The Navy is requesting about $64 million for the project, according to the documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program is an evolution of the Navy\/Marine Expeditionary Ship Interdiction program that brought together anti-ship missiles with the Marine Corps\u2019 <a href=\"https:\/\/www.defensenews.com\/land\/2019\/07\/18\/first-flight-tests-for-armys-precision-strike-missile-pushed-to-end-of-year\/\" target=_blank>High Mobility Artillery Rocket System<\/a> (HIMARS). The Marines have been specifically eyeing the Kongsberg\/Raytheon Naval Strike Missile, which was deployed to the Pacific last year on the littoral combat ship Gabrielle Giffords.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2019\/02\/20\/the-corps-wants-ship-sinking-missiles-so-marines-can-strike-from-the-shore\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/39008388152_445dd98a95_k.jpg_989586.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Corps wants ship-sinking missiles so Marines can strike ships from the shore<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Corps wants to be able to sink ships with missiles fired from shore based ground vehicles.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The plan for ROGUE Fires Vehicle is to develop an unmanned ground vehicle built on the chassis of the Army\u2019s Joint Light Tactical Vehicle, as well as a launcher that\u2019s \u201ccapable of mounting a wide range of missile systems,\u201d the Navy\u2019s budget book says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for the GBASM component, the effort will \u201cprototype other-service-developed missiles to provide a ground-based anti-access\/area denial, anti-ship capability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In January, the Navy\u2019s top acquisition official James Geurts, assistant secretary of the Navy for research, development and acquisition, said the Marines and Navy have been working closely on fielding NSM as part of the effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJust yesterday [Jan. 14] we had the team in that has the Naval Strike Missile on LCS working hand-in-hand with the Marine Corps,\u201d Geurts told a group of reporters at the Surface Navy Association symposium. \u201cThe Marine Corps does ground launchers, we do command and control. We\u2019ll make that immediately available to the Marine Corps.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The contractors working on the project are Raytheon, maker of the Naval Strike Missile, and Oshkosh, which makes the JLTV.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the agenda for the ROGUE Fires vehicle in 2020 is to develop a working prototype, including the vehicle and launcher and start conducting off-road testing. The Corps plans to issue a launcher development contract in the first quarter of 2021, according to Navy budget documents. Textron thinks its Common Unmanned Surface Vehicle could answer the call.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The GBASM and ROGUE Fires Vehicle development project are part of a new concept that the Marines are moving out on to fight and defeat China in a Pacific conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Marine Corp\u2019s concept of operations, as outlined by Commandant Gen. David Berger in last year\u2019s planning guidance, calls for the Marine Corps to more intimately align itself as an arm of naval power than it has been during two decades of wars in Iraq and Afghanistan. As part of that, the Marines want to be able to spread their forces in small groups around islands in the Pacific and deny freedom of maneuver to the Chinese fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marine Corps requirements and development chief Lt. Gen. Eric Smith told reporters last year during the Expeditionary Warfare Conference that the Marines want to fight on ground of their choosing and then maneuver before forces can concentrate against them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey are mobile and small, they are not looking to grab a piece of ground and sit on it,\u201d Smith said of his Marine units. \u201cI\u2019m not looking to block a strait permanently. I\u2019m looking to maneuver.
