{"id":24891,"date":"2020-05-28T20:45:51","date_gmt":"2020-05-28T20:45:51","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2020\/05\/28\/phishing-incidents-dropped-at-federal-agencies-last-year\/"},"modified":"2026-08-08T18:26:37","modified_gmt":"2026-08-08T18:26:37","slug":"phishing-incidents-dropped-at-federal-agencies-last-year","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/home\/2020\/05\/28\/phishing-incidents-dropped-at-federal-agencies-last-year\/","title":{"rendered":"Phishing incidents dropped at federal agencies last year"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Phishing-related cybersecurity incidents at federal agencies dropped by one-third in fiscal 2019, according to the Office of Management and Budget\u2019s annual cybersecurity report to Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report, mandated by the Federal Information Security Modernization Act, found that email-related cybersecurity incidents among federal agencies dropped from 6,930 in<a href=\"https:\/\/www.fifthdomain.com\/it-networks\/2019\/08\/16\/feds-never-faced-a-major-cybersecurity-attack-in-2018\/\" target=_blank> last year\u2019s report<\/a> to 4,388 in FY19. Overall, the federal government saw an 8 percent decrease in cyber incidents, from about 31,100 in FY18 to 28,600 in FY19.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This FISMA report reflects improvements in areas of focus under the President\u2019s Management Agenda and Federal Agency elements of the National Cybersecurity Strategy,\u201d reported Federal Chief Information Officer Suzette Kent. \u201cIt shows Agencies are making significant progress in managing risk and also highlights that focused efforts to secure government mobile devices have been especially important in today\u2019s expanded telework environment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though the decrease is good news for the federal government, spear-phishing continues to be the most significant vulnerability among federal agencies, the report said. Security reviews of agencies\u2019 high-value assets completed by the Department of Homeland Security identified spear-phishing, patch management, administrator password reuse, insecure default configuration and weak password policy as the top five risks faced by federal agencies, respectively.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2020\/04\/29\/amid-pandemic-several-agencies-have-seen-changes-in-phishing-lures\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/cyberthreat.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Feds can now spot the signs of pandemic phishing<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Fifth Domain reached out to 24 agencies to see if they&#039;ve seen an increase in phishing attacks since the coronavirus pandemic began. Here&#039;s what they said.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The report also said DHS conducted 71 security assessments of high-value assets in FY19, up from 61 in FY18. It found 448 cybersecurity issues, up from 356 the previous year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese assessments revealed that the Federal Government continues to face challenges mitigating basic security vulnerabilities,\u201d the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several Cabinet-level agencies experienced significant reductions in incidents related to spear-phishing since the FY18 report. The State Department saw the largest reduction, dropping from 3,082 email incidents in FY18 to 1,043 in FY19. The Department of Health and Human Services saw a drop to 603 in FY19 from 885 in FY18, down significantly from 1,120 in FY17. Phishing incidents at the Commerce Department dropped by half, from 660 in FY19 to 330 in FY18.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Greg Touhill, the former first federal chief information security officer and current president of AppGate Federal, said the results are a positive sign, but warned that adversaries are pivoting to other areas of weakness to infiltrate federal networks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re just picking other targets,\u201d Touhill said. \u201cThey\u2019re phishing at home. They\u2019re phishing on social media. They\u2019re phishing against our weak underbelly with our contracts and our supply chains.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Education reported zero phishing incidents \u2014 the only Cabinet agency to do so. In the CIO self-assessment, the department wrote that it has employed \u201cincreasingly complex phishing scenarios&#8221; and improved its spam filtering and anti-phishing policies through its email provider.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Commerce Department cited an investment in an anti-phishing training tool as one of the CIO office\u2019s main accomplishments in FY19. Overall, federal agencies spent $16.9 billion on cybersecurity in FY19.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Small Business Administration reported a drastic increase in phishing incidents, with reported incidents rising from 135 in FY18 to 1,100 in FY19. SBA\u2019s section of the report didn\u2019t give any explanation for the rise in incidents.
