8C Joint Surveillance Target Attack Radar System known as JSTARS recap. But certain members of Congress fear the service may be too hasty in backing away from the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ohio Republican Rep. Mike Turner, who chairs the House Armed Services Committee\u2019s tactical air and land subcommittee, told reporters on Tuesday that <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/06\/lawmakers-to-balance-jstars-recap-and-something-new-turner\/\" title=\"\" class=\"\" target=\"_blank\">Congress would seek a \u201cbalanced\u201d approach to replacing the legacy JSTARS aircraft<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Goldfein, speaking to Defense News and Air Force Times in a joint interview, said he is eager to discuss the matter with lawmakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s actually a really healthy dialogue to have, and we appreciate Congressman Turner\u2019s leadership when it comes to this particular issue,\u201d Goldfein said. \u201cWe actually are looking forward to this conversation and including Congress, with their oversight responsibilities, in the path we take going forward.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, he noted that the service believes its current plan \u2014 <a href=\"https:\/\/www.defensenews.com\/air\/2018\/02\/22\/heres-what-we-know-about-the-air-forces-alternative-to-the-jstars-recap\/\" title=\"\" class=\"\" target=\"_blank\">which involves sensor upgrades and investments that would network a number of existing platforms together<\/a> \u2014 would produce greater battlefield management capability and capacity, especially in contested environments where the JSTARS cannot go.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe threat has advanced and there\u2019s a \u2014 without getting into operational details \u2014 there\u2019s a certain range at which the Joint Stars can no longer perform its function because it\u2019s held too far outside of its operating window. And so while the threat has changed, we\u2019ve got to change.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the McAleese and Associates\/Credit Suisse defense conference on Tuesday, Turner said the subcommittee\u2019s markup \u201cwill try to find the balance of funding\u201d between the JSTARS recap and the Air Force\u2019s new plan, comparing it to the coexistence of Uber and traditional taxi cab companies. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to have a smorgasbord of capabilities. And that\u2019s what we\u2019re going to work towards\u201d with Air Force leadership, he said. \u201cIf there is a capability that is absolutely essential, we are going to make sure it\u2019s preserved.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The defense industry is watching carefully to see if Congress could force the Air Force to reverse course on the JSTARS recap cancellation. Gregory Brook\/U.S. Air Force)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But Goldfein warned that if Congress forces the Air Force to pay for some of the capabilities laid out in the JSTARS recap \u2014 for instance, a downsized version of the program instead of the full 17 plane buy \u2014 the service may not be able to foot the bill for other capabilities it believes it needs more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEach service chief operates in the capability, capacity and readiness trading space and I\u2019ve got to always try to find the right balance,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m convinced we really need to move forward into the more disaggregated, multidomain operations solution that we\u2019ve laid out\u201d and the service\u2019s ability to pay for both that and the elements of JSTARS recap deemed necessary by Congress \u201cis going to be based on the amount of [budget] topline we see.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Air Force is still finalizing how it will accomplish the JSTARS ground surveillance and battle management mission sets, it believes part of the answer is updating its existing assets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FY19 budget includes some preliminary funding to develop a ground moving target indicator radar for the MQ-9 Reaper and to outfit its E-3 Airborne Warning and Control System aircraft with new networks, sensors and communications gear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service plans on retiring three E-8Cs next year, but the rest of the legacy JSTARS planes will keep flying until the mid 2020s. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Some congressional lawmakers want
