Take recent headlines about ChatGPT,<a href=\"https:\/\/www.nytimes.com\/2023\/02\/16\/technology\/bing-chatbot-microsoft-chatgpt.html\" target=\"_blank\"> Microsoft\u2019s uncanny chatbot<\/a>, and Stanford\u2019s \u201cWoebot\u201d <a href=\"https:\/\/www.newyorker.com\/magazine\/2023\/03\/06\/can-ai-treat-mental-illness\" target=\"_blank\">robo-therapists<\/a>, for example. In the government, AI is a nascent novelty, though agencies and the military say they already see use cases within reach.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2023\/03\/01\/chatgpt-can-make-short-work-of-pentagon-tasks-air-force-cio-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Lauren-AF-CIO.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">ChatGPT can make short work of Pentagon tasks, Air Force CIO says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">OpenAI&#039;s ChatGPT surpassed 1 million registered users within a week of its launch in late 2022.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat I\u2019m most excited about is not necessarily the sexiest AI technologies &#8230; things that are showing up in science magazines,\u201d said Greg Singleton, chief artificial intelligence officer at the U.S. Department of Health and Human Services. \u201cWhat I\u2019m really excited about for the department is seeing where we can apply these technologies to the general business that we do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That might mean holding off on the self-driving cars and robot secretaries for now and using AI instead to pick the low-hanging fruit of automating burdensome tasks that have grown for agencies while their workforces have not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">HHS employs 80,000 people and saw a nearly 30% increase in Medicaid\/CHIP <a href=\"https:\/\/www.kff.org\/coronavirus-covid-19\/issue-brief\/analysis-of-recent-national-trends-in-medicaid-and-chip-enrollment\/\" target=\"_blank\">enrollment<\/a> right before the pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur workforce is dedicated, they want to do a good job, but you have challenges when people are overloaded by processes, overloaded by volume, overloaded by batch transactional communications,\u201d Singleton said at the ATARC conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department has <a href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/hhs-ai-use-cases-inventory.pdf\" target=\"_blank\">identified dozens of scenarios<\/a> that could benefit from AI, including an automatic tool for finding chemical names in biomedical literature, a virtual assistant for finding grants, and a bot to ensure disability accommodations follow an employee who is being reassigned or promoted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are other agencies facing similar problems of growing workloads and deficits in manpower. The Social Security Administration\u2019s workforce is at a 25-year low while the number of Americans receiving benefits has <a href=\"https:\/\/www.cbpp.org\/blog\/after-years-of-budget-cuts-increased-funding-would-help-social-security-administration-restore\" target=\"_blank\">grown 20% since 2010. <\/a>At the Federal Deposit Insurance Corporation, 38% of its workforce will be able to retire <a href=\"https:\/\/www.fdicoig.gov\/sites\/default\/files\/reports\/2023-02\/TMPC%20Final%202-16-23_0.pdf\" target=\"_blank\">by 2027. <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These examples present opportunities for AI to render simple, clerical tasks more efficient through existing technology that is relatively quick and easy to scale, panelists said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Failure is not an option<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In October, President Joe Biden <a href=\"https:\/\/www.hsgac.senate.gov\/media\/minority-media\/portman-peters-bill-to-help-improve-federal-workforces-understanding-of-artificial-intelligence-signed-into-law-\/\" target=\"_blank\">signed a bill<\/a> that would require a government-led AI training program for its acquisition workforce that would be regularly updated. The government is also buying AI technology experimentally with the focus on research-based deals as opposed to hardware or software contracts, which is more mindful of risk, according to <a href=\"https:\/\/www.brookings.edu\/blog\/techtank\/2022\/09\/22\/understanding-artificial-intelligence-spending-by-the-u-s-federal-government\/\" target=\"_blank\">analysis<\/a> by the Brookings Institute.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe federal government is not a Silicon Valley start-up; it does not look kindly on failure, no matter the potential future payoff,\u201d wrote Corin Stone, a former Office of the Director of National Intelligence senior official, in an article for<i> <\/i><a href=\"https:\/\/www.justsecurity.org\/77354\/artificial-intelligence-in-the-intelligence-community-money-is-not-enough\/\" target=\"_blank\"><i>Just Security. <\/i><\/a><i>\u201c<\/i>The government is understandably hesitant to take risk, especially when it comes to national security activities and taxpayer dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Panelists noted that appetites for AI can differ across agencies, as do budgets and resources. Congress has said that regardless, the government overall needs to play catch up on AI, with Sen. Joe Manchin saying it would be \u201cdisastrous\u201d if the U.S. failed to be ready for China and Russia\u2019s scaling up of cyber warfare in a <a href=\"https:\/\/www.armed-services.senate.gov\/hearings\/to-receive-testimony-on-artificial-intelligence-applications-to-operations-in-cyberspace\" target=\"_blank\">hearing<\/a> last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not just about rudimentary tasks,\u201d said Bonnie Evangelista, who works in the Office of the Chief Digital and Artificial Intelligence Officer at the U.S. Department of Defense. \u201cEven from a government perspective, I think there are some of us who are trying to go big and go bold, but it can be hard from a workforce perspective. It\u2019s hard to scale because of culture.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AI may also draw concerns from those who have misgivings about its ethical use and from union representatives who may want to fully understand <a href=\"https:\/\/law.stanford.edu\/wp-content\/uploads\/2020\/02\/ACUS-AI-Report.pdf\" target=\"_blank\">repercussions<\/a> for the workforce, including any possible reduction of work hours.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/thought-leadership\/2023\/02\/15\/chatgpt-hints-at-potential-for-artificial-intelligence-in-government\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1246495664.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">ChatGPT hints at potential for artificial intelligence in government<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Agency leaders must clear up the common misconception that AI\/ML infrastructure, data governance and efficiency must be perfectly aligned to get started.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Research suggests that AI can \u201coutperform workers in an increasing set of complex tasks mainly done by educated workers,\u201d though technology has also been recognized as a source of new kinds of jobs, a <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2022\/12\/TTC-EC-CEA-AI-Report-12052022-1.pdf\" target=\"_blank\">report<\/a> for the White House\u2019s Council of Economic Advisers found. Panelists said AI has the potential to free up employee\u2019s workloads so they can devote time to creative or innovative projects and \u201cupskill,\u201d or get up to speed on new tech.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Evangelista also said agencies are building out new teams and positions devoted to exploring AI. Last April, the Department of Defense hired <a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3009684\/dod-announces-dr-craig-martell-as-chief-digital-and-artificial-intelligence-off\/\" target=\"_blank\">Craig Martell<\/a> to lead the Chief Digital and Artificial Intelligence Office, which was created just two months earlier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meikle Paschal, a program manager for robotic process automation at the U.S. Department of Homeland Security, said the easiest way to standardize a process is to automate it, and solving problems that way is an alternative to hiring more people to transcribe or paper push.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is like a generational gift that we\u2019re going to give to the people who come after us in the workforce,\u201d he said. \u201cAnd if we hold back at this point because we\u2019re scared to make a mistake, then the next three or four generations are going to be behind the
